You

00:30.000 --> 00:32.000
You

01:00.000 --> 01:02.000
You

01:30.000 --> 01:32.000
You

02:00.000 --> 02:02.000
You

02:30.000 --> 02:32.000
You

03:00.000 --> 03:02.000
You

03:30.000 --> 03:32.000
You

04:00.000 --> 04:02.000
You

04:30.000 --> 04:32.000
You

04:32.000 --> 04:34.000
You

04:34.000 --> 04:36.000
You

04:36.000 --> 04:38.000
You

04:38.000 --> 04:40.000
You

04:40.000 --> 04:42.000
You

04:42.000 --> 04:44.000
You

04:45.000 --> 04:49.000
You

04:49.000 --> 04:59.000
Okay.

04:59.000 --> 05:01.000
We'll call supervisors.

05:01.000 --> 05:16.000
Okay.

05:16.000 --> 05:21.000
Okay.

05:21.000 --> 05:26.000
Yeah.

05:26.000 --> 05:28.000
Okay.

05:28.000 --> 05:31.000
You're showing law.

05:31.000 --> 05:35.000
You're showing law again.

05:46.000 --> 05:51.000
Okay.

05:51.000 --> 05:56.000
Got it.

05:56.000 --> 06:01.000
Oops.

06:01.000 --> 06:04.000
19 supervisors, our present supervisors,

06:04.000 --> 06:11.000
Colonia, Balski, Carol, and Morrissey are excused.

06:11.000 --> 06:13.000
Okay, youth in governance.

06:13.000 --> 06:17.000
We have.

06:17.000 --> 06:21.000
Sam Sheen, Finance Administration Committee.

06:21.000 --> 06:22.000
Thank you, Sam. Welcome.

06:22.000 --> 06:26.000
Appreciate you being here again.

06:26.000 --> 06:30.000
Okay. Do we have any citizens' comments?

06:30.000 --> 06:34.000
Any citizens' comments?

06:34.000 --> 06:37.000
If you approach the podium,

06:37.000 --> 06:40.000
state your name and address for the record.

06:40.000 --> 06:45.000
Good evening. My name is Donna Nicolasi and I live at 4610 Beverly Lane.

06:45.000 --> 06:49.000
I'm a lifelong resident of Kenosha and a retired paralegal.

06:49.000 --> 06:52.000
Could you speak closer into the microphone or move the microphone? Thank you.

06:52.000 --> 06:55.000
You want me to repeat myself?

06:55.000 --> 07:01.000
I would like everyone to recall mid-July of this year when most of the upper Midwest and great lakes,

07:01.000 --> 07:07.000
including Wisconsin, was covered with layers of smoke from the Minnesota and Canadian fires.

07:07.000 --> 07:12.000
Now, that was pollution that we could see and smell and taste.

07:12.000 --> 07:16.000
Everyone was affected and there wasn't anything we could do about it.

07:16.000 --> 07:23.000
What many, many might not realize is if data centers and the plants needed to power these centers

07:23.000 --> 07:28.000
are allowed to move forward, the pollutants from these power plants will be released

07:28.000 --> 07:33.000
into our environment and water, pollutants that we will be unable to detect,

07:33.000 --> 07:36.000
not until years from now when it's too late.

07:36.000 --> 07:44.000
I'm asking this board, please, do what you need to do to support pausing the construction of this project

07:44.000 --> 07:52.000
to allow for moratorium to be put into place until a viable plan for safe practices can be submitted

07:52.000 --> 07:57.000
for soon to the rules and regulations that protect our population and environment.

07:57.000 --> 08:02.000
And by the way, the word viable comes from land, meaning life.

08:02.000 --> 08:11.000
If these projects continue to move forward, I am concerned and afraid for the health and safety of everyone

08:11.000 --> 08:15.000
and for our land, our air, and our water.

08:15.000 --> 08:23.000
Also consider this, within the next 10 years, these data centers may well be obsolete

08:23.000 --> 08:30.000
and most likely reduced to the size of a garbage can, all at the expense of the loss of our farmlands

08:30.000 --> 08:33.000
and the contamination of our waters.

08:33.000 --> 08:41.000
I think you know that when you end a people's way of life, prepare for what comes next.

08:41.000 --> 08:45.000
You have heard the deep concerns of your neighbors and fellow citizens.

08:45.000 --> 08:49.000
The members of this board need also be concerned.

08:49.000 --> 08:55.000
The pollutants emitted from the power plants will affect you and your families as well.

08:55.000 --> 09:03.000
It's up to you and us to be strong enough to act and to continue caring about our future generations

09:03.000 --> 09:06.000
the same way our ancestors have done for us.

09:06.000 --> 09:10.000
Thank you.

09:10.000 --> 09:11.000
Thank you.

09:11.000 --> 09:19.000
Are there any more citizens comments?

09:19.000 --> 09:27.000
Good evening. My name is Kimberly Laska and I live at 2403 136th Ave, Kenosha.

09:27.000 --> 09:33.000
I'm here tonight to talk about something big, ugly, noisy, and wildly unpopular.

09:33.000 --> 09:39.000
I realize that could mean more than one thing, but I'm here to talk specifically about data centers

09:39.000 --> 09:45.000
and in particular the proposed Microsoft data center in Kenosha.

09:46.000 --> 09:49.000
I live in Bob and June CUNY's old house.

09:49.000 --> 09:51.000
It's just by Whisker.

09:51.000 --> 09:56.000
I'm still in town of Paris and Microsoft is now my new neighbor.

09:56.000 --> 10:01.000
In fact, their property is 10 feet out of my kitchen door.

10:01.000 --> 10:05.000
Microsoft purchased the land back in January of 2025.

10:05.000 --> 10:10.000
I discovered this while listening to a report on Wisconsin public radio.

10:10.000 --> 10:15.000
I didn't know much about large scale data centers that cold winter morning,

10:15.000 --> 10:18.000
but since then I've learned quite a lot.

10:18.000 --> 10:22.000
I'm still confused about some details of the deal with Microsoft Corporation.

10:22.000 --> 10:30.000
For some reason Microsoft was able to purchase the 5.3 acre parcel of land directly north of my property

10:30.000 --> 10:34.000
land that was zoned C2 Conservation Low Land.

10:34.000 --> 10:40.000
I'm also fuzzy on how the city rezoned the parcel on December 16, 2024,

10:40.000 --> 10:43.000
from egg to heavy manufacturing.

10:43.000 --> 10:47.000
When that section next to me was never egg to begin with.

10:47.000 --> 10:53.000
I'm also confused about the state of Wisconsin providing tax incentives to a corporation

10:53.000 --> 10:58.000
with a market cap of $3.71 trillion.

10:59.000 --> 11:04.000
Microsoft is the fourth largest company in the world based on that market cap.

11:04.000 --> 11:09.000
Do tech giants in the business of AI need handouts from our government?

11:09.000 --> 11:16.000
I would encourage the board to follow the town of Paris in adopting a one-year moratorium on data centers.

11:16.000 --> 11:20.000
It may be only symbolic, but it could send a message to other counties

11:20.000 --> 11:24.000
and the state that data centers and AI need regulation.

11:25.000 --> 11:27.000
Thank you for listening.

11:27.000 --> 11:29.000
I'll be sticking around later.

11:29.000 --> 11:33.000
I brought my knitting, so if anyone has any questions I'm happy to answer

11:33.000 --> 11:36.000
and show you my documenting evidence.

11:36.000 --> 11:37.000
Thanks.

11:37.000 --> 11:38.000
Thank you.

11:38.000 --> 11:47.000
Any other citizens' comments?

11:48.000 --> 11:54.000
Rachel Kirschner, 2613 136 Avenue, the town of Paris.

11:54.000 --> 11:56.000
Supervisors of the board.

11:56.000 --> 12:01.000
I am here today because of the proposed Microsoft data center on 136 Avenue.

12:01.000 --> 12:03.000
The same street I just said I lived on.

12:03.000 --> 12:08.000
It's a direct threat to the health, safety, and the piece of Kenosha County residents.

12:08.000 --> 12:10.000
I've lived in my home for 17 years.

12:10.000 --> 12:14.000
When I bought my home, I looked out at cornfields and Kmart's cheese castle.

12:15.000 --> 12:19.000
Since then, the city of Kenosha has annexed the land behind me for warehouses.

12:19.000 --> 12:21.000
I can accept the warehouses.

12:21.000 --> 12:23.000
I don't like them, but they're livable.

12:23.000 --> 12:25.000
But the data center crosses the line.

12:25.000 --> 12:29.000
I will be just five houses away from the massive data center.

12:29.000 --> 12:35.000
My mother's home of 40 years is less than a mile away on the northern side.

12:35.000 --> 12:37.000
That's not part of being a development zone.

12:37.000 --> 12:41.000
Paris is actually planning building more houses on 136 Avenue.

12:41.000 --> 12:43.000
We are not alone.

12:43.000 --> 12:50.000
We are over 50 Paris homes, not on city of Kenosha homes, but 136 Avenue, right next

12:50.000 --> 12:51.000
to the proposed fight.

12:51.000 --> 12:54.000
This will be devastating impact to our homes.

12:54.000 --> 12:57.000
A data center is not a warehouse.

12:57.000 --> 13:00.000
It is an environmental and public health crisis.

13:00.000 --> 13:03.000
First, consider the power and air quality.

13:03.000 --> 13:09.000
Data centers require so much electricity that energy is proposing a massive third gas plant

13:09.000 --> 13:10.000
in the town of Paris.

13:11.000 --> 13:16.000
According to the UW-Madison white paper, a plant of this scale can cause over a billion

13:16.000 --> 13:18.000
dollars in health care cost.

13:18.000 --> 13:22.000
Yet the city of Kenosha is bragging about their nine million dollars in tax money.

13:22.000 --> 13:24.000
A billion dollars in health care cost.

13:24.000 --> 13:30.000
The PSC docket says this plant is 100% for a single large customer at the data centers.

13:30.000 --> 13:36.000
I am terrified my young children will develop asthma or lung cancer just because a corporation

13:36.000 --> 13:39.000
needs power and the city of Kenosha's greed.

13:39.000 --> 13:45.000
The city claims this facility is safe and we use a closed loop system with minimal water.

13:45.000 --> 13:50.000
But to avoid water cooling, Microsoft will run massive air conditioning units 24-7.

13:50.000 --> 13:56.000
These cooling fans create a devastating type of pollution, infrasound or low frequency noise.

13:56.000 --> 14:02.000
You might not hear infrasound, but you feel it.

14:02.000 --> 14:07.000
In Mount Pleasant, presidents have filed a class action lawsuit against Microsoft over this

14:07.000 --> 14:08.000
ongoing infrasound.

14:08.000 --> 14:11.000
For some, they don't feel it.

14:11.000 --> 14:13.000
For me, it's completely debilitating.

14:13.000 --> 14:18.000
When I am near the Mount Pleasant site, my arms and legs tingle, my ears feel like they're

14:18.000 --> 14:21.000
about to burst and my brain goes foggy.

14:21.000 --> 14:27.000
I worry to affect drivers on I-94 and I can't imagine living so close to one running 24-7.

14:27.000 --> 14:29.000
You think I'm upset tonight?

14:29.000 --> 14:32.000
If approved, my home will become unbearable to live in.

14:32.000 --> 14:37.000
So I will just have to go to every council meeting and every county meeting to get away

14:37.000 --> 14:39.000
from it until it's turned off.

14:39.000 --> 14:43.000
I have spoken to the city of Kenosha's council like four times.

14:43.000 --> 14:46.000
I've talked to the Kenosha's mayor and to Microsoft.

14:46.000 --> 14:48.000
Microsoft claims they're good neighbors.

14:48.000 --> 14:50.000
So no need to bite me out.

14:50.000 --> 14:54.000
The truth is, good neighbors don't go around saying they're good neighbors.

14:54.000 --> 14:56.000
Server residents say otherwise.

14:56.000 --> 14:59.000
The town of Paris has no authority to stop this.

15:00.000 --> 15:02.000
I am running out of options.

15:02.000 --> 15:04.000
So I'm turning to you, the county.

15:04.000 --> 15:05.000
You have the power to act.

15:05.000 --> 15:11.000
Other counties like Dane, Mantua, Green, Winnebago, county have passed moratoriums.

15:11.000 --> 15:13.000
Kenosha should be next.

15:13.000 --> 15:15.000
I asked this board to stop up.

15:15.000 --> 15:18.000
Pass the county wide moratorium on data center developments.

15:18.000 --> 15:24.000
Extract and extract noise ordinance, specifically targeting infrasound and low frequency vibrations

15:24.000 --> 15:28.000
to protect our border from the Racine County's noise pollution.

15:28.000 --> 15:32.000
Intervene with the PSC to demand that any energy production

15:32.000 --> 15:36.000
or gas plants serving Racine County developments be built there.

15:36.000 --> 15:38.000
That don't like Kenosha County residents.

15:38.000 --> 15:40.000
We avoid Foxconn.

15:40.000 --> 15:42.000
Let's avoid Foxconn too.

15:42.000 --> 15:43.000
Mess.

15:43.000 --> 15:47.000
We want to build this monstrosity on county roads, our roads.

15:47.000 --> 15:51.000
No amount of tax money is worth the health of Kenosha County families.

15:51.000 --> 15:53.000
Please protect our homes and our health.

15:53.000 --> 15:54.000
Thank you.

15:54.000 --> 15:56.000
Do it for yourself.

15:56.000 --> 16:00.000
It's a joke if you think the city of Kenosha is going to stop two data centers.

16:00.000 --> 16:05.000
Before you know it, the city will prove 15 more, just like Mount Pleasant.

16:05.000 --> 16:10.000
And you will start getting letters from PSC wanting to put a gas plant in your backyard.

16:10.000 --> 16:16.000
Gas plants in Paris and Darian on Wallworth are run or proposed on high capacity wells.

16:16.000 --> 16:21.000
So don't think you're safe in Twin Lakes or Brighton, Bristol, Salem Lakes, Pleasant

16:21.000 --> 16:23.000
Prairie or Whelan.

16:23.000 --> 16:26.000
It starts with the solar farms and batteries and ends with gas plants.

16:26.000 --> 16:33.000
Whelan will get a gas plant next because we still don't have enough power for Mount Pleasant data centers.

16:33.000 --> 16:35.000
Not including the Kenosha data centers.

16:35.000 --> 16:37.000
You cared about the Whelan battery storage.

16:37.000 --> 16:41.000
Let's care about the core issue driving these needs, the data centers.

16:41.000 --> 16:48.000
Let's stop them until they figure out how to build them better without destroying our health, our land, our water, our lives.

16:48.000 --> 16:49.000
Thank you.

16:49.000 --> 16:53.000
Are there any more citizens' comments?

16:53.000 --> 16:55.000
Any more citizens' comments?

16:55.000 --> 16:57.000
See no more citizen comments.

16:57.000 --> 16:59.000
Citizen comments are closed.

17:05.000 --> 17:07.000
Announcement of the chair.

17:07.000 --> 17:09.000
I have a few announcements.

17:09.000 --> 17:16.000
I think what we're going to do first is we have two executive proclamations to give and call up Kerry.

17:16.000 --> 17:20.000
Fos and Samantha Kirkman are executive.

17:20.000 --> 17:24.000
Come on.

17:25.000 --> 17:26.000
Come on.

17:26.000 --> 17:28.000
There we go.

17:44.000 --> 17:46.000
Good evening chair.

17:46.000 --> 17:47.000
Good evening supervisors.

17:47.000 --> 17:52.000
I'm Kerry Fos and I'm the assistant director of human services for Kenosha County.

17:52.000 --> 17:59.000
And this evening, I'm really happy to share that this is national co-responder week.

17:59.000 --> 18:10.000
And this evening, we have Captain O'Lillah and Chief Salvage with Pleasant Prairie Police Department, as well as Tori Sheldon, their co-responder.

18:10.000 --> 18:17.000
Their co-response program has been operational since December of 2025.

18:17.000 --> 18:23.000
We also have Sheriff Zirner and Kristen Rabbidou, the co-responder for the Sheriff's Office.

18:23.000 --> 18:27.000
That program has been operational since March of 2025.

18:27.000 --> 18:32.000
And so this evening, I would like to turn over to the chair and the county executive to say a few words.

18:32.000 --> 18:37.000
I just want to say a couple words and then I'll read the proclamation.

18:37.000 --> 18:38.000
No.

18:38.000 --> 18:39.000
Okay.

18:39.000 --> 18:40.000
All right.

18:40.000 --> 18:41.000
Well, good evening everybody.

18:41.000 --> 18:46.000
Thank you so much for giving us a few moments tonight to recognize this important week.

18:46.000 --> 18:59.000
Obviously, we've spent a lot of time talking about our co-responders, our embedded social workers, both with Pleasant Prairie and with the Kenosha Sheriff's Office and our Human Services Department.

18:59.000 --> 19:05.000
And it's an important part of our public safety component here in Kenosha County.

19:05.000 --> 19:14.000
Because when our deputies and when our police officers are out on calls, many times there are families that are impacted that don't necessarily need law enforcement,

19:14.000 --> 19:16.000
but they need people to respond right away.

19:16.000 --> 19:21.000
And so we're really thankful that we have two social workers with us tonight.

19:21.000 --> 19:25.000
And I just, I want everybody to give them a big round of applause because they do a great job.

19:25.000 --> 19:38.000
I know I was made aware of a call earlier this summer where a young child was hit by a car in a grandparent's driveway.

19:39.000 --> 19:51.000
And I know that, again, first responders, you know, fire, police were on the scene right away, but the immediate call then went to Pleasant Prairie's embedded social worker.

19:51.000 --> 19:57.000
And I don't know if Christian responded or both of you responded, but I know that that scene was kind of chaotic.

19:57.000 --> 20:07.000
And you were that force that came in to help calm everybody's very heightened emotions going on in that very, very tragic scene.

20:07.000 --> 20:18.000
And so those are the types of calls that every day that they handle and they help our both sheriff deputies and police officers every day deliver the services for our residents.

20:18.000 --> 20:24.000
So I'm very, very thankful for their abilities and that they've taken on the challenge to be with us.

20:24.000 --> 20:28.000
So I have an executive proclamation tonight that I wanted to read.

20:29.000 --> 20:43.000
Whereas Kenosha County recognizes that individuals experience and mental health challenges, substance abuse, substance use disorders and other behavioral health crisis deserve compassionate, appropriate and effective responses.

20:43.000 --> 20:56.000
And whereas co-responder programs began to bring together law enforcement officers, behavioral health professional and other community partners to respond collaboratively during times of crisis.

20:56.000 --> 21:07.000
And whereas co-responders connect individuals and their families with the appropriate resources, treatment and ongoing support while promoting safety, dignity and respect.

21:07.000 --> 21:19.000
And whereas successful co-response partnerships strengthened the relationships between public safety agencies, health and human services providers and community organization and residents.

21:19.000 --> 21:34.000
And whereas Kenosha County is committed to the innovation approach that reduce unnecessary involvement of the criminal justice system, improve access to behavioral health services and promote positive outcomes for individuals in the community.

21:35.000 --> 21:51.000
And whereas co-responder week provides an opportunity to recognize the dedication of co-responder of all professionals who support this important work.

21:51.000 --> 22:09.000
And now, therefore, to be my known that Kenosha County Executive Samantha Kirkman and County Board Chairman Mark Nordigan do hereby proclaim September 13th through the 19th as co-responder week given on this day signed Samantha Kirkman and Mark Nordigan.

22:09.000 --> 22:32.000
Yeah, I'd like to thank you for this is such important work. I think that you can really take the edge off. You can work with people. They have a place someone to talk to knowing that it's just not, you know, someone in blue, which God bless them too.

22:32.000 --> 22:41.000
But we want to make sure that we really do point out important work that you folks do. And I very much appreciate it as a county does. Thank you.

22:50.000 --> 22:54.000
I didn't know I was speaking very briefly. I just would like to thank the ladies.

22:55.000 --> 23:03.000
Mrs. Spass put this together a long time ago with Chief Sullivan's predecessor. She's from Atlanta. They did a lot of work on it and got it prepared.

23:03.000 --> 23:12.000
They weren't able to move forward with it early enough. So, if I took office, Mrs. Spass came to me and said, this is what I want to do. And this is how we need to do it.

23:13.000 --> 23:21.000
And soon is pretty instrumental in that. And I appreciate the work of both of you do. And Kristen has been absolutely phenomenal with our, with our deputies in the sheriff's office.

23:21.000 --> 23:32.000
And I hear you quite the accolades about you as well, ma'am. So, regulations to the sheriff to, as you pray, PD. And I just want to thank everybody who's been involved in this program. And keep going. Thank you.

23:33.000 --> 23:56.000
Hi, there's not much more I think that I could say. The program is instrumental in just about everything that we do in the police department from dealing with people that are suffering from different illnesses or different episodes to sometimes just comforting victims.

23:56.000 --> 24:09.000
Tori's just done an amazing job since she's been working with us. And I can't even put into words the value of a program like this. So, thank you for recognizing them.

24:26.000 --> 24:29.000
Ladies, here first.

24:32.000 --> 24:33.000
You're the one to ask.

24:33.000 --> 24:34.000
Yeah.

24:35.000 --> 24:36.000
There you go.

24:37.000 --> 24:38.000
Alright.

24:57.000 --> 24:58.000
Okay.

24:58.000 --> 25:05.000
Okay.

25:05.000 --> 25:27.000
I've got more announcements.

25:28.000 --> 25:38.000
There is the, unless someone else wants to bring it up, but I'll bring it up, Kenosha County Italian Fest. I'm sorry, Kenosha Italian Fest. I think it's second annual. Anybody knows its second one.

25:38.000 --> 25:56.000
Anyways, it is second one starts Thursday or Friday 18, 19 20th. Yeah, should have wrote that down. And then this coming week, I guess it would be Sunday night for some, but Monday and Tuesday, the WCA annual conference is being held.

25:56.000 --> 26:09.000
I hope to see everyone there who can make it. And that's all I have. Any supervisor reports? Supervisor Gashte.

26:09.000 --> 26:16.000
Thank you, Mr. Chair. I just wanted to briefly update the board that this past week, the Joint Services Board did meet.

26:16.000 --> 26:28.000
We approved unanimously our budget for the upcoming year, the proposed budget and the county and the city and everybody, the finance teams all worked very well together.

26:28.000 --> 26:45.000
And so that was a very smooth process. We were able to give a increase to the wages similar to what the county and the city are doing, as well as continue benefits without any changes or reductions.

26:45.000 --> 26:54.000
And so we're thankful for that. As far as vacancies go, the Joint Services is doing very well, just a few in the telecommunication center.

26:54.000 --> 27:04.000
But overall, things are going well. The axon implementation is continuing during this transition. And overall, things are going well with Joint Services.

27:04.000 --> 27:13.000
So if you have any questions, please feel free to talk to me, Supervisor Morrissey, Executive Kirkman, and we'd be happy to answer your questions. Thank you.

27:14.000 --> 27:19.000
Thank you, Vice. Thank you, Supervisor Gashte. Supervisor Brown.

27:19.000 --> 27:29.000
Thanks. September is suicide prevention and awareness month. And College County has seen a recent increase in persons that have died by suicide.

27:29.000 --> 27:40.000
So, College County Behavioral Health Services will host two sessions of know the signs, ask the questions, and they will be led by our two co-responders.

27:40.000 --> 27:50.000
There are one-hour community trainings on suicide screening. One will be held on September 24th, 6 p.m. at the College County Center.

27:50.000 --> 27:57.000
And one will be held on September 29th at 6 p.m. at the Pleasant Prairie Police Department.

27:57.000 --> 28:08.000
The training is designed to help participants recognize warning signs of suicide risk and feel more confident asking direct, compassionate questions when someone may be struggling.

28:08.000 --> 28:27.000
During this training, participants will learn how to recognize common warning signs and risk factors, use severity scale, connect individuals with appropriate support and resources, build confidence when having conversations that can make a difference, and learn about harm reduction.

28:27.000 --> 28:37.000
And so I have some little charge case here. I guess I'm not really charge case. Cable gun lock for harm reduction, drug deactivation.

28:37.000 --> 28:44.000
These are all available and they'll be available at this training, but they're available through a public health or through payer health services, rather.

28:44.000 --> 28:49.000
So if you ever think you might need these, you should be using them.

28:49.000 --> 29:01.000
And then with going back to school, medication lock boxes, really, really, really important to send the kiddos away with those so that no one is grabbing their meds.

29:01.000 --> 29:09.000
Our county executive will be attending one of these trainings and I encourage each and every one of us to also attend. Thank you.

29:09.000 --> 29:17.000
Thank you, Supervisor Brown. Are there any other supervisor comments? Supervisor Geschke.

29:17.000 --> 29:26.000
I failed to mention Supervisor Poole as well as a resource. He's a relatively newer member of the Joint Services Board, but he'd also be able to answer your questions. Thank you.

29:26.000 --> 29:28.000
Supervisor Geschke.

29:28.000 --> 29:33.000
Seeing no other supervisor comments, supervisor comments are closed.

29:33.000 --> 29:44.000
Any executive appointments? 20. Kathy McCutchen to serve on the commission on aging and disability services.

Refer to Human Services Committee.

30:21.000 --> 30:26.000

30:26.000 --> 30:32.000
From Supervisor Nuto, an ordinance to amend MCKC 2.

30:32.000 --> 30:38.000
Chapter 2.13-3A related to Standing Committee Assignments.

30:38.000 --> 30:47.000
This failed at Committee 3-2, Supervisor Morsey, Decker, and Tallah, Pietra voting nay.

30:47.000 --> 30:53.000
Supervisors Tarzan and Clonia voting aye.

30:53.000 --> 30:56.000
Sorry.

30:56.000 --> 31:02.000
Supervisor Nuto.

31:02.000 --> 31:04.000
Oh, sorry. Hold on. Hold on.

31:04.000 --> 31:05.000
Sorry about that.

31:05.000 --> 31:08.000
Sorry. Move ordinance number 12.

31:08.000 --> 31:13.000
Move by Supervisor Nuto, seconded by Supervisor Tarzan, Supervisor Nuto.

31:13.000 --> 31:14.000
Thank you.

31:14.000 --> 31:16.000
I'm going to try to make this very short.

31:16.000 --> 31:22.000
I spoke in quite a bit at the committee level and also on the last meeting.

31:22.000 --> 31:25.000
Just a couple things to recap.

31:25.000 --> 31:31.000
I'm bringing this resolution because I believe it's the right way to do it.

31:31.000 --> 31:42.000
However, there was one Supervisor that during the comments she made a reference by saying,

31:42.000 --> 31:45.000
I do this when I was chairman.

31:45.000 --> 31:50.000
Well, the reason I didn't do it when I was chairman, because it has been in that way all the times,

31:50.000 --> 31:55.000
and never that I can remember, there were nine people.

31:55.000 --> 31:59.000
At that time, let me correct that.

31:59.000 --> 32:04.000
At that time, there were nine people all from the city limits of Kenosha.

32:04.000 --> 32:08.000
They had one committee assignment.

32:08.000 --> 32:14.000
Now, after the voter, we took a couple of weeks ago by changing the rules.

32:14.000 --> 32:20.000
Now we have 12 out of 14 Supervisors in the city of Kenosha.

32:20.000 --> 32:22.000
They're on one committee.

32:22.000 --> 32:24.000
That was never done before.

32:24.000 --> 32:26.000
So that's the reason why.

32:26.000 --> 32:30.000
And ever since I can remember, this never happened before.

32:30.000 --> 32:34.000
There were one or two Supervisors.

32:34.000 --> 32:41.000
Some because there has to be a one committee, or pretty much there has to be a one committee,

32:41.000 --> 32:45.000
and they were accommodated, but never 12 out of 14 Supervisors.

32:45.000 --> 32:49.000
So that's the reason why I brought that up.

32:49.000 --> 32:59.000
The other thing is also heard that I was doing this because I am vindictive.

33:00.000 --> 33:03.000
Well, I resent that from other were two or three Supervisors.

33:03.000 --> 33:08.000
They say that I'm not going to mention names, but I know what they are.

33:08.000 --> 33:12.000
I'm not doing this because I'm doing this is the resolution that I brought in.

33:12.000 --> 33:14.000
I've meant everything that I said.

33:14.000 --> 33:16.000
I showed proofs.

33:16.000 --> 33:20.000
I know that I use a couple words that I think they were lying about it,

33:20.000 --> 33:25.000
and I proved that that was true, whether it was done on purpose or just by mistake,

33:25.000 --> 33:26.000
but they were lying.

33:26.000 --> 33:28.000
So that's what it was.

33:28.000 --> 33:37.000
Now, I'm still believe it's the right thing to do it, but I hope everybody will vote whatever they believe in.

33:37.000 --> 33:41.000
But please, I don't mind what anybody votes, which way.

33:41.000 --> 33:44.000
I don't criticize anybody the way they vote.

33:44.000 --> 33:48.000
I might not agree with them, and I think everybody's got the right.

33:48.000 --> 33:55.000
But please, don't criticize by saying lies or that somebody is doing things vindictive,

33:55.000 --> 33:57.000
because that's not my style.

33:57.000 --> 33:58.000
Thank you.

33:58.000 --> 34:00.000
Thank you, Supervisor Noodle.

34:00.000 --> 34:02.000
Let me clear the board and see.

34:02.000 --> 34:05.000
Are there any Supervisors?

34:05.000 --> 34:07.000
Any discussion?

34:07.000 --> 34:08.000
Okay.

34:08.000 --> 34:12.000
I'm going to hand a gavel over to Vice Chair Frankl.

34:12.000 --> 34:19.000
I do want to address a couple of things.

34:20.000 --> 34:31.000
24, 26, 2022, and 18 to 20 sessions, there were 100% of the Supervisors that were on those committees

34:31.000 --> 34:39.000
were all, I'll say, Eastern, as I think Supervisor Noodle has pointed out.

34:40.000 --> 34:47.000
I'm sorry, 24 and 18 to 20, there was 100% from the East Side on Human Services.

34:47.000 --> 34:56.000
100% on 18 session of 2018 to 2020 on Judiciary and Law.

34:56.000 --> 34:59.000
So it's been pointed out.

34:59.000 --> 35:05.000
I know you're talking about the individual committees, but that also reduced a lot of members,

35:05.000 --> 35:11.080
five members to individual committees, seven members, committees that have been reduced

35:11.080 --> 35:12.800
to five member committees.

35:12.800 --> 35:19.760
So the Chairman has the authority to pick five or seven committees, and that's what we're

35:19.760 --> 35:21.920
talking about here.

35:21.920 --> 35:32.400
And both in the sessions from 2018 and 2020 and 2020 to 2022, there were five member committees,

35:32.400 --> 35:35.040
not all of them, but there were five member committees.

35:35.040 --> 35:45.880
And in the 2022 to 2024, that Chairman had seven member committees, and then in 2023 reduced

35:45.880 --> 35:47.480
one of the committees down to five.

35:47.480 --> 35:53.000
So the Chairman has the authority to do that, and that's simply what we're talking about

35:53.000 --> 35:54.000
here.

35:54.000 --> 35:56.000
I do agree with Supervisor Noodle.

35:56.000 --> 36:01.480
If you are for the resolution and you're going to vote for it and it passes, then we

36:01.480 --> 36:02.480
will deal.

36:02.480 --> 36:03.480
Excuse me.

36:03.480 --> 36:04.480
We will deal with that.

36:04.480 --> 36:09.320
I will make the committees seven, and if it doesn't, they'll stay how they are.

36:09.320 --> 36:11.520
So I just wanted to bring that up.

36:11.520 --> 36:12.520
These are facts.

36:12.520 --> 36:18.200
They are from the information I've gotten both from Court Council and from the Clerk's

36:18.200 --> 36:19.200
Office.

36:19.200 --> 36:27.800
So I'll also bring up that the Chair and Vice Chair positions and the current how it stands

36:27.800 --> 36:32.000
out for the Chairman are from the East and for the Vice Chairman are from the East and

36:32.000 --> 36:33.600
Tour from the West Tour.

36:33.600 --> 36:39.160
So there was a lot of thought put in to spread things around and make sure that there isn't

36:39.160 --> 36:43.800
any, there isn't one for instance, the West is carrying everything.

36:43.800 --> 36:49.080
Like we saw on the Finance Administration, Human Services, Justice, Judiciary and Law

36:49.080 --> 36:54.280
and Legislative Committees, which were very heavily weighted to the East, and that happened

36:54.280 --> 36:55.280
throughout.

36:55.360 --> 37:02.280
I do believe that I will, I know I'll be voting against this resolution and I'll leave it

37:02.280 --> 37:05.200
up to everyone else to decide how they're going to vote to.

37:05.200 --> 37:06.200
Thank you.

37:06.200 --> 37:07.200
I'm done.

37:07.200 --> 37:08.200
You want to answer?

37:08.200 --> 37:09.200
Go ahead.

37:09.200 --> 37:10.280
Thank you, Mr. Chair.

37:10.280 --> 37:30.920
It seems to me that there are two issues at play here that we need to consider.

37:30.920 --> 37:37.080
One is a procedural question in regard to the authority of the County Board Chair.

37:37.080 --> 37:42.800
The other is a substantive question having to do with the reasons why the Chair made

37:42.800 --> 37:46.680
the decision to reduce standing committees to five members.

37:46.680 --> 37:52.280
So as I see them as two separate issues at play, let me address the substantive issue

37:52.280 --> 37:54.080
first.

37:54.080 --> 37:59.880
I have to admit that I am sympathetic with Supervisor Nuto's position.

37:59.880 --> 38:06.680
Frankly, I think the County would be better served with seven member committees or better

38:06.680 --> 38:12.880
yet, requiring all supervisors to serve on at least two committees.

38:12.880 --> 38:20.280
To put it another way, I think the real issue is not how many members total are on standing

38:20.280 --> 38:26.760
committees, but rather how many committees should all supervisors actually serve on.

38:26.760 --> 38:32.680
Unfortunately, the ordinance change we are considering does not address this distinction.

38:33.680 --> 38:39.160
This would require additional language, explaining how and why this should be done, as well as

38:39.160 --> 38:41.880
the circumstances where exceptions could be made.

38:41.880 --> 38:47.520
For example, under what acceptable conditions can a supervisor serve on a third committee

38:47.520 --> 38:51.240
or only one committee for that matter?

38:51.240 --> 38:57.160
As to the procedural question, as per County Board rules, Chairman Nurdigian does have

38:57.160 --> 39:03.680
the authority to reduce the number of committee members to five, regardless of whether I agree

39:03.680 --> 39:07.280
or disagree with the stated reasons for doing so.

39:07.280 --> 39:14.040
Also, another concern I have is that if this ordinance change passes, it would be impractical

39:14.040 --> 39:18.680
and disruptive to reorganize committee assignments now almost five months into the new session.

39:18.680 --> 39:24.960
I'm not saying it can't be done, but it would be a bit challenging.

39:25.400 --> 39:31.600
In fact, the language of this ordinance might be received quite differently if the intent

39:31.600 --> 39:34.640
was to make the change for the next two-year session.

39:34.640 --> 39:39.720
Unfortunately, there is no timeline mentioned in the language.

39:39.720 --> 39:44.600
So with that in mind, I won't be supporting the ordinance change as written.

39:44.600 --> 39:47.600
Thank you, Mr. Chair.

39:47.600 --> 39:48.600
Thank you, Vice Chair.

39:48.600 --> 39:49.600
Let's see.

39:49.600 --> 39:50.600
Supervisor Gasky.

39:50.600 --> 39:51.600
Gasky.

39:51.600 --> 39:53.640
Thank you, Mr. Chair.

39:53.640 --> 39:58.160
There's three points that I want to bring up regarding this issue.

39:58.160 --> 40:03.560
One question is, should all committee chairs be serving on the Executive Committee?

40:03.560 --> 40:07.280
Yes, I think absolutely they should.

40:07.280 --> 40:14.200
The Committee chairs form almost like a cabinet or a sounding board for the chair.

40:14.200 --> 40:16.280
They're used for specific purposes.

40:16.280 --> 40:21.640
And so I think that it is a good idea to have all the committee chairs serve on the Executive Committee.

40:21.640 --> 40:27.160
The second question is, is the Executive Committee a standing committee or should it

40:27.160 --> 40:28.160
be?

40:28.160 --> 40:33.240
And just looking at past history, looking at past practice, I've been on the Executive

40:33.240 --> 40:36.880
Committee for four of my last eight years on the board.

40:36.880 --> 40:42.840
And really, we've only met a handful of times, as has been mentioned, historically speaking.

40:42.840 --> 40:49.360
If you look at the website, if you look at the calendar, this is not a regularly scheduled

40:49.360 --> 40:50.360
committee.

40:50.440 --> 40:55.800
Today, it meets on the third Tuesday of the month or the first Thursday of the month.

40:55.800 --> 40:58.920
It's not assigned a regular day or time.

40:58.920 --> 41:02.000
It's simply stated that it meets as needed.

41:02.000 --> 41:07.400
So the case clearly could be made that the Executive Committee is not a standing committee

41:07.400 --> 41:12.960
because I believe standing committees should be standing and have a place on the calendar.

41:12.960 --> 41:17.400
So that being said, I do think that all chairs should serve on this committee.

41:17.400 --> 41:22.320
I do think it's reasonable to consider the Executive Committee to just be as needed

41:22.320 --> 41:25.120
committee and not a standing committee.

41:25.120 --> 41:29.560
And then the third point I wanted to bring up really echoes what Supervisor, what Vice

41:29.560 --> 41:34.080
Chair Franco mentioned, the idea of committee sizes.

41:34.080 --> 41:40.960
And I think the case certainly could be made that, you know, it may be better to have people

41:40.960 --> 41:45.840
serving on more committees, the case certainly could be made that having many people serving

41:45.840 --> 41:50.800
in only one committee and other serving on three or four may not be the best way to

41:50.800 --> 41:54.120
organize things, that argument could be made.

41:54.120 --> 41:58.760
But I don't feel that tonight's issue, the one that's before us, is the best way to address

41:58.760 --> 41:59.760
that.

41:59.760 --> 42:05.080
So for those three reasons, I do not plan to support this change tonight.

42:05.080 --> 42:06.080
Thank you.

42:06.080 --> 42:10.680
Thank you, Supervisor Gesh.

42:10.680 --> 42:12.920
Thank you, Supervisor Geshti.

42:12.920 --> 42:14.920
Supervisor Pollack.

42:14.920 --> 42:16.160
Thank you, Mr. Chair.

42:16.160 --> 42:20.840
In light of Vice Chair Franco's comments and Supervisor Geshti's comments, I don't

42:20.840 --> 42:21.840
just say anything else.

42:21.840 --> 42:24.040
I yield back.

42:24.040 --> 42:25.880
Thank you, Supervisor Pollack.

42:25.880 --> 42:29.680
Any further discussion?

42:29.680 --> 42:30.680
No further discussion?

42:30.680 --> 42:31.680
I think we need a two-thirds.

42:31.680 --> 42:34.680
Joe, can you explain the vote, please?

42:34.680 --> 42:35.680
Two-thirds.

42:35.680 --> 42:41.040
Yes, because this is an amendment or change to the rules, it does require a two-thirds

42:41.040 --> 42:42.280
vote of the full board.

42:42.280 --> 42:46.280
So we need 16 in order to enact it.

42:46.280 --> 42:49.440
So a vote of yes is supporting the resolution.

42:49.440 --> 43:14.960
And a vote of no is opposing the resolution.

43:14.960 --> 43:20.760
All solution fails, five yes, 13 no and one abstained.

43:20.760 --> 43:36.560
Oh, let that be corrected, 14 no, Supervisor Geshti intended to vote no.

43:36.560 --> 43:42.400
New business resolution, when reading resolution 44 from the Human Services Committee, a resolution

43:42.400 --> 43:48.320
to approve David Luxe to serve on the Racine, Kalosha Community Action Agency Board, this

43:48.320 --> 43:51.320
past unanimously at committee.

43:51.320 --> 43:52.320
Supervisor Stalker.

43:52.320 --> 43:53.320
Move resolution 44.

43:53.320 --> 43:54.320
Oh, sorry.

43:54.320 --> 43:55.320
Hold on.

43:55.320 --> 43:56.320
Go ahead.

43:56.320 --> 43:57.320
Move resolution 44.

43:57.320 --> 44:06.640
Moved by Supervisor Stalker, seconded by Supervisor Robinson, Supervisor Stalker.

44:06.640 --> 44:13.440
This resolution passed our committee unanimously and I would appreciate your support in passing

44:13.440 --> 44:16.440
it here.

44:16.440 --> 44:17.440
Any discussion?

44:17.440 --> 44:18.440
No discussion.

44:18.440 --> 44:19.440
All those in favor?

44:19.440 --> 44:20.440
Aye.

44:20.440 --> 44:21.440
Aye.

44:21.440 --> 44:22.440
Aye.

44:22.440 --> 44:23.440
Any opposed?

44:23.440 --> 44:24.440
That motion carries.

44:24.440 --> 44:29.120
I'm going to do that right now, and I'll move back on.

44:29.120 --> 44:33.640
Resolution 45 from the Human Services Committee, a resolution to approve Greater Brown to serve

44:33.640 --> 44:40.520
on the Racine, Kalosha Community Action Agency Board, this past unanimously at committee.

44:40.520 --> 44:41.520
Supervisor Stalker.

44:41.520 --> 44:43.120
Moved resolution 45.

44:43.120 --> 44:48.600
Moved by Supervisor Stalker, seconded by Supervisor Decker, Supervisor Stalker.

44:48.600 --> 44:54.760
This resolution came before us and also received unanimous consent, and we'd ask the same thing

44:54.760 --> 44:55.760
here.

44:55.760 --> 44:58.600
Any further discussion?

44:58.600 --> 44:59.600
Seeing no discussion.

44:59.600 --> 45:00.600
All those in favor?

45:00.600 --> 45:01.600
Aye.

45:01.600 --> 45:02.600
Aye.

45:02.860 --> 45:03.860
Aye.

45:03.860 --> 45:04.860
Aye.

45:04.860 --> 45:06.060
Seconded by Supervisor Descartes.

45:06.060 --> 45:07.060
Motion carries.

45:07.060 --> 45:10.440
Resolution 46 from the Human Services Committee, a resolution to approve a net flint to serve

45:10.440 --> 45:17.860
on Kenosha County Commission on Aging and Disability Services, this past unanimously at committee.

45:17.860 --> 45:20.580
Supervisor Stalker, Moved resolution 46.

45:20.580 --> 45:24.880
Moved by Supervisor Stalker, seconded by Supervisor Decker, Supervisor Stalker.

45:24.880 --> 45:29.640
Again, this is a resolution that passed our committee unanimously and we ask for your

45:29.640 --> 45:31.440
support to larger.

45:31.440 --> 45:32.440
Any further discussion?

45:32.440 --> 45:33.280
and no discussion.

45:33.280 --> 45:34.920
All those in favor, vote aye.

45:34.920 --> 45:35.760
Aye.

45:35.760 --> 45:36.600
Opposed?

45:36.600 --> 45:37.960
Motion carries.

45:37.960 --> 45:40.840
Resolution 47 from the Human Services Committee,

45:40.840 --> 45:43.680
a resolution to approve Dave Tarzan

45:43.680 --> 45:47.040
to serve on the Kenosha County Human Services Board,

45:47.040 --> 45:49.360
this past unanimously at committee.

45:49.360 --> 45:53.320
Supervisor Stalker, move resolution 47.

45:53.320 --> 45:56.760
Move by Supervisor Stalker, seconded by Supervisor Nes.

45:56.760 --> 45:58.280
Supervisor Stalker.

45:58.280 --> 46:01.520
Again, this resolution passed our committee unanimously

46:01.560 --> 46:04.200
and we ask for your support here tonight.

46:04.200 --> 46:05.920
Any further discussion?

46:05.920 --> 46:08.440
Seeing no discussion, all those in favor, vote aye.

46:08.440 --> 46:09.280
Aye.

46:09.280 --> 46:10.100
Opposed?

46:10.100 --> 46:11.600
Motion carries.

46:11.600 --> 46:14.720
Resolution 48 from the Finance Administration Committee,

46:14.720 --> 46:17.640
a resolution to approve the appointment of Tim Stalker

46:17.640 --> 46:21.000
to serve on the Kenosha County Library System Board,

46:21.000 --> 46:22.920
this past unanimously at committee.

46:22.920 --> 46:25.320
Supervisor Carroll was excused.

46:25.320 --> 46:26.880
Supervisor Gateson.

46:26.880 --> 46:30.480
Thank you, Mr. Chairman, move resolution 48.

46:30.480 --> 46:33.680
Approved by Supervisor Gateson, seconded by Supervisor Poole.

46:33.680 --> 46:35.040
Supervisor Gateson.

46:35.040 --> 46:36.800
Thank you again, Mr. Chairman.

46:37.720 --> 46:40.880
Finance Committee approved this unanimously.

46:40.880 --> 46:42.600
It is a reappointment.

46:42.600 --> 46:45.680
Thank you to our colleague from the 14th for your continued

46:45.680 --> 46:48.480
service in this area and we would request

46:48.480 --> 46:50.040
and recommend your approval.

46:51.240 --> 46:52.400
Any further discussion?

46:54.680 --> 46:56.040
Supervisor Stalker.

46:56.200 --> 47:01.040
I would like to abstain from this vote since it's about me.

47:02.040 --> 47:03.760
Supervisor Stalker, I'll be abstaining.

47:03.760 --> 47:05.320
Abstaining.

47:06.760 --> 47:09.160
All those in favor, any further discussion?

47:10.440 --> 47:11.840
No, all those for your vote aye.

47:11.840 --> 47:12.680
Who?

47:12.680 --> 47:13.520
No.

47:13.520 --> 47:14.360
Any opposed?

47:14.360 --> 47:15.600
Supervisor Nuss, I'm abstaining.

47:15.600 --> 47:16.680
Oh, I'm sorry.

47:16.680 --> 47:17.520
I'm sorry.

47:17.520 --> 47:18.360
Go ahead.

47:18.360 --> 47:19.200
Sorry, I'm sorry.

47:19.200 --> 47:23.040
Okay, I just wanted to start by saying that I really respect

47:23.040 --> 47:25.800
and have appreciated working alongside Supervisor Stalker

47:25.800 --> 47:27.920
as a colleague on the county board.

47:27.920 --> 47:31.120
But I do have some concerns about the appointment

47:31.120 --> 47:33.440
to the library system board specifically

47:33.440 --> 47:38.120
because in 2024, Supervisor Stalker authored a resolution

47:38.120 --> 47:41.120
intended to restrict and segregate library materials.

47:41.120 --> 47:43.840
And at the time, I spoke out against this policy

47:43.840 --> 47:45.680
in the meeting during citizens comments

47:45.680 --> 47:47.280
before I was a supervisor.

47:47.280 --> 47:50.760
And I feel strongly about equitable access to education

47:50.760 --> 47:53.400
and our libraries are instrumental to that access.

47:53.400 --> 47:56.560
So because of that and because this resolution dealt

47:56.560 --> 47:59.120
directly with library policy and this position

47:59.120 --> 48:01.080
advises on library policy,

48:01.080 --> 48:03.280
I will be voting against the appointment.

48:03.280 --> 48:04.680
Thank you for your time.

48:04.680 --> 48:05.720
I appreciate it.

48:05.720 --> 48:07.160
Thank you, Supervisor Nuss.

48:07.160 --> 48:08.680
Any further discussion?

48:10.120 --> 48:11.920
Seeing no further discussion.

48:11.920 --> 48:13.920
All those in favor, vote aye.

48:13.920 --> 48:14.760
Aye.

48:14.760 --> 48:15.680
Any opposed?

48:15.680 --> 48:16.680
That's nice.

48:16.680 --> 48:17.760
And one abstention.

48:18.760 --> 48:20.240
And who was the other name?

48:21.240 --> 48:22.760
Supervisor Tagliopeia throw.

48:23.400 --> 48:24.240
Okay.

48:30.880 --> 48:34.600
Right, resolution 49 from the Judiciary

48:34.600 --> 48:36.120
and Law Enforcement Committee,

48:36.120 --> 48:39.000
a resolution to approve the appointment of Daniel Gasky

48:39.000 --> 48:42.640
to serve on the Kenosha Joint Services Board.

48:42.640 --> 48:44.520
This passed unanimously at committee.

48:44.520 --> 48:46.520
Supervisor Gray was excused.

48:46.520 --> 48:47.880
Supervisor Decker.

48:47.880 --> 48:52.360
Move ordinance 40, or I'm sorry, a resolution 49.

48:52.360 --> 48:53.680
Approved by Supervisor Decker,

48:53.680 --> 48:57.120
seconded by Supervisor Pollack, Supervisor Decker.

48:57.120 --> 49:00.560
This resolution is to approve Supervisor Gasky

49:00.560 --> 49:03.240
to the Joint Services Board, reappoint him.

49:03.240 --> 49:07.160
And the pass unanimously at committee,
