WEBVTT

00:00.000 --> 00:05.440
Ock having arrived on this 7th of July, 2026 is my honor to call to order the City of

00:05.440 --> 00:07.640
Racine Common Council.

00:07.640 --> 00:10.520
The first order of business is the Pledge of Allegiance to the flag.

00:10.520 --> 00:15.200
If you could please join as you are able and join me in the Pledge of Allegiance.

00:15.200 --> 00:20.840
I pledge allegiance to the flag of the United States of America and to the Republic for

00:20.840 --> 00:29.840
which it stands, one nation under God, indivisible, with liberty and justice for all.

00:29.840 --> 00:44.960
Before I call on President Jurgensen for any excused absences this evening, I'd like

00:44.960 --> 00:49.080
to note I have the return to the Chamber of Alder Fraser who has returned from his military

00:49.080 --> 00:56.240
training if we could give him a round of applause and welcome him home.

00:56.240 --> 00:59.000
Alder Jurgensen, do we have any excused absences for this evening?

00:59.000 --> 01:00.000
We do.

01:00.000 --> 01:01.000
We have two this evening.

01:01.000 --> 01:03.360
Alder Davis and Alder Horton are both excused.

01:03.360 --> 01:04.360
Do we note it?

01:04.360 --> 01:08.080
We'll now move on to the approval of minutes for June 16th, 2026.

01:08.080 --> 01:09.680
Alder Jurgensen, would you like to make a motion?

01:09.680 --> 01:10.680
I would.

01:10.680 --> 01:13.080
I move to approve the minutes for the June 16th, 2026 meeting.

01:13.080 --> 01:14.080
Second.

01:14.080 --> 01:19.440
There's a motion to approve the minutes, seconded by Alder Mack, just by a no's.

01:19.440 --> 01:22.440
Any discussion on set minutes?

01:22.440 --> 01:25.240
Seeing none, all those in favor of the minutes, please say aye.

01:25.240 --> 01:26.240
Aye.

01:26.240 --> 01:27.240
Opposed?

01:27.240 --> 01:28.240
That motion carries.

01:28.240 --> 01:31.160
We will now move on to the public comment of the evening's presentation.

01:31.160 --> 01:35.960
I'll call upon the city clerk to read the rules procedure before we begin.

01:35.960 --> 01:39.880
The public comment segment is an opportunity for citizens to speak directly to the Common

01:39.880 --> 01:40.880
Council.

01:40.880 --> 01:43.160
Speakers will limit their remarks to three minutes.

01:43.160 --> 01:46.920
There shall be no dialogue or interaction between the speaker and elected officials

01:46.920 --> 01:48.280
or staff.

01:48.280 --> 01:51.280
This time is not intended to be a debate or discussion.

01:51.280 --> 01:55.920
The Common Council shall not hear personal complaints or attacks against any city employee

01:55.920 --> 02:01.480
or elected official or any matter related to an individual claim, citation, appeal or

02:01.480 --> 02:02.480
lawsuit.

02:02.480 --> 02:06.320
Profane, disruptive, threatening or conduct that otherwise impedes the safe, orderly

02:06.320 --> 02:10.960
and effective conduct of the Common Council meeting is equally unacceptable during the

02:10.960 --> 02:15.960
public comment period as it is during all other portions of city meetings.

02:15.960 --> 02:20.400
Candidates for public office may not use this opportunity to campaign for office.

02:20.400 --> 02:24.080
Members during the public comment period shall follow all rules of the Common Council

02:24.080 --> 02:28.560
and rulings of the chair, including a decision to terminate the remarks if the speaker does

02:28.560 --> 02:30.560
not adhere to these rules.

02:30.560 --> 02:34.960
Public comment shall be limited to ideas or concerns regarding the city of Racine.

02:34.960 --> 02:38.880
We encourage you to submit any detailed concerns in writing to the city clerk's office or

02:38.880 --> 02:43.520
your aldermen, where they can be properly documented and directed for response.

02:43.520 --> 02:45.760
There will be nine speakers this evening.

02:45.760 --> 02:50.560
The first is Wendy Sorensen at 1301 Romaine.

02:50.560 --> 02:53.000
Just before the first speaker comes up, I just want to let everyone know that everyone

02:53.000 --> 02:54.000
gets three minutes.

02:54.000 --> 02:56.840
After three minutes, your microphone is turned off.

02:56.840 --> 03:00.760
That's not a reflection of any of the commentary, but an effort to treat everybody fairly.

03:00.760 --> 03:02.160
Everyone gets up to three minutes.

03:02.160 --> 03:03.640
You may begin.

03:03.640 --> 03:06.400
Hi, everyone.

03:06.400 --> 03:07.800
My name is Wendy Sorensen.

03:07.800 --> 03:11.960
I grew up in Racine on the north side, and they're just at Agerholm.

03:11.960 --> 03:15.120
Chupark has always been a part of my life.

03:15.120 --> 03:18.520
The first sledding is a kid in picnics on the south side of the park, where the first

03:18.520 --> 03:20.200
hole is now.

03:20.200 --> 03:25.320
Watching fireworks with friends from high school in the 1970s, smelt fishing from the

03:25.320 --> 03:26.320
jetties.

03:26.320 --> 03:31.640
The picnic area closed when the course was redesigned in early to mid-1990s.

03:31.640 --> 03:36.440
More recently, I began walking my dogs at the Lighthouse and Chupk when I lived in Wood

03:36.440 --> 03:40.680
Point between 2003 and 2020.

03:40.680 --> 03:45.000
The Lighthouse and Chupk were just a 10-minute walk away.

03:45.000 --> 03:50.200
I'm deeply concerned about the loss of trees and its impact on birds and other wildlife.

03:50.200 --> 03:54.560
The Dune course plan is a dramatic change from what it has been for decades.

03:54.560 --> 03:59.120
It will be devastating to birds, squirrels, raccoons, and other forest animals as well

03:59.120 --> 04:01.640
as butterflies and other insects.

04:01.640 --> 04:06.920
I'm also concerned about a private developer who is asking for a multi-decade lease to

04:06.920 --> 04:13.040
take over a beloved public park lift to the people of Racine in 1917 by Dr. Clarendon

04:13.040 --> 04:15.160
Chupk and his wife Ida.

04:15.160 --> 04:20.240
With explicit instructions in the deed, they sign that it should be a public park.

04:20.240 --> 04:24.240
The deed states, it is understood between the parties that the here and before describe

04:24.240 --> 04:25.240
property.

04:25.240 --> 04:31.480
Shelf are ever beheld, maintained, and approved by the city of Racine for public park purposes

04:31.480 --> 04:35.840
and shelf perpetually bear the name Chupk.

04:35.840 --> 04:41.280
The Dune developers have not received their DNR or US Army Corps of Engineers permits

04:41.280 --> 04:46.120
yet and I'm hoping that the Common Council will hold off their vote until the developers

04:46.120 --> 04:49.440
are granted permits for their plan.

04:49.440 --> 04:54.800
I'm also hoping that you remember that Wisconsin is known for protecting the environment, our

04:54.800 --> 05:00.200
own former governor and United States Senator, Gaylord Nelson is the founder of the first

05:00.200 --> 05:02.440
Earth Day in 1970.

05:02.440 --> 05:07.000
It is still celebrated all over the world every April 22nd.

05:07.000 --> 05:13.080
She also oversaw what's known as the Environmental Decade of the 1970s when Congress passed,

05:13.080 --> 05:20.160
among other things, the Clean Air Act, the Endangered Species Act, and created the Environmental

05:20.160 --> 05:21.680
Protection Agency.

05:21.680 --> 05:27.040
I'd like to leave you with a quote from Aldo Leopold, another Wisconsin Environmental

05:27.040 --> 05:28.240
Hero.

05:28.240 --> 05:34.360
He wrote the San County Elman Act which was published in 1948 and also created UW Madison's

05:34.360 --> 05:36.720
Wildlife Management Program.

05:36.720 --> 05:39.680
He is known for coining the phrase, the land ethic.

05:39.680 --> 05:46.240
The Aldo Leopold Foundation in Beribou, Wisconsin is world-renowned for their leadership in

05:46.240 --> 05:51.840
advocating and teaching responsible stewardship of the land for future generations.

05:51.840 --> 05:58.560
Aldo says, we have used land because we regard it as a commodity belonging to us.

05:58.560 --> 06:04.040
When we see land as a community to which we belong, we may begin to use it with love and

06:04.040 --> 06:05.040
respect.

06:05.040 --> 06:13.760
The land belongs to all living things, to all, man, your time has expired.

06:13.760 --> 06:24.960
The next speaker is Michael Burke, 1232 Florence Ave.

06:24.960 --> 06:25.960
Michael Burke.

06:25.960 --> 06:30.560
You didn't expect to be up next.

06:30.560 --> 06:31.560
Okay.

06:31.560 --> 06:33.360
I'm going to try to read fast.

06:33.440 --> 06:34.440
Hi.

06:34.440 --> 06:36.280
I'm President of Hoi Audubon Society.

06:36.280 --> 06:40.400
You are all well aware that the redevelopment proposal for shoe park golf course has sparked

06:40.400 --> 06:42.080
very mixed reactions.

06:42.080 --> 06:46.720
On the one hand are golfers who welcome the prospect of a novel golfing challenge.

06:46.720 --> 06:50.760
On the other side have been those who think the proposal is much too severe for a piece

06:50.760 --> 06:55.280
of land that is a haven for wildlife, especially migratory nesting birds.

06:55.280 --> 07:01.120
We at Hoi Audubon share those concerns because of its location on a primary migratory bird

07:01.120 --> 07:02.120
route.

07:02.120 --> 07:07.160
Its rich vegetative habitat and the fact that wind point is a promontory into Lake Michigan

07:07.160 --> 07:08.640
along the flyway.

07:08.640 --> 07:13.200
Shoe park has drawn more than 280 different bird species, including at least three that

07:13.200 --> 07:15.960
are state threatened or endangered.

07:15.960 --> 07:20.440
The redevelopment proposal includes clearing most of the trees and shrubs east of lighthouse

07:20.440 --> 07:24.240
drive and a remaking of the bluff with a rock revetment.

07:24.240 --> 07:28.560
Both of these actions would drastically slash the amount of bird and wildlife habitat in

07:28.560 --> 07:33.200
order to create a doom style golf course with continuous lake views for golfers.

07:33.200 --> 07:37.560
We find that to be a very, very extreme way to pump new life into a golf course.

07:37.560 --> 07:40.640
However, the developers plans to have some merit.

07:40.640 --> 07:44.640
As examples, the saver scene would gain a new golf clubhouse and the developers have

07:44.640 --> 07:48.280
promised to use native plants in their new landscaping.

07:48.280 --> 07:51.800
There is evidently a pending agreement between city officials and the developers that could

07:51.800 --> 07:53.080
be ratified very soon.

07:53.080 --> 07:57.240
I am not here to ask you council members to reject the entire development proposal,

07:57.240 --> 08:01.840
but I am asking the city council to press pause and consider another alternative for

08:01.840 --> 08:06.880
the bluff, which is so critical to migrating birds, rather than a continuous revetment

08:06.880 --> 08:11.920
and complete reshaping to stabilize the bluff, a living shoreline.

08:11.920 --> 08:17.120
This approach, which uses vegetation and careful shaping of the blush, bluff has been used

08:17.120 --> 08:20.080
elsewhere, including at Water Beach in Shorewood.

08:20.080 --> 08:24.760
The nature conservancy and partnership with Stevens Institute of Technology has done case

08:24.760 --> 08:29.600
studies and found the approach can be successful while providing food and cover from predation

08:29.600 --> 08:31.640
that birds need.

08:31.640 --> 08:35.880
The cost of a living shoreline appears to be comparable if not a little cheaper than

08:35.880 --> 08:40.720
using rock revetment to stabilize a shoreline, where necessary it could be combined with

08:40.720 --> 08:43.240
boulders to aid in stabilization.

08:43.240 --> 08:48.000
The result would be a place that would continue to host migrating birds and also be more pleasing

08:48.000 --> 08:52.400
for future beach walkers than a 3,000 foot row of very large rocks.

08:52.400 --> 08:56.880
It would make a great number of nature lovers and bird watchers happy and still give the

08:56.880 --> 08:59.960
golfers the dunes chorus that many of them seem to want.

08:59.960 --> 09:05.240
It might even avoid regulatory or legal problems involving a plan that interrupts the migration

09:05.240 --> 09:07.000
of threatened bird species.

09:07.000 --> 09:11.200
Admittedly, if the council does direct the developers to investigate this alternative

09:11.200 --> 09:16.280
to a pure revetment, it could stall the onset of construction, but what is more important?

09:16.280 --> 09:21.200
A quicker start on a plan that will only benefit a relatively low number of golfers for a

09:21.200 --> 09:26.240
few months of the year or a result that will benefit both people and birds year round.

09:26.240 --> 09:28.360
Whichever path is chosen will be with us.

09:28.360 --> 09:33.200
For a very, very long time, I made it.

09:33.200 --> 09:39.200
The next speaker is Colin McKenna, 724 Crabtree.

09:39.200 --> 09:44.680
Good evening.

09:44.680 --> 09:52.960
My name is Colin McKenna, and I'm speaking to keep the older trees.

09:52.960 --> 10:00.280
We need the older trees because of the wildlife, it helps wildlife.

10:00.280 --> 10:07.880
There's many deers out there, and also the birds, you go out and see all kinds of different

10:07.880 --> 10:10.200
birds.

10:10.200 --> 10:19.000
They like the trees and especially the older trees, so I urge you to save the older trees.

10:19.000 --> 10:27.640
The older trees have energies in them and moisture, so I urge you to look into that.

10:27.640 --> 10:36.280
And also, I urge you not to change the name to dunes part and keep it chute part in honor

10:36.280 --> 10:38.520
of Mr. Chute.

10:38.520 --> 10:49.080
So can Mr. Chute live here in Racine, so I think it should be called Chute Part Not Dunes.

10:49.080 --> 11:10.120
The next speaker is Karen Johnson at 5062 from Club Road and Wind Point.

11:10.120 --> 11:14.200
Honorable Mayor and members of the Common Council, thank you for the opportunity to speak tonight

11:14.200 --> 11:16.600
regarding the future of our lakefront.

11:16.600 --> 11:20.400
We are at a crucial crossroads with the Kaiser Plan for Chute Park.

11:20.400 --> 11:26.440
While presented as a world-class dune-style golf course and premier destination, this

11:26.440 --> 11:32.000
proposal threatens our natural heritage, our migratory bird population, and Dr. Chute's

11:32.000 --> 11:37.080
109-year-old gift, deeded to the residents of a scene for a public park.

11:37.080 --> 11:39.560
First let's look at the environmental impact.

11:39.560 --> 11:45.440
Our Lake Michigan coastline is a vital international migratory corridor, recognized and protected

11:45.440 --> 11:47.280
by the migratory bird act.

11:47.280 --> 11:52.360
The Kaiser Plan calls for an extensive bluff remediation that would remove all trees along

11:52.360 --> 11:56.320
the shoreline and relocate foraging habitat across the street.

11:56.320 --> 12:01.280
That would devastate the delicate, well-documented habit.

12:01.280 --> 12:07.040
One currently supporting our 270 species of federally protected migratory birds, one

12:07.040 --> 12:12.760
only needs to turn to Kohler's plans to build a premier golf course at Kohler Andrey State

12:12.800 --> 12:15.600
Park, also a protected route.

12:15.600 --> 12:21.080
After much litigation, revoked wetland permits and pushback from environmental groups, it's

12:21.080 --> 12:24.240
still in limbo after 12 years.

12:24.240 --> 12:28.400
Instead of destroying this irreplaceable ecology, we must adopt a living shoreline

12:28.400 --> 12:29.400
approach.

12:29.400 --> 12:35.040
Endorsed by NOAA fisheries, living shorelines use trees, native vegetation and stone.

12:35.040 --> 12:39.880
This natural stabilization protects against erosion while sustaining coastal resilience

12:39.880 --> 12:42.440
and preserving our local biodiversity.

12:42.480 --> 12:47.440
We have prepared documents for the members and mayor discussing this plan in further

12:47.440 --> 12:48.440
detail.

12:48.440 --> 12:52.280
Second, we must address the legal deed governing this land.

12:52.280 --> 12:57.800
In 1917, SHUKE donated these 52 acres along Lake Michigan explicitly for the people of

12:57.800 --> 13:01.320
Racine to use as a public park in perpetuity.

13:01.320 --> 13:07.200
Dr. SHU passed away in 1924 on the city, decided to build a golf course in 1926.

13:07.200 --> 13:11.200
This is not what Dr. SHUKE intended for the park, but it worked well because it still

13:11.200 --> 13:15.640
served the people as a municipal course with reasonable fees.

13:15.640 --> 13:20.880
Today that mandate is being tested by the privatization by a for-profit entity.

13:20.880 --> 13:24.320
The SHUKE deed is illegally binding and must be honored.

13:24.320 --> 13:30.200
The community is increasingly concerned that it is being bypassed to cater to a limited

13:30.200 --> 13:34.560
exclusive golfing interest rather than enriching all residents.

13:34.560 --> 13:39.440
Residents who would be priced out of the park when the initial $24 fee expires.

13:39.440 --> 13:43.520
Also as part of the plan, the parking lot will be relocated to the sacred green space

13:43.520 --> 13:44.720
in front of the lighthouse.

13:44.720 --> 13:50.200
I urge you to immediately pause this project until these conditions are met and built into

13:50.200 --> 13:51.200
the plan.

13:51.200 --> 13:56.280
A living shoreline with trees, protections from migratory birds, future resident golf

13:56.280 --> 14:00.880
fees codified into the agreement, otherwise they'll skyrocket.

14:00.880 --> 14:05.720
And return to the parking lot to where it belongs, not on the lighthouse grounds.

14:05.720 --> 14:13.360
In closing, we need to take time and thoughtfully finalize the plan.

14:13.360 --> 14:17.640
The next speaker, I'm sorry I'm having trouble reading it, it starts with an R and I think

14:17.640 --> 14:19.640
the last name is Heltman.

14:19.640 --> 14:25.040
If you could please state your name and address, I would appreciate it.

14:25.040 --> 14:27.200
Sorry about that.

14:27.200 --> 14:30.960
Rosalinda Salinas-Holtvang.

14:30.960 --> 14:35.920
And I am here for coming together a scene.

14:35.920 --> 14:37.880
Am I speaking clearly enough?

14:37.880 --> 14:39.120
Yeah, great.

14:39.120 --> 14:48.720
So coming together a scene is recognizing the 250 year, what you want to call anniversary,

14:48.720 --> 14:51.080
with the untold stories.

14:51.080 --> 15:00.400
And they are about the people and the life events that have changed and given the rights

15:00.400 --> 15:02.760
that we now have.

15:02.760 --> 15:09.800
And so we had our first program on June 27th with the indigenous, about the indigenous

15:09.800 --> 15:19.280
people in this part of Racine and Wisconsin and of course that kind of connects us with

15:19.280 --> 15:20.520
what is happening here.

15:20.520 --> 15:26.960
Because you've heard about the land and how sacred it is for the birds, for animals,

15:26.960 --> 15:28.840
and for us people.

15:28.840 --> 15:30.920
So that is one of the things.

15:30.920 --> 15:40.400
But if you have questions about this, and what we are doing to recognize our heritage,

15:40.400 --> 15:45.280
our history, you are all welcome to the library.

15:45.280 --> 15:46.760
Thank you.

15:46.760 --> 15:50.520
And if they have a flyer, they wanted to leave.

15:50.520 --> 15:55.240
I'll send the clerk out to receive the flyer from.

15:55.240 --> 16:06.240
The next speaker is Harry Schultz at 539 Newman Road.

16:06.240 --> 16:10.320
Building a sand dunes golf course is not restoring the land to what it was.

16:10.320 --> 16:13.840
I brought this up last time I spoke here.

16:13.840 --> 16:22.760
And the DNR website shows that the area by wind point was forested prior to settlement.

16:22.760 --> 16:30.680
I have an addition of since then I found a map dated 1800 to 1840 showing a forest

16:30.680 --> 16:33.120
at wind point.

16:33.120 --> 16:40.080
So I mean if you have something from 1850, 1860 it may show no trees there, but that

16:40.080 --> 16:43.080
would be because they cut them down.

16:43.080 --> 16:44.560
Okay.

16:44.560 --> 16:52.400
The shoreline protection plan has not been approved by the DNR or Army Corps engineers.

16:52.440 --> 17:03.800
It seems premature to approve contracts when you don't know what the plan is for the shoreline.

17:03.800 --> 17:09.920
There's only about 20 million golfers, regular golfers in the United States.

17:09.920 --> 17:20.960
And they golf 95% of all rounds played and spend 95% of the money for golfing.

17:21.960 --> 17:30.320
20 million golfers represents only 5.9% of the United States population.

17:30.320 --> 17:36.920
High-hand golf course such as their proposing, it would be expected to serve about 15,000

17:36.920 --> 17:45.720
rounds of golf per season in order to get, if the 5.9% serious golfers applies to Racine

17:45.720 --> 17:50.880
and Kenosha, 69% of the golfers in Racine and Kenosha will have to play

17:50.880 --> 17:55.920
around at shoots to get 15,000 rounds.

17:55.920 --> 18:02.800
I believe there's 16 other golf courses in Racine and Kenosha right now so that there's

18:02.800 --> 18:09.480
quite a bit of opportunities to golf and there's lots of competition for any new improved

18:09.480 --> 18:12.480
golf course.

18:12.480 --> 18:20.840
A world-class golf course is likely to price out many local golfers.

18:20.840 --> 18:29.800
From my research, it seems like a high-class, world-class, 9-hole golf course would cost

18:29.800 --> 18:40.000
about $101.5 million per year to run and the investors would probably want to return

18:40.000 --> 18:49.920
and I figured a return at 8% on $11 million would be and then 15,000 rounds.

18:49.920 --> 19:03.200
Anyway, the price would likely have to be around $128 per round to pay the expenses.

19:03.200 --> 19:07.960
The assumption is that the golf course will be a success.

19:07.960 --> 19:13.080
That's not, sir, your time has expired.

19:13.080 --> 19:22.240
The next speaker is Bill Coach and the address just says Frank'sville.

19:22.240 --> 19:35.320
The next speaker is Jerry Frankie at 6342 Berkshire in Mount Pleasant.

19:35.320 --> 19:41.040
Good evening.

19:41.040 --> 19:44.640
I'm going to tag team if this is all right, I wasn't sure Helen would be able to get

19:44.640 --> 19:53.280
here in time to sign up so I'll yield my time to Helen Johnson.

19:53.280 --> 19:54.280
Good afternoon.

19:54.280 --> 19:58.880
Thank you for this opportunity.

19:58.880 --> 20:00.320
I'm Helen Johnson Leopold.

20:00.320 --> 20:07.920
My husband is Craig Leopold, he's the one pushing for this project.

20:07.920 --> 20:13.640
He is not able to be here, so I miss Pinchitt or tonight.

20:13.640 --> 20:18.120
First of all, I'd just like to say I'm part of this community, I've lived here forever.

20:18.120 --> 20:29.600
We're generations in Racine, I run a company downtown and the family, my family, cares

20:29.600 --> 20:37.080
a lot about this community and has done so much for everyone and for the city itself,

20:37.080 --> 20:40.200
and that's not changing.

20:40.200 --> 20:47.080
There is no developer, it's us, we have a consultant that's helping us, and I will tell

20:47.080 --> 20:55.960
you that it is a golf course right now, it's not going to change, so that's a done deal.

20:55.960 --> 20:59.160
But it is an asset, it's a beautiful place.

20:59.200 --> 21:06.840
It's on the lake, the waterfront needs to be fixed, it will be in the lake and I witnessed

21:06.840 --> 21:13.400
that because I live on the lake and lost many feet of land before deciding that I had to

21:13.400 --> 21:14.560
shore it up.

21:14.560 --> 21:20.600
Now there may be many ways to shore it up and my husband is very willing to listen to

21:20.600 --> 21:28.440
options, but we love this community, we love the Shoe Park, we lived there.

21:29.440 --> 21:37.880
I still love my mother's house, it is right next door, and we would do nothing to make

21:37.880 --> 21:40.480
it less than it is today.

21:40.480 --> 21:48.600
I'm a tree person, I will be, and Craig, he's leading the project, but he still has to,

21:48.600 --> 21:53.920
I'm helping to pay for it, so I'm going to watch out for those trees and they are beautiful.

21:53.960 --> 22:00.960
Some are not, some are buckthorn and need to be taken down, but we will plant trees where

22:00.960 --> 22:05.080
they're needed to help shore up the lakefront.

22:05.080 --> 22:13.680
But we are my family's environment, my mom's a birder, I know, at least I knew every bird

22:13.680 --> 22:20.160
that was in this community from the day I was born because she had us learning that,

22:20.880 --> 22:26.080
we would do nothing to hurt the wildlife, my mother would turn over in her grave if we

22:26.080 --> 22:27.880
ever did something like that.

22:27.880 --> 22:32.840
We are not out to make money, I'm worried we're going to lose our shirt on this because

22:32.840 --> 22:40.840
it's not a poor profit, and there's no way I see this working to be a profit, but we

22:40.840 --> 22:47.560
care, we'll do it right, and I appreciate it, we will listen to people, and I'm not

22:47.560 --> 22:51.120
going to do it.

22:51.120 --> 22:58.120
The next speaker is Diana Valencia at 3919 Ruby Street.

22:58.120 --> 23:08.920
Good evening, I gave you the invitations before, I would like to personally invite you all

23:09.080 --> 23:18.080
to attend our 250 Wall of History celebration, it's a recognition of the untold stories,

23:19.080 --> 23:25.000
and if you see there's different dates, tomorrow is accessibility, at one time we couldn't,

23:25.000 --> 23:34.000
they would be outside in our front of City Hall and a wheelchair couldn't even come up,

23:34.000 --> 23:37.240
so they would crawl up the stairs.

23:37.240 --> 23:42.920
To come and listen to the stories of reality and what actually had to happen to make the

23:42.920 --> 23:51.400
changes, and because I've attended some of the programs, especially the Indigenous one,

23:51.400 --> 23:58.000
I've done a lot of history here in Racey, and working with the Heritage Museum and the

23:58.000 --> 24:03.640
Racey Public Library opened my heart up to many of the things that are happening, especially

24:03.680 --> 24:10.680
our parks, and we've done so many great things with our parks, so I hope that we can work

24:10.680 --> 24:14.920
together to save Shoe Park, thank you.

24:14.920 --> 24:19.920
This concludes the public comment segment.

24:19.920 --> 24:30.400
Okay, we'll move on to items for referral, on Jorgensen, do you have an item to refer

24:31.240 --> 24:32.680
to the Executive Committee?

24:32.680 --> 24:39.680
I do, it's item number 609-26, communication sponsored by Mayor Mason requesting to authorize

24:39.920 --> 24:45.360
the Mayor and City Clerk to enter into an agreement with Leopold Johnson Golf Group for Shoreline

24:45.360 --> 24:50.680
Stabilization, Habitat Restoration and Club House Construction, and a long-term release

24:50.680 --> 24:53.040
for the operation and maintenance of Shoe Park.

24:53.040 --> 24:55.920
I move to refer to the Executive Committee.

24:55.920 --> 25:00.040
So motion and a second to refer to this item, all those in favor, please say aye.

25:00.040 --> 25:01.040
Aye.

25:01.040 --> 25:02.040
Opposed?

25:02.040 --> 25:03.040
The motion carries.

25:03.040 --> 25:05.880
Just for information here, the intention is to have that Executive Committee, after

25:05.880 --> 25:10.360
the Finance Committee, this coming Monday at approximately 6 o'clock, just so the public

25:10.360 --> 25:14.400
knows, if that moves forward from there, the Council could consider it as soon as it's

25:14.400 --> 25:17.520
meeting on the 21st, so just wanted to let people know that.

25:17.520 --> 25:21.640
We'll move on now to referrals to the Finance and Personnel Committee.

25:21.640 --> 25:25.520
Alder, land, would you like to make a motion for referral?

25:25.520 --> 25:31.480
I'd like to make a motion to refer the following item to the Finance and Personnel Committee.

25:31.480 --> 25:38.400
Item 0610-26, communication on behalf of the Chief of Police to seek approval to enter

25:38.400 --> 25:40.640
into an agreement with Passport Inc.

25:40.640 --> 25:44.720
I'll enter in a second.

25:44.720 --> 25:48.440
The second to refer to this item, all those in favor of referring this item to Finance

25:48.440 --> 25:50.160
and Personnel, please say aye.

25:50.160 --> 25:51.160
Aye.

25:51.160 --> 25:52.160
Opposed?

25:52.160 --> 25:53.160
That motion carries.

25:53.160 --> 25:56.760
I'd like to move on to referrals to public, work, and services.

25:56.760 --> 25:59.440
Alder Harmon, would you like to make a motion on referral?

25:59.440 --> 26:00.440
Yes, Mayor.

26:00.440 --> 26:05.320
I would like to refer the following communications to public works and services.

26:05.320 --> 26:11.960
Item 0536-2, communication sponsored by Alder Kelly, to discuss current alley pavement and

26:11.960 --> 26:16.520
patching ordinance discussion and possible action.

26:16.520 --> 26:22.360
Item 0594-26, communication sponsored by Alder Weidner for update on Shoot Park Golf

26:22.360 --> 26:26.680
Horse prior to current contract expiration.

26:26.680 --> 26:33.520
Item 0596-26, communication sponsored by Alder Harmon, submitting change order.

26:33.520 --> 26:43.000
Number two, contract 2025745 Bryant Parking Lot addition.

26:43.000 --> 26:49.920
Staff recommendation to be approved in the amount of $8,012.39.

26:49.920 --> 26:58.080
Item 0598-26, communication sponsored by myself, submitting amendment one to contract

26:58.080 --> 27:06.080
20231423, three-party professional engineering services contract between the City of Racine,

27:06.080 --> 27:16.960
Wisconsin DOT, and Stand Association for State Project ID2703006, Ohio Street.

27:16.960 --> 27:22.640
Recommendation is that the Maryland City Clerk be authorized and directed to sign amendment

27:22.640 --> 27:27.920
one to contract 2023142.

27:27.920 --> 27:34.720
Item 0600-26, communication sponsored by myself, submitting final payment for

27:34.720 --> 27:41.120
contract 2025745 Bryant Center Parking Lot addition.

27:41.120 --> 27:47.280
Recommendation that the work completed by Woznick Corporation contracts be accepted.

27:47.280 --> 27:55.840
And final payment authorized for the total contract amount of $209,554.39.

27:55.840 --> 28:04.480
Item 0601-26, communication sponsored by myself, submitting bid results for contract 2026-169.

28:04.480 --> 28:14.240
Horelic Baseball Lighting Upgrade, Staff Recommendation, the contract be received and

28:14.240 --> 28:16.040
filed.

28:16.040 --> 28:25.640
Item 0602-26, communication sponsored by myself, submitting bid results for contract 2026-168.

28:25.640 --> 28:34.000
Horelic Baseball Field Lighting Upgrades, Staff Recommendation is that contract 2026-168.

28:34.000 --> 28:38.240
Horelic Park Building Lighting Upgrades be received and filed.

28:38.240 --> 28:48.240
Item 0603-26, communication sponsored by myself, to amend resolution 048826.

28:48.240 --> 28:53.760
Contract 2026-026 with AWOaks and Son.

28:53.760 --> 29:01.280
Recommendation is that the resolution 048826 reflects the corrected contract award amount

29:01.280 --> 29:10.240
of $209,298.25.

29:10.240 --> 29:16.560
And item 0604-26, communication sponsored by myself, submitting a professional services

29:16.560 --> 29:24.720
agreement between the City of Racing and Strand Association for Frederick Street Reconstruction

29:25.200 --> 29:34.400
and not to exceed the amount of $76,000 recommendation that the Public Works and Services Committee

29:34.400 --> 29:41.920
approve the professional services agreement and for it to not exceed the amount of $76,000.

29:41.920 --> 29:46.640
Alderman Jorgensen, did you have a motion on the item or an amendment to the item?

29:46.640 --> 29:53.680
Yeah, I'd like to move to receive and file item 594-26, seeing that we've already

29:54.560 --> 30:01.920
sent this same item to the Executive Committee with an actual proposal attached to it.

30:01.920 --> 30:06.320
That would be handled there. I don't see the need for a separate update for it.

30:07.520 --> 30:11.760
Everyone's able to go to the Executive Committee and I think it also may be even confusing to

30:11.760 --> 30:17.200
members of the public of which one is actually doing what, seeing that there is an official

30:17.200 --> 30:20.320
proposal coming through. So I would move to receive and file.

30:21.200 --> 30:27.360
There's a second to receive and file, item 0594-26. Alderman, would you like to speak to that?

30:28.960 --> 30:31.120
Did the maker of the motion wish to speak first?

30:31.760 --> 30:34.400
I believe he did. You have the floor if you have to speak to it.

30:34.400 --> 30:35.200
I'm good, thank you.

30:36.640 --> 30:42.000
So I'm going to speak against the motion against not receiving and filing this item.

30:42.000 --> 30:48.240
The reason that I sent this item to Public Works and Services is Alderman can only send items

30:48.240 --> 30:53.120
to standing committees. I would have sent it to the park and rec board but I don't have the

30:53.120 --> 30:59.760
authority to do that. We've had a contract with a contractor for operating and maintaining the

30:59.760 --> 31:10.000
three golf courses since 2018. It's quite a lengthy contract. That contract is due to expire at the

31:10.000 --> 31:15.280
end of this year. So I don't want to see the same kind of calamity happen with the golf

31:15.280 --> 31:20.480
courses that has happened with the Civic Center Commission and I can't understand why any member

31:20.480 --> 31:27.360
of this body would not want to have a discussion prior to a contract expiration about that contract.

31:27.360 --> 31:33.920
So that's the purpose of this communication. Whether we have two golf courses or three golf

31:33.920 --> 31:39.440
courses on that contract, it still needs to be discussed and I think it should be taken up

31:40.000 --> 31:47.600
in before the end of the year. So I'm speaking against the motion to receive and file.

31:50.000 --> 31:57.520
So motion to receive and file item 0594-26. Any further discussion on receiving and filing this

31:57.520 --> 32:03.920
item? I will go to a roll call vote on this. Are we voting electronically today? We can vote

32:03.920 --> 32:11.120
electronically today. I'll do I need to add something else? I do. This will be my second time

32:11.120 --> 32:18.320
to speak to this. I don't know why anyone in this room would want to silence anyone.

32:19.920 --> 32:29.760
So I'm hoping that my colleagues will vote against receiving and filing a conversation that needs

32:29.760 --> 32:34.640
to take place amongst this body or at least amongst the committee. Thank you.

32:35.200 --> 32:42.240
Father Jorgensen. I don't think the intention is to silence anybody. We have already enough.

32:42.240 --> 32:48.480
It seems misinformation around this topic. I have received emails of people asking why we're

32:48.480 --> 32:55.040
attempting to tear down the lighthouse and wind point. And so my fear is that by adding on

32:55.040 --> 32:59.360
another layer to this, there's going to be even more confusion. In fact, just before this meeting

32:59.360 --> 33:03.760
started, folks were under the impression that this was the final vote to approve the whole thing

33:03.760 --> 33:09.040
that we just referred to a committee. And so if this wants to come back later, maybe not the same

33:09.040 --> 33:14.240
week that we're discussing a brand new contract, that wouldn't make much more sense than putting

33:14.240 --> 33:20.000
them back to back because it really seems like it's going to cause confusion to members of the

33:20.080 --> 33:25.440
public as well as that very golf course contract may look very different if the council decides

33:25.440 --> 33:31.120
to go a different direction with the proposal that would be discussed at the executive committee.

33:31.120 --> 33:38.000
So really just a pitch to everyone of let's try to stay on focus here to not have what happened

33:38.000 --> 33:47.600
last time with the festival hall commission or festival hall contract where we kind of got in.

33:47.600 --> 33:51.200
We had an agreement on the table. We threw it off. And so I just want to make sure that we're

33:51.200 --> 33:57.200
very clear with the public on what is and is not being discussed. It seems like there's the

33:57.200 --> 34:01.920
opportunity here to really make sure everyone's on the same page to cut through a bit of the noise.

34:01.920 --> 34:05.280
And this doesn't seem to be doing that.

34:06.240 --> 34:07.600
Alder Harman.

34:09.200 --> 34:16.480
Thank you, me. I appreciate it. I support receiving and filing this. I understand the

34:16.480 --> 34:23.360
sentiment and the purpose behind it. It's to decrease any confusion. The mayor has already

34:23.360 --> 34:28.560
made an announcement that we will be discussing this and that the public is open to participate

34:28.560 --> 34:34.720
or sit in on the discussion that's going to be happening next week. I think that too many forms

34:34.720 --> 34:41.280
of different communications and and belaboring an issue with regards to something that is going

34:41.280 --> 34:49.120
to be discussed in full is kind of deletes the defeats the purpose. I do think that receiving

34:49.120 --> 34:56.080
and filing at this time would be necessarily especially since we heard an announcement just

34:56.080 --> 35:01.760
today that we are going to be discussing this next week. And I believe that we can have all

35:01.840 --> 35:10.080
answers or questions answered at that time and to just go back to back on the exact same issue

35:10.080 --> 35:16.640
I think would not benefit anyone. So I also agree with this being received and filed at this time.

35:16.640 --> 35:25.120
Thank you. Alder Allen. Thank you. I agree with receiving and filing. However, if we are going

35:25.120 --> 35:32.480
to have a conversation about contracts that will be ending and that's this contract or other

35:32.480 --> 35:38.720
contracts, I believe instead of that conversation being segregated to one particular committee,

35:38.720 --> 35:44.240
that's a conversation and a presentation that should be in front of the committee of the whole.

35:44.240 --> 35:49.280
So when we think about that in the future, that I believe would be the correct way to handle that.

35:49.280 --> 35:55.200
So we're not doubling back. Everyone has the opportunity to receive and ask questions all at

35:55.200 --> 36:01.520
one time. So again, I support receiving and filing this agenda item.

36:02.320 --> 36:09.920
Alder Provost. Thank you, Mr. Mayor. I just want to clarify if the alder from the sixth

36:09.920 --> 36:14.560
district would yield to a question. Would the alder from the sixth yield to a question?

36:15.520 --> 36:20.080
Thank you. Is your intention with this to get an update on the existing contract we have with

36:20.080 --> 36:26.640
who maintains you park now? That is correct and a conversation with our new Director of Parks

36:26.640 --> 36:34.000
Recreation Cultural Services. That contract now falls under his auspices because the contract

36:34.000 --> 36:41.280
was originally negotiated back in 2018 and is due to expire. There's been many, many changes

36:41.360 --> 36:46.000
as to you in place at the golf court. So just basically on the contract we have now, correct?

36:46.720 --> 36:52.240
Correct. Okay. Thank you. Is it possible to defer the council to get an email with the existing

36:52.240 --> 36:56.800
contract that we have? Yes. Okay. Because I think that would simplify a lot of things because then

36:56.800 --> 37:01.280
if there are questions, those can be asked to the appropriate people via email and doesn't have

37:01.280 --> 37:04.800
to go to a committee. Thank you. I'll be happy to share that contract.

37:05.440 --> 37:12.160
Alder Widener, you've spoken on the item twice already. Alder, any other discussion? We've had

37:12.160 --> 37:17.520
two others speak twice. Anybody who's not spoken to this once or at all or once wanting to speak

37:17.520 --> 37:22.080
on this item again? Seeing none, we are voting electronically today. We have everybody in the

37:22.080 --> 37:27.760
chamber. The motion is to receive and file this item. If you are in favor of voting,

37:27.760 --> 37:35.040
receiving and filing this item vote, yes, if you are opposed to such a motion vote, no.

38:27.760 --> 38:41.840
Apparently appearing some technical difficulties and will in fact do a roll call vote. Our apologies.

38:41.840 --> 38:46.080
When the clerk calls your name again, an aye vote would be to receive a filing item,

38:46.080 --> 38:50.400
a no vote would be not to receive a filing item. When the clerk calls your name, please vote

38:50.400 --> 39:01.760
as you wish. Alder Jorgensen, Alder Widener, Alder Hodges, Alder Allen, Alder Pete, Alder Land,

39:02.560 --> 39:12.720
Alder DeMark, Alder Kelly, Alder Harmon, Alder Prabham, Alder Frazier, Alder Weiss, Alder Mack.

39:12.720 --> 39:24.720
11 ayes, two noes. The motion to receive and file that item has passed moving on to the

39:24.720 --> 39:30.960
remainder of Alder Harmon's referrals. Is there a second on her motion? Is that a motion to refer

39:30.960 --> 39:35.600
the remainder of the items? Any discussion on referrals of the remaining items to public

39:35.600 --> 39:41.680
working services? Seeing none, all those in favor please say aye. Opposed? Those referrals carry.

39:41.760 --> 39:50.880
We will now move on. I apologize to referrals to public safety and licensing. Alder Pete would

39:50.880 --> 39:59.680

44:36.560 --> 44:41.440
Alder Pete did you have any items for separate consideration no sir I do not

44:42.000 --> 44:49.200
right here did you have an item the the unleashed animals and dog parks ordinance I'd like that

44:49.200 --> 44:56.080
for separate consideration could you bring the register item please the unleashed animal and dog

44:56.080 --> 45:05.280
parks ordinance change this is 0535-26 there's a request for separate consideration on this item

45:05.280 --> 45:16.000
is there discussion can we read the item other people would you please read item 0535

45:16.000 --> 45:33.680
is on the bottom of page 7 I'll give you your agenda

45:33.680 --> 45:46.080
if it doesn't bother anyone I'll read it it's item 0535-26 this is a communication

45:46.080 --> 45:54.320
that's sponsored by Alder Davis proposing ordinance 0003-26 on these animals and dog parks recommendation

45:54.320 --> 45:59.120
committee was to approve there was some communication from staff about this at the end of last week

45:59.680 --> 46:05.520
I'll do I know would you like to speak further on item I just have some questions for the city

46:05.520 --> 46:14.720
attorney please as this looks like it's a dramatic ordinance change a light explanation on what has

46:14.720 --> 46:26.560
been removed from the original ordinance and what has been added um generally this ordinance

46:26.560 --> 46:33.440
change would do two things it would clarify what an animal to be running at large means as

46:34.320 --> 46:40.960
the ordinance currently exists um there frankly is a question as to whether

46:43.440 --> 46:51.440
an animal has to be on leash when they're off the owner's property as opposed to just be under the

46:52.400 --> 47:00.160
control voice control of somebody when they're uh around the city so that's that's taken away

47:00.160 --> 47:07.840
it adds a leash requirement so it continues the requirement that uh you know if anybody's if

47:07.840 --> 47:12.400
they're on their own property they don't have to be on a leash but if they're they have to be

47:12.400 --> 47:18.320
secure with the leash when they're on any public property or on any private property without the

47:18.400 --> 47:24.320
permission of a property owner and there are some exceptions of animal in a vehicle or an animal

47:24.320 --> 47:33.360
in a carrier law enforcement canine or a dog that's within the parameters of a designated dog park

47:33.360 --> 47:45.280
would not have to be on the leash this ordinance also would add a Jones park to the list of parks

47:46.080 --> 47:57.680
where dogs may be and clarifies that it's a violation of the ordinance if anybody in a dog park violates

47:57.680 --> 48:04.640
the rules the rules have to be adopted by the board of parks recreation and cultural services

48:04.640 --> 48:10.720
approved by the common council and then posted by an official sign I understand there was some

48:10.720 --> 48:17.280
confusion about whether certain rules applied in dog parks this would clarify that thank you

48:19.520 --> 48:21.120
other discussion on this item

48:24.000 --> 48:28.320
um we have been asked for separate consideration on the item if there's no further discussion on

48:28.320 --> 48:34.400
the item um we'll have vote on it separately when the clerk calls your name please vote

48:35.040 --> 48:45.600
as you wish. Alder Jorgensen, Alder Widener, Alder Hodges, Alder Allen, Alder Pete, Alder Land,

48:46.320 --> 48:58.560
Alder DeMar, Alder Kelly, Alder Harmon, Alder Pabone, Alder Frazier, Alder Weiss, Alder Mack, 13 eyes,

48:58.560 --> 49:04.720
zero nose. Alder Pete, did you have any other items for separate requests for separate consideration?

49:04.720 --> 49:09.920
No sir I do not. Then without objection these items will be placed on the consent agenda and

49:09.920 --> 49:15.440
we will move on to the transit commission report in all recordings absence. Alder Pabone have you

49:15.440 --> 49:20.640
had any requests for separate consideration on these items? I have not. Then without objections

49:20.640 --> 49:26.320
they will be placed on the consent agenda and move to planning heritage and design. Alder Pete

49:26.320 --> 49:32.320
have you received any requests for separate consideration? No I have not or then without

49:32.320 --> 49:37.040
objection these will be placed on the consent agenda. We'll then move on to the office of the mayor

49:37.040 --> 49:44.800
report. Alder Jorgensen have you had any requests for separate consideration? I have not and without

49:44.800 --> 49:49.200
objection these will be placed on the consent agenda. We will now move to the consent agenda.

49:49.760 --> 49:52.400
Alder Jorgensen would you like to make a motion regarding the consent agenda?

49:52.960 --> 49:54.960
Yes sir.

49:54.960 --> 49:56.480
Approved the consent agenda?

49:56.480 --> 50:01.120
So motion to second to approve the consent agenda. All those in favour please say aye.

50:02.160 --> 50:08.320
Opposed? The motion carries. This brings us to common council announcements just as a reminder

50:08.320 --> 50:12.080
announcements are limited to recognition of city residents and employees,

50:12.080 --> 50:15.760
memorials and non-political community events. Discussion of matters related to government

50:15.760 --> 50:22.080
business is prohibited. I do want to just start with an announcement thanking staff and volunteers

50:22.080 --> 50:26.480
and mother nature for cooperating so much in the last few days with the many community events

50:26.480 --> 50:31.600
that we've had whether it was fourth vest or fireworks or the 250 celebration on Sunday.

50:31.600 --> 50:37.760
We had three sister city mayors visiting at the same time through all that so none of that

50:37.760 --> 50:42.240
could happen without great volunteers on our board's committees and commissions and an excellent

50:42.240 --> 50:46.800
excellent staff who did amazing work to put those events together. The fourth vest board

50:47.280 --> 50:51.920
lots of really great people doing some great things so kudos to everyone. The community

50:52.640 --> 50:55.680
showed very well these last few days. Alder Mack.

50:57.200 --> 51:01.520
Thank you. I'd like to echo your comments and thank the community for showing up for the

51:01.520 --> 51:07.520
fourth vesigrator we've seen festivities this past weekend. It truly was a community celebration,

51:08.240 --> 51:16.400
seeing the floats and the businesses and the community groups that came down that parade route.

51:16.880 --> 51:25.840
Along with all the community spectators and those fireworks were second to none they were amazing.

51:29.280 --> 51:37.600
Otherwise. All right a little redundant but echo the city of Racine staff. We had first friday

51:37.600 --> 51:43.680
cleanup. We had fourth of July parade cleanup set up for the next day fireworks like unbelievable.

51:43.680 --> 51:48.960
We had a storm with trees that came down on friday. The forestry department was down the

51:48.960 --> 51:54.400
street picking up trees. I don't know how they did what they did not to mention like first responders

51:54.400 --> 52:00.480
with a few fires. I can't imagine you know just all the police officers my husband said it seems

52:00.480 --> 52:04.480
like there's a lot more police officers and we talked to a guy and he said well you can't take

52:04.480 --> 52:10.880
off unless you have 20 years or more this weekend. So just all the people working we took a walk

52:10.880 --> 52:16.720
downtown sunday morning and saw your staff out setting up centerpieces and doing tablecloths

52:16.720 --> 52:21.280
and it's like non-staff. So just a huge shout out to all of the city staff because this was a

52:21.280 --> 52:30.800
crazy weekend of events. Yeah I don't want to repeat what's been said but everyone it's the

52:30.800 --> 52:34.960
parade went great everything went fantastic the only one that I would throw in there call it a

52:34.960 --> 52:40.560
special thank you for is DPW there was a lot of barricades to put up it was a lot of signs to put

52:40.560 --> 52:45.040
up it was a lot of barricades to take down was a lot of signs to take down in amongst all of that

52:45.040 --> 52:50.640
they also I just want to thank DPW for this as well they were able to get pedestrian crossing signs

52:50.640 --> 52:56.000
the first two in the city were installed on main street at the intersections of Maine and Augusta

52:56.000 --> 53:02.080
and Maine and Walton and so that was amongst all of the other craziness so I want to thank them

53:02.080 --> 53:06.480
for their hard work on doing that and encourage everyone when you're going to the zoo or north

53:06.480 --> 53:12.400
beach or just enjoying the lake shore there's two new safer ways to cross across Maine Street

53:12.400 --> 53:20.640
now so thank you everyone. Alder Pete. Thank you it's kind of difficult to be one of the last

53:20.640 --> 53:27.440
speakers and not repeat what's already been echoed several times but again I would still

53:27.440 --> 53:33.680
remiss if I didn't give a shout out to the police department fire department all the first responders

53:33.680 --> 53:43.040
DPW the city staff in general because I know they worked very hard and also the partners I want

53:43.040 --> 53:50.800
mention a name but the people that helped contribute from the outside especially for the 250th fest

53:50.800 --> 53:57.840
I've made all of the events the food was outstanding everything was orderly and I think it's a memorable

53:57.840 --> 54:06.800
experience for the community thank you. Alder Allen. Thank you well I want to call out names I want

54:06.800 --> 54:12.240
to give up a huge thanks to everyone in the city that I'm repeating what everyone has already said

54:12.240 --> 54:17.600
to our police our fire and our city staff did an awesome job but I am going to clap to tower and

54:17.600 --> 54:23.680
her team and I'm going to clap to Corey Sebastian who is celebrating her birthday tomorrow we also

54:23.760 --> 54:29.920
have Malik or Alder Frazier celebrating his birthday next week I also want to let people know that

54:29.920 --> 54:38.000
we will be having our first Baptist school event at Lockwood Park on August the 8th so I'll be

54:38.000 --> 54:44.320
handing out information for that and we will also be preparing for our first lighting of the tree

54:44.880 --> 54:52.560
event at Lockwood Park in December so that's something to look forward to everybody have a nice week

54:52.640 --> 54:57.040
lots of notice yeah I guess following up on Alder Jorgensen's announcement on

54:57.040 --> 55:03.440
pedestrian crossings you may notice now downtown if you cross in intersections there's an audible

55:03.440 --> 55:08.720
accompaniment for anybody who may be visually impaired and it takes about 50 to 60 seconds

55:08.720 --> 55:14.880
longer to get through the downtown in our efforts to slow down the speed in Main Street we managed

55:14.880 --> 55:19.120
to do that without spending more than a million dollars relocating a state highway so glad to see

55:19.120 --> 55:23.840
that in one last thing I'll just mention there was so many great moments to notice but we had

55:23.840 --> 55:29.280
three sister city mayors visiting they were in the parade and they were overwhelmed and so impressed

55:29.280 --> 55:33.840
with our parade but they were a little bit nervous about what the reception would be of these these

55:33.840 --> 55:38.960
mayors from three different countries and they all got applauded and great response and the fact

55:38.960 --> 55:42.800
that three mayors will bring that home with them to their home communities about what that experience

55:42.800 --> 55:49.440
was here is it really reflects very well on on the city and our sister city program but just the

55:50.480 --> 55:55.600
innate goodness of our residents and are willing to be hospitable from people from different places

55:55.600 --> 56:02.800
so it was a great great event all their program. Thank you Mr. I just want to echo the sentiments

56:02.800 --> 56:07.520
of my colleagues regarding all the festivities over this weekend phenomenal job by the staff

56:07.520 --> 56:10.720
and just really being a part in seeing the city come out and the way that it did was

56:11.360 --> 56:16.400
just something that I think we all needed to see and to be a part of especially when we have

56:17.440 --> 56:21.280
visiting mayors from other countries it's really great to show the best of the best when we have

56:21.280 --> 56:26.560
it shut out to again all the city staff and oh Tara was running around crazy Sam all this all

56:26.560 --> 56:32.880
the people just making things work DPW also there's quite a number of birthdays we have my mother

56:32.880 --> 56:39.200
who will be turning 60 on Wednesday so that's a big birthday for her also my brother my brother

56:39.200 --> 56:44.080
Lupe my other brother Irving my niece Mariah my uncle Daniel so there's a lot of July babies

56:45.280 --> 56:55.120
in my family I debated back and forth about this this last one but some of you may know that

56:56.000 --> 57:04.640
unfortunately there was a murder in my family a couple weeks ago and we are still looking for

57:04.640 --> 57:13.360
that person so we will be laying Giovanni to rest tomorrow and we would like to fully

57:13.360 --> 57:19.920
focus on processing our grief so if anyone has any tips or knows the whereabouts of this person

57:19.920 --> 57:26.640

57:43.920 --> 57:49.600
one other one and amongst all of the celebrations that I wanted to thank the the fire department

57:49.600 --> 57:55.600
and the men and women of the fire department it was a busy 18 to 24 hours for them there were

57:55.600 --> 58:01.440
three or four structure fires there were many many accidents in it and so I know that they

58:01.440 --> 58:06.720
worked around the clock to do that I'd like to thank them for their hard work and then echo please

58:06.720 --> 58:12.080
make sure that you are safe with fireworks it's a friendly reminder about the severity of that

58:12.080 --> 58:18.000
can have I know in their email they had copied just the thousands of dollars of loss not to mention

58:19.360 --> 58:25.120
the the human harm that came from it so please please be careful and thank you to the men and

58:25.200 --> 58:30.000
