So that was seen in August and there was another statement that said that any of it no one knew where the money was. That was never done so that there was a first statement. The foundation was asked to provide $7,000 for the deficit for that school year and then they were asked for $100,000 on July 1 to be used to for expenses for the bill. And you come up with different numbers of the time that's really hard to decide on the item. To address the concern of not knowing where $175,000 worth of donations were can we as a board publicly acknowledge that we have evidence of that money is being received and appropriate to pass it in? Absolutely. I can say yes from what I can say is here. I think that this is the issue that I have in mind when the community is there. When we returned to $7,000 worth of loans to zero and then $100,000 was supposed to give us $100 then all of a sudden we got in the $8,000 deficit and I think that's where the community is getting up above why we have a deficit when we were at zero. Which, because my understanding that we were never at I get that we were doing a bunch of emotions over our budget differentials why was that never explained to the foundation the ones that are supplying us money. I'm not explaining it but I thank you. So, it's like I'm eating and we're addressing the agenda item and we still have these questions asking to really reflect the attachments within our budget deal. They have a $600,000 budget for the Parks and Rec department. I have heard that the county also has a surplus of dollars. It is a community gym. It is not a school education center. We made a solution. We cannot continue to kick this can down the curb because in June and September, we're going to have the same conversation. Now how much money do we need? In October, now how much money do we need? This isn't solving the problem. On August 26th at our subcommittee meeting, we went through the budget line by line. Mr. Pai, it was there. We come up with approximately $184,000 short flaw. See? In that $184,000, there was a $100,000 position in there for fund 80 that the district insists that we need to have in there. So if we take that out of there, we'd end up with a $84,000 short fall. That's far closer than the $700,000 projected short fall that was provided to us in the budget. So with those numbers, if we get $150,000, the Mr. Cost looks like we're about $34,000 short. See? That's the $100,000 position that we haven't hired anybody for. So looking at sustainability we went from on August 17th a motion to close it from fund 82, fund 10 and now September 3rd we're flipping back to say we want to open it back up as a fund 80 operation. My question with this motion is it has been presented to us that DPI does not let you flip-flap. So I would want to ensure that this is something that we can legally do. I would also note that fund 80's intention the way I understand it is to not fund business but to instead fund a program. So we are funding a business. And if I could just add Jill you did say that the district is is funding the bill or footing the bill and taking money from the education of children to do it. That money is for the education of our children. Depends. Randy I think you had something that you wanted to say. And you need to use Fund 10 to pay for that because you're hiring lifeguards for your educational program. You do not have money in Fund 10 to pay for the daily operations of the pool. I want to make it clear to our community in the news and whomever else might be interested that our YMCA contract was paid for through fund 80. So when there were questions about why the pool could not be accessed by staff or students or the swim team it was because we effectively removed the staffing required to allow swimmers in the pool. I do want to ask a question on that because I thought that we were just closing it to the community part of it. I thought the motion when we voted last was to close it just to the community and not to the academic side like the students. I also did not think that we were converting it strictly from fund 80 to just to fund 10. I thought we were just closing it to the community part of it and that was it. That's correct. I can genuinely ask you that question because that's what I thought that was. Don't remember the verbiage of that stating transition from fund 80 to fund 10. I think that's correct in. But in practice then the program is done and so then the funding source needs to change. Also let's say let's just assume no money from the foundation ever came. This no no discussion ever came that they were going to give the money. So now you just have the pool. The quite and there's no community program going on. Then the pool needs to be paid for by fund 10 because now its primary purpose is for the education kits because it's being used only for PE. Adaptify Ed and your extracurriculars. Does that make sense? So then the funding for all of it needs to come from fund 10. Yes that makes sense but I genuinely how it was worded. I would not have just assumed that we would have terminated with the Y for that. I thought that what would have happened is if we didn't receive the funds we would have had a special board meeting like we are now to discuss the next steps. At that point we would have voted to terminate with the Y. We would have voted to then transition it to a fund 10 or cease all operations together. I would not have just jumped to terminating that and transitioning to fund 10. I'm just going to acknowledge that before that vote I publicly stated that this community has shared the importance of it remaining a community pool which is why I voted against that to prompt discussion and be very transparent and clear that I hear you. I also want the pool to stay up into the community. That was shared. That was identified. Go ahead. In reference to the fund and fund 80 fund 10 debate. If using fund 80 as we had been is truly illegal. How did we pass audits for 22 years? The box was passed. We're at the pros. I cannot know. I really encourage everybody for truly wanting to unify and keep this going as a community gem then I think we should demonstrate by our words interactions collectively and and square-ish them too far but offers. I'm going to defer back to the attachments in an agenda item we have not gotten to because that's a very important question. Kristin go ahead. I'm sorry I was going to cite the documentation that was provided that had that kind of evidence but as Jill brought to my attention just now we're not allowed to talk about that yet but it does have clear explanations as to why an auditor would not notice that we weren't billing things correctly. For example an insurance cost that would look like it's coming solely from the school and never built a fund 80 when the insurance for the pool would certainly be something that would need to be funded 80 so unless you're looking for that specifically you wouldn't say oh an insurance from a school why is that there because that's where you would think it would be. But go ahead. I could provide other examples when we get to item dual. I could speculate as to how it was not caught by auditors. Traditionally DPI does not review for fund 10 expenses being used for fund 80. Instead they historically have only been concerned about fund 80 funds being used to supplement fund 10 to avoid the cap on levying public funds for the education. So when the community service program was allowed to begin district started levying funds not necessarily having a program developed yet and so funds started to grow over time and as district finances in whatever district reached this possible strain. Administrators might look at their fund balances and say wow we have a million dollars in fund 80. We could maybe use some of that to hire an additional staff member or something like that. That is the type of use of fund 80 that has caught the attention of DPI traditionally. DPI traditionally hasn't looked at fund 10 monies being used to supplement fund 80. When we've spoken with DPI they have been consistent in saying this is frankly the first time they've had to address this question of fund 10 education money being used to cover a community expense. So it's backwards so that's why when you look at some of the guidance you will see that it is making assumptions that the fund 80 money is going to be used to supplement fund 10 activities. But I do not know I can't speak to those auditors. I can't speak to 20 years of operations. I don't think this administration can either. I don't think this board can. And to be clear I don't think anybody has alleged an intent to do something illegal or in a way that's not compliant. But when this administration went to look to see what was happening and how could we keep the pool open that's what this question originated with. How can we keep this going? It looked into past practices and it said well I don't we can't keep doing that. Because that isn't compliant with what our interpretation of state statute is. And so that has led to a shift in practices. You said something I caught my attention the word interpretation. Yep it is an interpretation it is my legal opinion. He's. So when the poll was I'm sorry can I speak Danny? Yes Randy go ahead. When the poll was totally closed that was against the motion that was passed by this board. What am I going to say? So Miss Oginski had two weeks to plan for this eventuality. She certainly could have contacted the Y to see if they would be willing to provide lifeguards funded by Fund 10. I'm not saying what she did was illegal but it wasn't what was directed by this board. And I guess what I'm saying is you need to use whatever funds you need to and if you need to use Fund 10 funds to keep the pool open to the swim team then you should do that. I just want to comment that Glenda did what she did and the decision that she made was illegal because she was protecting the interest and the assets of the school district because we do not have a CPO certified pool operator and that motion did not entertain the YMCA which the Y is present here and I'm thanked by and for coming and his staff. The motion did not entertain for the YMCA to continue what's it hard to reach out to the YMCA. So we need to understand the decision that our administrator made was to protect the assets of the school because what if just like it's already happened once somebody would have drowned in the pool when we don't have a CPO there. And I think we as a board can take responsibility because it is our motion that we vote upon that gives the directive and we have yet to set any clear concrete plan besides short-term bandits and that we as as a full board can take accountability as well to say that we didn't ask the appropriate questions we didn't have the discussion on the impacts of what that motion would mean which has led us to this. I have the phone records I'm happy to share those and when I got in touch with her after she was finished with swim practice I told her they had a team meal that night and I said I want to be proactive and I need to know what it is that you need so that we can make sure that you are able to practice and that you're able to have the meets as scheduled or what we need to do to move them and from that point I've been in continuous conversation with her and Tom Schofield to make sure that the swim team had what they needed there were arrangements made for them to access the aquatic center to receive their things so the accusation that I simply did nothing and did not communicate is not true and I also asked Miss McKenna to make sure that the girls would be communicated with and the parents if she was communicating this to them to let them know and she assured me that she had. In this case as I have explained and as our team has explained numerous times that fund balance has been depleted because of the fact that we are now coding things correctly and legally. So in the 2526 school year there was a significant deficit that ended the fiscal year. You can't even submit your annual report if you have a deficit in fund 80. Does that annual report report in Skyward? It's submitted to DPI's. So no. But what I'm saying is when you have a fund balance available to get you through that negative carryover you're able to pay things with still fund 80. This case there is no fund balance so you are only going to be using fund 10 money to pay the bills that are outstanding which is against state statute. And also against emotion that was approved by the board in March where we made it very clear that that was not to be done. I would also add that you have legal liabilities that are mounting and you have the potential that the electricity is simply turned off. We have lots of bills that aren't paid as from my understanding including all the work that's been done here in the parking lot at the high school and lots of other things that are up for a topic of discussion but not tonight. That is also not true. That's not that paid for this conversation. That is I'd just like to clarify that is a false statement. That is not true. And so it varies based on how much our slim team not our swim club because that is not a district. So between the swim team and adaptive fire and any other sports that might use that in the past, it has been around $60,000, but that also depends. Swim team on the other hand does have unlimited use. They are not charged by the hour and they pay $2,000 for an unlimited amount of students. In the cut proposed budget, the $60,000 has been lowered to $20,000, based on some formula that I'm unaware of. I think that's relevant part of the discussion given the fund 10 component of this. Angie? I just want to kind of go off what Kristin mentioned that this is not a surplus. It is meant to go into the making of a fund for you. There's six, I believe it is, right? That allows us to do the maintenance on our buildings. Again, I know there was some people don't like hearing that the money has been over years if it has not been spent on maintaining our schools. And then instead it was put into the pool and this is the exact example. This is what is being asked to be done right now, Jill. I will also add to the quote from Randy of the so-plus in that monies that is moved to fund 46 are support staff that was not fair although the last school year, 25, 26, also teaching staff that was not fair that was budgeted for those positions. So it's not all surplus. Some of it was budgeted for staff that could not be fair for that year. Just to clarify. And you have the questions to the amendment that's on the floor. Angie? That was one thing when we were looking at passing there were a friend of them that the community wanted us to have a plan for maintenance so we don't run into the same issue with the new building and with the middle school, the high school. You wanted us to put in place a budget for maintenance for these buildings. That's what we're doing. And so if we go back and we start sticking everything into the pool from fund 46, we're not going to be able to do the maintenance on these buildings again. We're going to run into the same issue. So I just want to put that out there. This administration, this board, some of the board members have, we're part of those discussions where we wanted to make sure that we had a building maintenance plan in place before we went ahead with the referendum. I guess I just want to comment as far as the maintenance stuff goes. That's the point where we got to start working together. We don't need to direct Jake and his crew to change a busted window or adjust the temperature in the pool. It's a district building and those guys are professionals and we should start treating them like professionals and allow them to do what they need to do. Rick Grohl is the guy that's been taking care of this for many years. The wide works very well with him and if they need him there for an hour, that's fine. We can work out those details. I would refrain from mentioning employees, NANs, I could tell you say thank you. But what you guys need to understand is we can be flexible with this. It doesn't have to be spelled out. We don't spell out every detail that every employee does here. They have a job to do. Let's let them be professionals and get it done. We sat here very cute. So with the attachments that are on that item, I just simply went through in that 30 minutes and I added up. The items that the administration has put forward in Kelly. If I'm wrong, please correct me. But so I mean, it looks almost as if just what you've attached between the superior chemical company, Craig and scientists, all those bills on average, it's $240,000 a year. Just for those correct. Am I close? I'm confused by your question. With all of the items on here. Waste management, GFL, Craig and scientist, internet, I took all of those and then I averaged it out to a yearly expense. So just those right there, not including anything else, were already at $240,000. I'm not sure what numbers you're adding. Those pieces of evidence are to show that all of those bills since 2003 or since 2010, whichever is on each report, they're all different shows how much money was taken from fund 10. That was supposed to be coded to fund 80 over the years. So it's cumulative to show how much money has been taken from children and education in our community, from our taxpayers, to go into a community service fund that was wonderful. Still needs to be funded legally. Okay. Thank you. Because I mean, I'm just going to be really transparent. I don't think the pool can survive on $300,000 alone. I really don't. I mean, if you look at basic stuff, I do think that I want this pool to stay open and I'm going to continue to support it and fight it. But I think we as a community do have to come together and understand that this pool needs more money. It does. I'm being very honest in the sense that I just don't see how something like this does sustain on only $300,000 in tax dollars. I'm worried about that. Can you repeat the average cost that you shared? So when I added these up, it just from what's right here, it was $20,000 per month and then $240,000 a year. On average, which was coming out of fund 10. So Kelly, those numbers for those businesses or those bills is what came out of fund 10, correct? I am not clear on exactly what you're looking at. The totals and waste management GFL? Okay, so in totals of waste management, again, we are not making statements that people did or did not or had intent or did not have an intent to do anything. This is just purely stating this is a report that shows fund management from 2003 to 2026 of which I'm going to the bottom of the report, which is very long. So Kelly, just to outline what I did, so I went to that report at the bottom, I took that amount, I divided it by 23 years, and then I divided that by 12 to get my monthly average for the year. So these came, this is for the entire district. So what this is showing is from 2003 to 2020, waste management had 256,192 dollars taken from fund 10. So what that means is none of the trash pickup from the pool was coded there. Not saying it cost that much for the pool, but what it's stating is that's the entire amount that was paid from waste management over those years. So that's to say, did the pool not have any garbage or recycling from 2003 all the way to 2020? Okay. Given that it is two pools, we had 30 minutes look over this. Am I missing something that with two pools that we've operated? Is there no plumbing heating HVAC needs there? City. That we have found record of service paid for by fund 80. I just logically speaking with two pools, it seems at least plumbing issues would be something that we would expect to see on an expensive sheet. There are invoices for plumbing. So when you look at the over 250 page report of transactions that have happened in fund 80 since 2003, you can see transactions that happened. One of the things that is difficult to decipher is if there was an invoice that stated the district or the high school, but yet they worked at the pool not saying that this happened, but saying when you get an invoice directed to the district, but yet it doesn't state that work was done at the aquatic center, you would never know that when you're looking at the financials. So to answer your question with invoices that do not exist anymore after we have searched for them, there's no way to say whether or not there are jobs or work performed at the aquatic center that was funded to fund 10. Thank you. So overall, the documents you have spent a lot of time on is to illustrate what got us to this point, not that this border, this administration does not want the pool to stay open, but rather how the routine operations did not show true expenses to the aquatic center because paid through fund 80. Therefore, is it safe to say since that discussion occurred, I believe in October of 25 and subsequent significant exploration research discussion on DPI auditors, our attorneys since then we have been coding things accurately to get or begin to get a true reflection of the cost for operations. That would be why the goalposts move so to speak, because the pool has been around for a very long time, but we haven't coded it correctly. It's going to take us time, you know, right, like we don't even have a full calendar year in of coding expenses correctly. So I would anticipate that that reflects a quote moving the goalpost because we're establishing the true numbers. Correct, and I cannot speak for others, but I can't speak for myself and Mrs. Oginski, we do not make any decisions with how to code things that may be in the gray area. We consult with DPI and with our auditors before we do anything. We speak with them very regularly. And so everything that has been coded in 2526 and the current year has been directly collaborated with our auditors and with DPI. So I am very confident, 100% confident that what we are doing is legal and what is advised by our auditors and DPI. Mr. Chair, point of information. Yes, ma'am, go ahead, Jean. But to make an allegation against our administration like that is really discouraging when our administration is working very hard to figure out solutions and do it legally. So the evidence for that allegation that the money was lost or misused is in the attachments available to the public. I encourage every one of you to look at it and share it. Any other discussion of possible action on this press release? Just to be clear, when I spoke with the DPI, there has been nothing done illegally with the funds here, fund 80, fund 10, and the past 20 some years. So I just want to make sure that's clear because there has, it's again, local control available for interpretation. So out of curiosity, our administration, our legal counsel to auditors and DPI, am I missing anybody that was in that recent phone conference? I'm sorry, Jill. I did not hear that. I just want to make sure that if you tell us DPI says, or we are not, we should believe that. But if our administration auditors legal counsel and DPI are in a phone conference, we should not believe that information that shared to us. It's very evident that the interpretations can vary. I think that's based on the questions that are asked. I mean, that could be in any situation. I mean, any of what questions you ask and how you ask them that might. Go on or different answers. I do remember request from you, Mr. Parisic for the documentation from our meeting and writing from DPI. So if you could get that documentation from the DPI representative that you talked to stating that how we have allocated funds for the last 20 years is legal and accurate. That would be really beneficial to our practice. That would be action. And just a point of clarification. Wait one minute, Randy, Kristin had my attention first hold your clarification. I just wanted to revisit a couple of things that were brought up earlier. So we were talking about some how we would pass audits for 20 years. I think page four of this press released addresses that insurance costs were never billed to fund 80. Snow plowing was never billed to fund 80. Waste management was never billed to fund 80. Chemicals were never billed to fund 80. I shouldn't say never, very seldom. Phone and internet costs never charged to fund 80. Laundry services never funded through fund 80. So if those things are all on a report on an audit that we are billing funds 10, no one would question that. No auditor would question why all of those things were solely on fund 10. That is how you would pass an audit. I also wanted just to kind of address this press release as it's providing a lot of history, history that contains many times throughout the pools existence, how they were short on money. And we need to look at it really wasn't set up correctly from the beginning. And our administration found this air looking at using the funds 46 discovered what was happening. And are trying the best to come up with a legal solution. We're jumping in the middle and trying to fix it. If we were starting out from day one, we would have a much better setup. We would have an endowment fund so that we could support the pool. This board is just trying to come up with a solution that's a 20 year in the making problem. Okay Randy go ahead please. People keep saying laws broken. These are points from the DPI instruction. I don't think there are any laws being broken. Is that correct? I am not or claim to be in a journey. So my opinion would be that if you were to use fund 10 money to carry on a community program or an aspect of it, you would be violating Wisconsin statute 120.13 sub 19, which is the community service program statute, which says you cannot use general funds to carry on these programs. The inverse of that is in Wisconsin DPI 80, which is administrative code. So DPI sets that rule. That code is where the actual and additional language comes in and it describes ineligible costs. So it's ineligible to use fund 80 to carry on other activities that are not related to fund 80. So your state statute is covering fund 10. DPI 80 is covering fund 80. Yes. Good question. Okay. I think for me anyway, and what I'm hearing from other people. There's that word interpretation that makes things great. Because as I read this, in my interpretation, the chemicals of the pool would be needed for our students. So why could that not be charged to fund 10? Because my interpretation says if it's a expense that the school district is going to incur regardless of the community. Is that correct? Right. But the inception of this pool, the district would not have incurred any costs because this pool was built specifically for the community. At the time of it being built, the district was using other resources for its activities related to aquatics. The pool was built for the community. Once the pool was built, feel like we're going to just say the pool and the district are separate entities right now. Okay. So the pool was being built for the betterment of the community. Yes, it's a district building. The district then said, well, then why would we, I'm assuming I wasn't here for these conversations. But I'm assuming the district said, why would we then continue to rent spaces in other districts or other cities, other facilities when we have a building right here next to our high school? And so to allow that use to occur, fund 10 would supplement fund 80 for the district's use of the pool. The pool was never built for the educational purpose of the district. The pool was built for the community. This is also evidenced by the work that was done in the district prior to me to determine how the rental rate was to be determined. So when you're talking about it's for the kids, we pay that out of fund 10 at a rate. So you can't do both. We already pay for the time that it takes and the costs that are allocated are accrued during the time that the students are using the pool. Angie. I just want to go back to the original community pool resolution that was signed by then board President Gary Keper. We got dated October 26, 1999. Now therefore be resolved that this unified school district of Annigal Board of Education on behalf of the members of our educational community supports a committee of private citizens efforts to fund, construct, and maintain community pool facility built at the site of the President Annigal High School. So I just want to, that was the original pool resolution that was signed, you know, back in the day. As far as what you were saying regarding like the chemicals and self. As I understand it, so if we're 80% community use that leaves 20% that is educational use. So then the fund 10 would pay for 10 or rather 20% of the chemical cost. Correct, or am I not understanding that correctly? It is more nuanced than that, but for ease of conversation, that is a safe way to think about it. Okay. Thank you. And I do understand. Um, that that's, but again, we're going back to that word interpretation. And I think that's why it's so important for all of us collectively. And I know it's going to take a while, but we all need to get the same information from the same people at the same time. Yes, I would definitely really do because I interpret it differently than that. Yeah, and the people that I've, you know, I've talked to some DPI people myself. And what they've told me, I interpret different than that. And I'm not saying I'm right or wrong, but I'm saying that's where these differences are coming from. And I think it's really important for us to work hard to get that person at our table. So deep, so sorry. So DPI has explained this was specifically written to provide flexibility to districts because districts. Have different programs. This district's program is to have a facility open to the community. It's not just a building that is attached to the high school that once in a while, a family swim night occurs. And 90% of the time it's being used by district students. It's the inverse. But for this pool, the district fun 10 would never incur costs related to the pool. The pool wasn't built for education of district students. It was built for the community. So this district's program is to carry on an aquatic center for the benefit of the community. So that I agree with you. You could change your program. You could change it to say this is going to be a fun 10 program. Black with a better term. But you could change your program and say we are going to have this set up. So it is funded primarily through fun 10. And when we want to do a community program event such as a family swim night, you could do that. But if you can't have it open to the public. In this you can't do the same program. And maintain a different funding mechanism. You have to stop allowing community to come in. Not every day. You would have to cease membership. Because then you cannot, it can't compute that you're operating for the benefit of members in the community. But yet you're paying for their time with educational funds. You're marked for your students. So you could change it. I'm not saying you can't do that. You can do that. But then you need to fund it through different means. And you need to have a different set of access. It's a different program. But then the question still remains. How do you pay for that new program? You don't have the money in fun 10. To carry on. We can argue about how much it costs. But let's just say anywhere between 500,000 and a million dollars. You don't have the money in your educational fund for that. That is, this is the rub that spend the issue for six months. Do we still have not solved? Do we just put a band-aid on? I mean, frankly, the real solution, the only real viable solution rather than continuing to ask the foundation for money is the tax levy. The tax levy. Other communities who have these, they levy. But without a levy, you're in this situation. You can't keep this just like that. I'm not saying it is, Jean. I'm not arguing. I'm not saying that is my call to levy funds. I'm saying this, my advice. You're saying it's the only real solution. That's up to us. I absolutely agree with you. You can disagree and say we're not going to levy more funds. And that vote will happen in October. But what I'm saying is. There is no other funding source that this district is in control of other than a levy. But you can't keep this. And it's not going to happen. Otherwise, you're relying on donations or a cessation of operations for a while, while that fund balance can continue at the current levy amount. So, well, Davis has brought up the point of the levy situation. Daddy, I'd like for you to take some time to explain what you have sent to the subcommittee as far as fund 80 levy that we were going to be voting on next month at the budget hearing meeting. And then after you do that, I can give an example of how the process that we could get answers from the community as to whether or not to raise that fund 80. Sure. So, when the topic of sending out a survey to the community came up, I started doing some digging to see how much it would cost if we were to raise the tax levy. Let's just say $700,000 to get to the million. I'm just putting that out there because that was a number that was discussed or talked about loosely. Currently at three. Yes. Say that. Current tax levy is $300,000. And if we were to increase $700,000 for a total of a million dollar levy, that's $700,000 from the calculation that I followed with DPI would come out to roughly based on 2025 and 2026 or 2025s. Equalized property value, it would account for about $39 to $40 per hundred thousand dollars in evaluation of your home. Now, that could change if in October, when the equal equalized property value comes up. If people's property values go up, that's going to go up. I am just trying to find solutions so that we can have honest discussions. And if we send out a survey to the community, I think that you guys as the community in taxpayers have a way to know some rough estimates of what that could look like. And if you wanted to happen. And if you would like it to happen or not because as much. I mean, I love this pool. I think it's a huge asset and I think it indirectly impacts our schools academic achievement because it supports kids who can't do certain things or feel more comfortable doing swim. I mean, it's a huge asset, but I do think that the community needs to have input. If they're okay that if that option comes up on the table. I think the community needs to have a voice on that. And I would like to share publicly. And I did in a meeting in June that I made that request. To put it on the agenda and the finance committee. For discussion on a valid question advisory question or use of Donovan group for a community survey to provide like term funding plan. For a local community. The equity the aquatic center that request is made on June 22nd. So. I. Very much agree and believe and have shared this publicly in other meetings. That a community asset that is only funded. Through the school district and is not funded by the city or the county or any other entity aside from the foundations generous donations. No, no other entity in terms of businesses because we talk about recruitment or retention. I think it's very important for the board to get feedback from the taxpayers because we've certainly heard. Significant concerns and negativity between the city property value assessments and the referendum that our tax dollars cannot increase. But as David shared. A viable option. And funding source currently fund 80 is the local levy. So I very much support. A survey to get feedback to help direct this board. Angie. I. I just want to say. Of the school and that. So that's a false statement from the city. So I think the city also could be. Going back to what Kristen said, the city. And the county need to have skin on the game as well. I understand what you're saying, Jean. However, when I went to this, I went directly to the city when we were looking at putting the. The task force together and I talked to the mayor on golf net. And requested that he be part of the task force and he said to me. In his office, no, I feel Sarah Rapid be better. She's the director of parking racks because she's been part of the. Previous board board committee, whatever that was. I don't know what's going on, but that's not here or there, but. She was, she was part of it. And you had was much more knowledgeable than she was. So he wanted her to represent the city. So. They've been part of the talks. So. Have we come to them directly with like, you know, a dollar amount? No, we have now, but they have definitely been part of the discussion. It's, it's exciting to hear that maybe they're open to that discussion, though. It is. So Danny to follow up with your survey and also Jill and yes, I will say that Jill has been asking for a survey for quite some time. We could get the Donovan group enlisted. And I believe that I've asked Glenda to reach out to Lori with the Donovan group. Who has conducted surveys for our district in the past and they've been very well received. In fact, I think it was above average participation. If I recall in the surveys that they've conducted. So we could get this that time is of the essence. Because next month is when that we will be voting on the budget setting fund 80. So with time being of the essence, we could have this on the agenda. A potential survey questions on the agenda for the September board meeting. If all of you would submit some questions that you would like to see. And what the Donovan group does, this is what we've done in the past. They take all the questions from the board members and then they group them all together and they come up with some common threads. They put together a three or four question survey because studies show in them because they are the professionals. More than a four question survey will go unanswered. Just a couple of things that that I would like to point out in this. Um, in this document, I would like to point out in this. Um, In this document, that has been pointed out is. Fund 80 is the district's community service fund. This is on page two at the bottom. For those of you who have your copy. Fund 80 is the district's community service fund. Fan 80 is used for account for activities such as adult education, community recreation program, such as evening, swimming pool operation, staff, bad leagues, elderly food service programs, non special education, preschool, daycare services, and other programs, which are not elementary and secondary education programs. But I have the primary function of serving the community. So there are and back when we had a different business administrator, I asked the business administrator then, can I get a little bit more information? We had a different business administrator. I asked the business administrator then, can we use fund 80 for something else? And in addition to the pool, and the response that I got was, no, we use all of our fund 80 for the pool, which is great. That's awesome. But there are a lot of other programs. I'm sure the A-D-R-C would love to have some money for their elderly food program. I'm sure that softball leagues, probably we took the bottles in there as well, but we're not here to talk about that. That there are a plethora of other ways that we can use fund 80, rather than only in one basket of the swimming pool. A couple of other things. At the very page eight, if you look at the first paragraph, the board doesn't want to close the pool. This recommendation doesn't want to see the pool closed. However, the board and administration have the intention of following the law and respecting tax dollars. I think that's been well stated. And then when I look into the minutes under exhibit, Ellie, of the October 26, 1999 minutes, I see on page three of those minutes, Dr. Keener indicated that the resolution did not address operating expenses. Dr. Keener, I'm not sure who this person is, but he was trying to, even on October 26, whenever the resolution that Angie alluded to, he was trying to address the operating expenses in 1990, for the pool. And then there's another document that the board had at their table. This is from the city. This was a committee of the whole meeting from the city of Annigal that was held on October 22, 2003. If you look on the last page, since I mentioned to Mike, not to mention names, I'm not going to mention, well, I mentioned Mr. Keener's name. So Mr. Rice was on the committee of the whole on October 22, and made a statement that the aquatic committee was hoping to receive this amount annually, which was the $60,000 that Angie referred to, that the city paid one time. They were hoping to receive that annually to assist with operating costs, and he stated if these funds were not paid, the center would be in dire straits. So that was October 22 of 2023. Mr. Schener's identified the committee asked for $60,000 specifically because that pool, further down the paper, was the amount used to operate the outdoor pool. So the motion to fund $60,000 to pay over the course of 2004, carried with all the person casting the dissenting vote, and they paid that one time fund of $60,000, and that was committee meeting minutes from October 22. So having said all that, I would like to make a motion that this board, do we have to move to release this press release? It is in draft form, so you'd be moving to approve it and be the official correspondent to the board. So I'd like to make a motion that we release the draft copy of the press release, dated September 3, 2026. The motion is on the floor. So we as a district and as a community, the city and county would like to join us in this funding, but we collectively need to find a sustainable, fiscal responsible way to maintain a pool. And again, I reiterate estimated budget. It is not seven sawn as that is what is going to be spent. Again, when bills come in, that's how much you spend. So if you, that this budget is what was discussed this spring. There has been multiple discussions with the committee after that. Um, and the preliminary budget is just that it's numbers. When the bills come in, that's what you're actually paying. So if the committee would like to look at actuals from last year and determine what their estimates would be, they can give me the numbers. I can enter them into skyward and we can put whatever numbers we want. And if it's 20,000 and those come in at 50,000, you're still paying 50,000. At the end of the day. I'm entirely hearing you and I don't disagree by any means I also look look at this social that had a lot of weight and that that was very harmful and I don't know that I'm not saying I was intended to be as harmful as it was but how do we work together the community doesn't know that that reputable source the allegation by that reputable source did not was unfounded.
