08:13.840 --> 08:16.840 I was surprised that I didn't really speak into it in my own words. 08:16.840 --> 08:19.840 And I am not receiving any special treatment opportunities for being here. 08:19.840 --> 08:22.840 We are communicating together with the nuts of bonus training. 08:22.840 --> 08:25.840 And also that we can create a stronger climate and culture within our district. 08:26.840 --> 08:30.840 Gail events in the last few years are currently in our district have obviously not been in 08:30.840 --> 08:31.840 the same page. 08:31.840 --> 08:32.840 And it is not known as for anyone. 08:32.840 --> 08:34.840 So I wanted to then job on our hands. 08:34.840 --> 08:37.840 One of our first projects was truth and questions for the staff survey. 08:37.840 --> 08:42.840 All of us in the team worked together to create a regular live survey that would provide us 08:42.840 --> 08:44.840 with feedback to then create goals to work towards. 08:44.840 --> 08:47.840 One hundred and fifty-five staff members coded out of the survey. 08:47.840 --> 08:49.840 Results coded out anonymously. 08:49.840 --> 08:51.840 And the data of the group allies that organized the data. 08:52.840 --> 08:56.840 But I want to tell you the events of the data and pick three terrible goals for the year. 08:56.840 --> 08:59.840 Let's start with two other positives for the survey. 08:59.840 --> 09:04.840 Now we have our 82% of staff struggling or agreeing that their work has purpose. 09:04.840 --> 09:07.840 This tells us that our teachers still have to teach. 09:07.840 --> 09:10.840 They are passionate about helping our students grow and learn. 09:10.840 --> 09:12.840 They are positive. 09:12.840 --> 09:18.840 8.9% of staff struggling or agreeing that they feel supported by their colleagues. 09:18.840 --> 09:22.840 This tells us that our staff builds bonds, works closely together and around each other 09:22.840 --> 09:23.840 for help in many areas. 09:23.840 --> 09:26.840 More on to some areas for improvement. 09:26.840 --> 09:30.840 52.26% of staff struggle or disagree. 09:30.840 --> 09:34.840 That professional development sessions have better help than their students' needs. 09:34.840 --> 09:38.840 This is a tele-statement for administration and it opens the door to collaborate with staff 09:38.840 --> 09:43.840 regarding that they think they can benefit from regarding pain delays and how their time is spent. 09:43.840 --> 09:45.840 Another area for improvement. 09:45.840 --> 09:51.840 52.1.61% of staff struggle and disagree that they will be able to receive useful feedback. 09:51.840 --> 09:55.840 This again will provide joy for administration and all staff to shutter their out. 09:55.840 --> 09:58.840 So avoid the good and provide doubts for decisions on key issues. 10:08.840 --> 10:13.840 Communication for people is a need, especially educators who love a good email. 10:14.840 --> 10:23.840 Our first goal is to provide staff with an hour of culture and climate time during each professional development day. 10:23.840 --> 10:25.840 So what does that look like? 10:25.840 --> 10:31.840 While requesting for a while of time, first they have to do something that benefits themselves, their classrooms, and their students. 10:31.840 --> 10:38.840 This might look like golden papers or looking at a lesson planning, but it also might look like a district-wide walk, a book club, or a game of pickle ball. 10:38.840 --> 10:45.840 Our team hopes that this boost fail is of value, decreases fail as a burnout, and emphasizes the importance of staff while being. 10:45.840 --> 10:51.840 To allow the score, we will ask for feedback for the staff made way through the year and changer approach by some of their thoughts and opinions. 10:51.840 --> 10:57.840 Our second goal is that climate and culture staff members will shut out two staff members from each building level a month. 10:57.840 --> 11:00.840 We will showcase staff for day of things that exhibit our strategic priorities. 11:00.840 --> 11:06.840 So don't achieve that in success, encourage community engagement, and cultivate talent and invest in our people. 11:06.840 --> a brand comes around to administration, I put the bell in their court to communicate with staff accordingly. 11:27.840 --> 11:31.840 We hope that this will increase communication on those small and and listen to each other, not just talk. 12:06.840 --> 12:13.840 We need to think of those feeling activities surrounding the topic of the Inigo School District, especially on the social media. 12:13.840 --> 12:21.840 The lack of support, the broken relationships, the unkind of words, and so on and plastered all their Facebook for care owners and students to see their needs to stop. 12:21.840 --> 12:26.840 Despite all of this, we still show up each and every day, and it's a discouraging feeling. 12:26.840 --> 12:32.840 So it is really difficult to get through with this moment in our faces, especially when they stand in front of our students. 12:32.840 --> 12:36.840 The most part of it is that it hurts them. My name is Carol Bardo and I'm a 38-year resident of the City of Annago. 15:48.840 --> 16:09.840 Tonight I would like to voice my support for the board action item A and encourage each of you to delay your decision and any recommendations concerning actions on the Clara R. McKenna Aquatic Center until you have done a district-wide survey and see the results and take a look at what people are saying. 16:09.840 --> 16:22.840 My position on this pool situation is not anti-pool. It is anti-clarity and I would really like there be time to hear what everyone has to say. 16:22.840 --> 16:31.840 I'm compelled to remind you you are a nine-member governing body. You represent 19 municipalities and that's what makes up our school district. 16:31.840 --> 16:44.840 You charge to be the face of 18,862 people. That's taken from the 2020 census so I'm sure it's a little off but I didn't know where else to find the numbers. 16:44.840 --> 16:52.840 Those are the children that are in our districts and per data from our city director of Parks and Recs. 16:52.840 --> 17:04.840 The Annago Center users was approximately 862. I'm assuming that is, I got that from an element that is from last year's memberships. 17:04.840 --> 17:10.840 Both of our numbers are not card and stone but it gives us some idea of usage. 17:10.840 --> 17:16.840 That number represents 4.5% to 5% of the district population. 17:16.840 --> 17:22.840 Over the last three weeks I have sent out a total of 40 letters and I'm really tired. 17:22.840 --> 17:38.840 30 of those went with a longitudinal levy history and were sent to town chairman except for one which I sent to your clerk but I did bring a copy because I thought that might be considered a conflict of interest and I didn't want to put one of our board members in that situation. 17:38.840 --> 17:43.840 So I brought one with me if you have not had a chance. 17:43.840 --> 17:59.840 I just in that letter it was not in any way trying to buy us one way or other but just to explain to people what fund 80 is and where that money comes from because in conversing with people over the last few months, there were many people I've met that had absolutely no idea. 17:59.840 --> 18:02.840 And that was my purpose. 18:02.840 --> 18:23.840 The remaining 10 letters with additional 50 pages per support data were sent to state elected officials, state agencies and legal entities with the primary focus of I really think we need to do a forensic audit of this district going back to see where money has gone and where it's come from. 18:23.840 --> 18:26.840 That has not been clear that with the documentation. 18:26.840 --> 18:38.840 Ms. Fazmer did a wonderful job of doing a deep dive and it appears that there were about $7 million that was unauthorized and that's based only on the lack of documentation. 18:38.840 --> 18:46.840 And that's why I think a forensic audit would help all of us to know where our money's gone and to go forward so we can make a plan. 18:46.840 --> 18:51.840 I grew up in a swimming family in the south, my brother won state for years. 18:51.840 --> 19:00.840 I mean it is not something I am anti at all but I as a former elected official feel we need to be responsible for money. 19:00.840 --> 19:12.840 And if you look in the past where money has been spent over those years with $7 million was spent and during that time six of our rural schools were closed because of insufficient funds. 19:12.840 --> 19:22.840 We've had budget limits that restricted staff salaries in fact I believe at least since I've been here there has been one year that staff did not get raised. 19:22.840 --> 19:35.840 And due to the limitations we have three aging elementary buildings that were allowed to degrade because there was not money and there wasn't even as I recall at some time there was not even a maintenance budget. 19:35.840 --> 19:43.840 So these are all issues that we as a whole need to be looking at where should we be using our money and that's all I ask. 19:43.840 --> 19:58.840 Is that the students and the taxpayers of all the municipalities have couple of decades of service, the squad field is now old, tired, and shy of 29:13.840 --> 29:14.840 an age. 29:14.840 --> 29:19.840 It is terrible to learn a little more tired with the dignity that she deserves. 29:19.840 --> 29:23.840 In the school environment, you have a very difficult decision to make. 29:23.840 --> 29:27.840 In a sense, you will have an impact far beyond the same way. 29:27.840 --> 29:34.840 It will affect current and future studies, past alumni, virtual and my parents, coaches, 29:34.840 --> 29:39.840 the business community, and all that support annego. 29:39.840 --> 29:43.840 The challenges surrounding the current facility will not go away. 29:43.840 --> 29:49.840 The learning of this decision will increase future costs and potential effect for the 29:49.840 Children ages five to 14. 32:40.840 --> 32:44.840 The number two cause of death is drowning. 32:44.840 --> 32:51.840 It's probably one of those facilities like the Y offer toddler swimming lessons. 32:51.840 --> 32:57.840 My Ukrainian orphan that lives with us has one year old daughter over there learning to 32:57.840 --> 32:58.840 swim. 32:58.840 --> 33:02.840 My oldest daughter nearly drowned when she was two years old. 33:02.840 --> 33:08.840 But looking back at her and her four brothers learned how to swim as toddlers came from 33:08.840 --> 33:11.840 me and their mom because the pool sound system does not work at all, so you cannot hear the announcer during the game. 36:36.840 --> 36:40.840 Most embarrassing for us, the visiting team has nowhere to prepare to fulfill the games. all levels, 39:41.840 --> 39:48.840 24 high school golfers, 49 high school soccer players boys and girls, 39:48.840 --> 39:54.840 52 marching band numbers, and 236 youth soccer players. 39:54.840 --> 39:59.840 That represents 765 students across just those programs, 39:59.840 --> 40:05.840 not to mention the roughly 800 enrolled in the high school that can utilize it for PE. 40:06.840 --> 40:10.840 And I want to apologize if I missed any associations or programs. 40:10.840 --> 40:14.840 I know there are others who can and will utilize this facility, 40:14.840 --> 40:18.840 and that is 42:42.840 Really, estimates were around $650,000 annually. 42:43.840 --> 42:53.840 The two hours prior to that estimate for 24 and 25 were in the $450,000 to $500,000 range. 42:53.840 --> 42:56.840 Those numbers have climbed drastically over the months. 42:56.840 --> 43:01.840 Later statements put operating costs closer to a million. 43:01.840 --> 43:09.840 Well, unless the district budget, there's a claimed $800 and some $1,000 for $26 and $27. 43:09.840 --> 43:15.840 That's a range from $650,000 to $1,000 on the same facility. 43:15.840 --> 43:21.840 And if things changed, we've been having the same conversation for the last six months. 43:21.840 --> 43:25.840 It's not a small margin, it's a 54% variance. 43:25.840 --> 43:30.840 So I'm going to stay on the urgency we're in right now to get a handle on the finances 43:30.840 --> 43:38.840 and nobody is going to pretend that there's not some financial difficulties that need to be worked out. 43:39.840 --> 43:46.840 But I think before we do anything, we have to understand what we're actually looking at. 43:46.840 --> 43:53.840 The Strabona survey asking the community whether they want to fund $890,000 annually operating. 43:53.840 --> 43:57.840 You're going to ask if they're willing to pay more taxes. 43:57.840 --> 44:04.840 You're going to ask how they prefer to be taxed, whether they want to school levy, the city, the county. 44:04.840 --> 44:07.840 And when I look at this survey, it's very confusing. 44:07.840 --> 44:12.840 I've been involved with this for the entire time that we've been talking about this. 44:12.840 --> 44:18.840 And when I look at that survey, my eyes roll back because there's a lot of confusing information. 44:18.840 --> 44:21.840 Information's not clearly disseminated. 44:21.840 --> 44:26.840 And nobody is really even agreeing on what the information is. 44:26.840 --> 44:29.840 What are we supposed to be voting on? 44:29.840 --> 44:34.840 It's $190,000, $650,000. 44:34.840 --> 44:42.840 We'll be comfortable in understanding of what the actual cost is before you send out a survey into the community asking what they want. 44:42.840 --> 44:44.840 I think that's extremely important. 44:44.840 --> 44:49.840 And it will lay this whole thing to rest if you guys decide to do that at some point. 44:49.840 --> 44:54.840 But now's not the right time. 44:54.840 --> 44:59.840 I 45:09.840 It's going to confuse people in the community. 45:09.840 --> 45:17.840 If a common number looks at what the survey thinks, and they think, wait, cost $1,000 last month, and now it's --> 45:33.840 And I appreciate the financial information that you guys gave out a couple of weeks ago. 45:33.840 --> 45:40.840 But there's a lot more information in there that I think is shrouded in ambiguity that the public doesn't understand. 45:40.840 --> 45:46.840 Now, someone who works in those numbers all the time may understand that, but it's not. 45:46.840 --> 45:51.840 The way it was laid out in the survey was not clear. 45:51.840 --> 45:56.840 So now I'm asking you guys to indefinitely delay this, but we need to understand what these numbers are. 45:56.840 --> 46:02.840 We need
