WEBVTT

00:00.000 --> 00:14.720
I'd like to introduce you to the flag of the United States of America, and to the Republic

00:14.720 --> 00:21.020
for which it stands, one nation, under God, indivisible, with liberty and justice for

00:21.020 --> 00:22.020
all.

00:22.020 --> 00:30.620
Tonight is the judge meeting with the fire board.

00:30.620 --> 00:39.300
Before the fire board starts, City Council needs to take a little item into consideration.

00:39.300 --> 00:41.540
Andy's not here tonight.

00:41.540 --> 00:47.980
He wanted me, or him and Clinton talked about it in the point of me, Mayor Pro Tem.

00:47.980 --> 00:55.500
I need the rest of the council members to vote on that at this time.

00:55.500 --> 01:09.020
So, so, so, so, second, third, here, here, that sounds like motion is carried at this

01:09.020 --> 01:10.020
time.

01:10.020 --> 01:21.620
We will call the township fire board forward, and I'll start with their meeting.

01:21.620 --> 01:28.020
You should have in a packet, I'm guessing you received the minutes from the last two

01:28.020 --> 01:29.020
meetings.

01:29.020 --> 01:34.780
Do you need them read tonight, or can we just approve them as such?

01:34.780 --> 01:39.220
I'll make a motion to approve the minutes of the last two meetings.

01:39.220 --> 01:40.220
Have a motion.

01:40.220 --> 01:41.220
Do I have a second?

01:41.220 --> 01:42.220
Second.

01:42.220 --> 01:45.620
We'll have a motion and a second.

01:45.620 --> 01:48.620
All in favor say aye.

01:48.620 --> 01:49.620
Aye.

01:49.620 --> 01:50.620
Aye.

01:50.620 --> 01:51.620
All right.

01:51.620 --> 01:57.060
Sarah had you all signing in, I assume everybody from the, that's on the fire board have signed

01:57.060 --> 02:02.620
in, your name and representative, okay.

02:02.620 --> 02:13.020
So, we didn't move forward on the run report, or, yeah, the run report, but we've got a

02:13.020 --> 02:14.780
good look at the budget quicker.

02:14.780 --> 02:15.780
No.

02:15.780 --> 02:17.780
I got the run.

02:17.780 --> 02:18.780
There we go.

02:18.780 --> 02:19.780
There we go.

02:19.780 --> 02:20.780
The budget.

02:20.780 --> 02:21.780
Yeah.

02:21.780 --> 02:24.900
So, a task in the packet is the budget through June 30th.

02:24.900 --> 02:30.340
So, it's exactly 50% of the year, just one point out two quick things here.

02:30.340 --> 02:33.660
The expenses are like 41% of the budget.

02:33.660 --> 02:34.660
They're not 50.

02:34.660 --> 02:37.380
So, that means it's under budget a little bit.

02:37.380 --> 02:44.100
And they do want to point out that the first half tax levy did come in, so that you see

02:44.100 --> 02:46.100
that included in this budget report.

02:46.100 --> 02:49.700
Sorry, I thought I had it on the screen.

02:49.700 --> 02:53.700
That's even worse.

02:53.700 --> 02:55.700
And there we go.

02:56.700 --> 03:01.980
So, the first half tax levy was a little over 63, I don't know.

03:01.980 --> 03:06.100
I might have anything to add, I guess, the budget looks good.

03:06.100 --> 03:07.100
No, I don't know.

03:07.100 --> 03:08.100
We're just super good questions.

03:08.100 --> 03:09.100
I don't know.

03:09.100 --> 03:10.100
I don't know.

03:10.100 --> 03:11.100
I don't know.

03:11.100 --> 03:12.100
I don't know what to say.

03:12.100 --> 03:13.100
So, I don't know.

03:13.100 --> 03:14.100
I don't know.

03:14.100 --> 03:15.100
I don't know.

03:15.100 --> 03:16.100
I don't know.

03:16.100 --> 03:17.100
I don't know.

03:17.100 --> 03:18.100
I don't know.

03:18.100 --> 03:19.100
I don't know.

03:19.100 --> 03:20.100
I don't know.

03:20.100 --> 03:21.100
I don't know.

03:21.100 --> 03:22.100
I don't know.

03:22.100 --> 03:23.100
I don't know.

03:23.100 --> 03:24.100
I don't know.

03:24.100 --> 03:25.100
I don't know.

03:25.100 --> 03:33.820
Boy, I don't know.

03:33.820 --> 03:37.300
I don't know.

03:37.300 --> 04:02.560
So there have been a reduction in calls the part-time has no year to date is there

04:02.560 --> 04:13.920
reduction in calls and then you don't want to get started. Oh that would make

04:13.920 --> 04:28.240
sense. Thank you. Okay. Now do we need to approve the budget or just jump to the

04:28.240 --> 04:35.040
run report. Jump to run enough food. Okay. Yeah. The 2027 budget will begin working

04:35.040 --> 04:46.560
on that next month. Yep, it's all I have. Chief, the run report.

04:58.240 --> 05:15.240
We have a few grass barriers earlier this spring, but that's not really how I... Okay.

05:15.240 --> 05:21.640
Webels of the capital of reserve.

05:21.640 --> 05:40.240
Get that up here. So the capital reserve, is right now at all, three hundred and six thousand.

05:40.240 --> 05:48.720
A little player fund, all 31,000. And when we're done with this next item, we can make the

05:48.720 --> 05:55.480
talk a little bit. That level will look like you're shortly. So.

05:55.480 --> 06:07.480
Are there any questions on our capital reserve? And if not, the next item is the error facts.

06:07.480 --> 06:23.240
We ordered the error facts after this morning, we got them ordered. It was 14,000 less than a bit of issue. 14,000 less than the

06:23.240 --> 06:36.240
bid you give us. Yeah. We're going to release the, you know, evolve their fund development piece to buy it and stuff them. And release also for $100,000 a year.

06:36.240 --> 06:43.240
So it's going to be ready to go on that.

06:43.240 --> 06:49.240
Otherwise, that's going to be about 225, I believe. Okay.

06:49.240 --> 06:56.240
Out of the capital, 20 years, we're going to order at 2.6, I think.

06:56.240 --> 07:02.240
And that bill will come to probably a number of reasons.

07:02.240 --> 07:12.240
Okay. So then with that dollar amount out of the capital reserves, and then the second half tax levy coming in December,

07:12.240 --> 07:27.240
that fund will probably have, I got to add 14 now on this number. It'll probably have about 150, 152,000 in that reserve fund on January.

07:27.240 --> 07:36.240
Now, we mentioned it a little bit when you order those air packs, but the capital reserve fund is usually used for buying trucks.

07:37.240 --> 07:43.240
And policy, is anything over $5,000 supposed to be out of the capital.

07:43.240 --> 07:45.240
Yeah. Okay.

07:45.240 --> 07:56.240
It just brings that fund down substantially.

07:56.240 --> 07:59.240
We are sitting pretty good for trucks right now.

07:59.240 --> 08:05.240
I'm having truck that possibly is a second finger, which doesn't roll very often.

08:05.240 --> 08:12.240
And I have a hard time justifying $300,000 for truck that rolls to the street policy.

08:12.240 --> 08:18.240
We haven't been to late coming anyway with tangers.

08:18.240 --> 08:23.240
It's just our investigation for me is fine.

08:23.240 --> 08:29.240
Are there any other questions for the chief or any of us?

08:29.240 --> 08:40.240
The next meeting is scheduled for February 8, 2027.

08:40.240 --> 08:44.240
And then is there any other business?

08:44.240 --> 08:46.240
Kurt.

08:47.240 --> 08:49.240
Thank you, Mayor, for all the time.

08:49.240 --> 08:52.240
And Kurt Anderson, Lee Ray Township.

08:52.240 --> 08:58.240
Once again, thank you for the opportunity to speak with you about our prior coverage.

08:58.240 --> 09:04.240
As those of you who were here at the June meeting may recall,

09:04.240 --> 09:15.240
Lee Ray Township approached the Fire Department City Council to request an expansion of their coverage district into Lee Ray Township.

09:15.240 --> 09:24.240
Help us with some budget issues that we're having with one of our other providers.

09:24.240 --> 09:38.240
As is often the case in negotiations, you know, you shoot for the SARS and then you perhaps have to negotiate back down to what is going to be more realistic or palatable or even people.

09:39.240 --> 10:05.240
There are a number of concerns expressed about response times because of the large coverage area that the Fire Department is already under taking and providing adequate coverage to residents in Lee Ray Township in the affected areas if the decision is made to increase coverage for us.

10:05.240 --> 10:15.240
At this time, and then also in the conversation, the discussion revolved around perhaps approaching that in the next contract here in 2027.

10:15.240 --> 10:26.240
So a little bit of background, the affected area that we're talking about is currently covered by Madison Lake Fire Department.

10:26.240 --> 10:37.240
We have a new contract with them that was put together with no input whatsoever from the townships, but basically an ultimatum that was delivered to us.

10:37.240 --> 10:53.240
It's quite punitive in nature and so leaving all of that aside, I understand the concerns about response times, providing adequate coverage and things of that nature.

10:53.240 --> 10:56.240
We're just simply looking for any help that we can get.

10:56.240 --> 11:16.240
One of the issues that we're having with the new contract which will go into effect January 1st, 2027 with Madison Lake Fire Department is they put a two-year limit on reevaluations of the terms of the contract.

11:16.240 --> 11:32.240
So once this thing goes into effect January 1st, regardless of what happens in our township with fire coverage, et cetera, we're not going to have an opportunity to even revisit it until January 29th.

11:33.240 --> 11:52.240
So from that standpoint, we would respectfully request that the City Council and the Fire Board approve an increase of our coverage area to just simply include the western half of section 12 clear aid township.

11:53.240 --> 12:02.240
If my research is correct, there is not a single residence in that half of section, but nobody's living there.

12:02.240 --> 12:08.240
And you're already covering the eastern half of that section.

12:11.240 --> 12:21.240
We don't believe that it represents any kind of serious threat to health safety or welfare to the residents of any of the coverage area.

12:21.240 --> 12:25.240
We're just simply adding that half of section to the coverage area.

12:25.240 --> 12:34.240
We also realize that there's maybe some complications involved with the formulas for how the townships are obtained for things.

12:34.240 --> 12:40.240
And we certainly don't want to interrupt that or disrupt that in any way.

12:41.240 --> 12:59.240
The area township would be happy to have our attorney put together an addendum to the fire contract that simply allows you to add that half of section to the coverage area.

12:59.240 --> 13:07.240
We would pay additional over and above everything that we're paying already for that coverage in that half of section.

13:07.240 --> 13:12.240
So it'll affect none of the other townships or the city from that standpoint.

13:12.240 --> 13:17.240
And it will be in a step in the right direction to help us.

13:17.240 --> 13:27.240
The new formula that they've instituted divides the budget up into the responsibility to the budget up into three areas.

13:28.240 --> 13:39.240
Assess property value based on county valuations, the frequency of calls to the affected area, and then the total geographic area of coverage.

13:39.240 --> 13:46.240
There's some internal biases built into that that typically favor the city of Madison Lake.

13:46.240 --> 13:53.240
And if we can just reduce our coverage area a little bit with them, it's going to help us with that formula.

13:54.240 --> 14:15.240
I probably don't need to go into the numbers for everybody, but just as a thumbnail example, we pay more to have one section of our township covered by Madison Lake than we do for eight sections with two other fire departments.

14:16.240 --> 14:23.240
It's almost ten times the cost, and they're just not interested in having any time to add a lot of all of it.

14:23.240 --> 14:38.240
Kurt, I believe that the city of Madison Lake just received a federal grant for improving certain things around town.

14:39.240 --> 14:47.240
I know the storm sewers and the step for one, but it made it sound like their fire station or equipment could also be upgraded.

14:47.240 --> 14:49.240
Is that true?

14:49.240 --> 15:03.240
I can't speak with any level of expertise to how the grant money is going to be distributed.

15:03.240 --> 15:06.240
I know that the city of Madison Lake is pretty happy.

15:06.240 --> 15:12.240
They have just received a $1,000,000 or $1,000,000 gift.

15:12.240 --> 15:20.240
I'm sure in that grant that there are tribal stipulations about what it can be used for and what it can't be used for.

15:20.240 --> 15:29.240
I know there's a lot of chatter on Facebook of which I'm not a part of.

15:29.240 --> 15:34.240
I'm a member of Facebook. I pay a little and no attention to what goes on there.

15:34.240 --> 15:44.240
But there's a lot of gossip on there about fixing bottles and pre-going streets and things of that nature with it.

15:44.240 --> 15:58.240
The fact remains that the city of Madison Lake, the residents of Madison Lake, well, 150 people approximately are consuming over 45% of the services of the fire department.

15:59.240 --> 16:07.240
One quarter of the rate township is covering 21% of the fire department.

16:07.240 --> 16:13.240
Our entire township only has 850 residents.

16:13.240 --> 16:20.240
We start breaking it down. We're spending a tremendous amount of money.

16:20.240 --> 16:26.240
I know it's not just about money. It's about coverage. It's about projection. It's about expectations.

16:27.240 --> 16:36.240
We wish that they were more accountable and willing to enter into a reasonable dialogue with their other partners.

16:36.240 --> 16:41.240
But they clearly demonstrated that that's not the case.

16:42.240 --> 16:52.240
I'm not a fan of bringing up this one issue at any more meetings, I guess.

16:52.240 --> 16:58.240
But in that regard, if things have changed, we need to address it.

16:58.240 --> 17:01.240
How did the other council members feel?

17:01.240 --> 17:06.240
I think he's been tabled until another time.

17:07.240 --> 17:14.240
Would you encourage the rate township to have their attorney put a draft together to review?

17:14.240 --> 17:18.240
There's no harm in having a draft, something to look at to consider.

17:18.240 --> 17:19.240
Yeah.

17:19.240 --> 17:29.240
You mentioned it in a section that we can't recall at where it is or anything.

17:29.240 --> 17:33.240
So a little more information if you would come forward with?

17:33.240 --> 17:34.240
Sure.

17:35.240 --> 17:37.240
So.

17:37.240 --> 17:40.240
Perhaps the chief thinks are good for that.

17:40.240 --> 17:47.240
I believe there is one resident there, or at least in the former site, I don't think it was one or not.

17:47.240 --> 17:51.240
I guess I'd like to have their input on it also.

17:51.240 --> 18:00.240
Ninety-five percent on the half a second is either a fire mind or a sliver.

18:00.240 --> 18:01.240
Yeah.

18:01.240 --> 18:08.240
I don't have a lot of medicals in there, but I guess I'd like to have one more.

18:08.240 --> 18:13.240
I like having challenges, what their thoughts are.

18:13.240 --> 18:20.240
I don't know if it needs to be a meeting or not, but I think that's...

18:20.240 --> 18:23.240
Let me try to.

18:24.240 --> 18:27.240
Very responsible of you to bring it forward, Kurt.

18:27.240 --> 18:35.240
And I believe that the council should investigate, maybe pursue and then decide on a later time.

18:35.240 --> 18:44.240
But yeah, you're lacking information as far as location, responsibility, a lot of different things that I applaud you for bringing it forward.

18:44.240 --> 18:50.240
That the need within your jurisdiction, I think that's a great thing to do.

18:50.240 --> 18:55.240
But I would suggest that the council investigate more thoroughly.

18:55.240 --> 18:59.240
So Kurt's talking about this half a section right here.

18:59.240 --> 19:02.240
I think that's the area you're already...

19:02.240 --> 19:04.240
Yeah, we're already covering that.

19:04.240 --> 19:08.240
Yeah, it's actually higher than that.

19:08.240 --> 19:11.240
If it was your permission, I'll just send it up here.

19:11.240 --> 19:19.240
You did a great job putting this together for me, but the section line is actually right here.

19:19.240 --> 19:26.240
And so there's a residence here on the county highway.

19:26.240 --> 19:34.240
But once we start going up into that half section there, I don't believe there's a residence in there.

19:34.240 --> 19:37.240
I think there is.

19:37.240 --> 19:40.240
I don't believe it.

19:40.240 --> 19:45.240
They're in whatever section that is below it.

19:45.240 --> 19:47.240
Section 1313.

19:47.240 --> 19:49.240
Right here.

19:49.240 --> 19:53.240
No, your dashner is there.

19:53.240 --> 19:58.240
He's got the little paid store next to the van.

19:58.240 --> 20:03.240
That's not in it either.

20:03.240 --> 20:06.240
Yeah, we can ask a little.

20:06.240 --> 20:13.240
As far as you'd recommend, this is something we should look at.

20:13.240 --> 20:17.240
I don't want to put it in right now, but I think it's worth looking at this.

20:17.240 --> 20:19.240
My opinion on this is your book.

20:19.240 --> 20:25.240
Do you need a motion to pursue it, or are you just going to table after further information?

20:25.240 --> 20:30.240
I think at this time we're going to table it for further information.

20:30.240 --> 20:35.240
We need to inspect or figure out if there is a residence there.

20:35.240 --> 20:42.240
And we also need to know what you and your lawyer think you can afford.

20:42.240 --> 20:46.240
We can afford for coverage for that.

20:46.240 --> 20:55.240
If the council would permit, we'd like to be placed on the agenda for next month's council meeting.

20:55.240 --> 20:59.240
And we will present that information at that time.

20:59.240 --> 21:01.240
Do we need a motion for that?

21:01.240 --> 21:06.240
No, that's your right to apply for on the agenda.

21:06.240 --> 21:10.240
That's your right to just pursue that without a motion from the council.

21:10.240 --> 21:16.240
The only issue is that it will not be a meeting of the voting members of the fire board at that point.

21:16.240 --> 21:21.240
It wouldn't have to be because you're telling us it won't affect them.

21:21.240 --> 21:26.240
I mean, you're going to pick up whatever it costs on that section, correct?

21:26.240 --> 21:27.240
Absolutely.

21:27.240 --> 21:31.240
I don't think it pertains to the base agreement.

21:31.240 --> 21:35.240
This is an addendum to the agreement with just your township.

21:35.240 --> 21:39.240
If it doesn't affect everyone else, I'm not sure.

21:39.240 --> 21:42.240
You can check on the legal ramifications of that.

21:42.240 --> 21:45.240
But I would suggest you come to the next meeting.

21:45.240 --> 21:50.240
We'll pursue with the information available at that time.

21:50.240 --> 21:52.240
Can you just give me an eight for that?

21:52.240 --> 21:57.240
Yes, so we are now meeting the second and fourth Monday of the month.

21:57.240 --> 22:03.240
So the first August 10 and then on August 24th, we'll have a meeting as well.

22:03.240 --> 22:12.240
So if you don't quite, you don't have the paperwork done by the time you can meet on the 24th.

22:12.240 --> 22:18.240
Is there any other business for the town or for the fire board?

22:18.240 --> 22:22.240
If not, they'd entertain a motion to adjourn the fire board.

22:22.240 --> 22:23.240
Second.

22:23.240 --> 22:24.240
Second.

22:24.240 --> 22:25.240
Second.

22:25.240 --> 22:28.240
All in favor?

22:29.240 --> 22:30.240
All right.

22:30.240 --> 22:36.240
Thank you, gentlemen, for your service to your local establishment.

22:36.240 --> 22:38.240
Someone needs to.

22:47.240 --> 22:50.240
I can't figure out who you are.

22:54.240 --> 22:55.240
See ya.

22:58.240 --> 23:14.240
At this time, we need approval of our agenda.

23:14.240 --> 23:16.240
Motion to approve.

23:16.240 --> 23:18.240
I have a motion to approve.

23:18.240 --> 23:19.240
Is there a second?

23:19.240 --> 23:20.240
Second.

23:20.240 --> 23:22.240
Is there a second?

23:22.240 --> 23:26.240
All in favor say aye.

23:27.240 --> 23:30.240
Consent agenda.

23:30.240 --> 23:39.240
Okay, you have the copy of the July 13th minutes and then you have the receivables and payables.

23:39.240 --> 23:41.240
I just want to point out the payables.

23:41.240 --> 23:43.240
Everything is very routine.

23:43.240 --> 23:49.240
You will see some election costs in there for election training, election supplies, things like that.

23:49.240 --> 23:55.240
Got the primary coming up on August 11th, so everybody's getting trained and we're getting the equipment.

23:56.240 --> 23:58.240
Thanks to Sarah Joe.

23:58.240 --> 24:01.240
I didn't have a question.

24:01.240 --> 24:10.240
It's been 101, 492, 00.

24:10.240 --> 24:15.240
It's a professional.

24:15.240 --> 24:16.240
Okay.

24:16.240 --> 24:17.240
Say it again.

24:17.240 --> 24:22.240
101, 492, 00.

24:23.240 --> 24:26.240
It's on page five.

24:39.240 --> 24:51.240
Yes, that line item is where we have to charge the nursing home rent because they are eligible for a state program.

24:51.240 --> 24:55.240
So when we charge them rent, there's going to be rent revenue on page one.

24:55.240 --> 24:59.240
But this is the expense because it goes out as an expense.

24:59.240 --> 25:01.240
It gets sent to us.

25:01.240 --> 25:03.240
So it's a wash.

25:03.240 --> 25:09.240
I'm not an understanding where the expense side comes if we're charging them rent.

25:09.240 --> 25:13.240
We get billed by the state.

25:13.240 --> 25:16.240
So we have to write that check.

25:16.240 --> 25:17.240
Okay.

25:18.240 --> 25:21.240
We have the nursing home pay rent.

25:21.240 --> 25:22.240
Okay.

25:22.240 --> 25:27.240
How to do your city home board member?

25:27.240 --> 25:28.240
No.

25:28.240 --> 25:32.240
Are there any other questions?

25:32.240 --> 25:33.240
Yes.

25:33.240 --> 25:37.240
It's also because of pilot, right?

25:37.240 --> 25:42.240
Okay.

25:43.240 --> 25:46.240
Motion to approve the consent agenda.

25:46.240 --> 25:47.240
Okay.

25:47.240 --> 25:52.240
Well, second.

25:52.240 --> 25:55.240
All in favor, say aye.

25:55.240 --> 26:02.240
All right.

26:02.240 --> 26:05.240
Public forum.

26:05.240 --> 26:08.240
Public forum.

26:09.240 --> 26:12.240
Move on to notices and communications.

26:12.240 --> 26:16.240
Forgot to put it on your table.

26:16.240 --> 26:22.240
This is the, uh, the magazine will be, no.

26:22.240 --> 26:30.240
You can be mean.

26:30.240 --> 26:33.240
You want to be mean, don't you?

26:33.240 --> 26:35.240
I don't, I don't know.

26:35.240 --> 26:36.240
I don't, I don't know.

26:36.240 --> 26:43.240
There's some pinnacle view of ordinary, ordinary, normal humans cannot scale.

26:43.240 --> 26:45.240
Certain heights are not achievable.

26:45.240 --> 26:46.240
Hey, I'm five seven.

26:46.240 --> 26:48.240
Anybody can get my height.

26:48.240 --> 26:49.240
Oh.

26:49.240 --> 26:54.240
It's a good pile.

26:54.240 --> 26:55.240
Sorry.

26:55.240 --> 26:58.240
You're not on any committees, correct?

26:58.240 --> 27:02.240
I have not been, uh, uh, informed of any.

27:02.240 --> 27:03.240
Okay.

27:04.240 --> 27:19.240
I was on park road and, uh, we discussed hiring a, uh, firm that will assist our, uh, manager

27:19.240 --> 27:20.240
down there.

27:20.240 --> 27:28.240
She's having some trouble keeping up with all that HUD and HRA and, uh, this firm specializes in

27:28.240 --> 27:29.240
that.

27:29.240 --> 27:34.240
So we're going to try that out for a little while and see how it goes.

27:34.240 --> 27:40.240
And she just continues to fall behind on the reports.

27:40.240 --> 27:44.240
So we have to do a better job somehow.

27:44.240 --> 27:46.240
Okay.

27:46.240 --> 27:48.240
Uh, park board.

27:48.240 --> 27:51.240
My research is not meeting this month.

27:51.240 --> 27:58.240
Um, planning commission, uh, we are pushing by a week due to.

27:58.240 --> 27:59.240
Are you very answering questions?

27:59.240 --> 28:00.240
Yep.

28:00.240 --> 28:02.240
So it's this week or next week.

28:02.240 --> 28:03.240
Sorry.

28:03.240 --> 28:04.240
No.

28:04.240 --> 28:05.240
This week.

28:05.240 --> 28:08.240
It was supposed to be this week.

28:08.240 --> 28:09.240
Got pushed.

28:09.240 --> 28:11.240
It's one week later.

28:11.240 --> 28:12.240
Okay.

28:12.240 --> 28:19.240
Pretty sure I got that email back that that's what we're doing.

28:19.240 --> 28:20.240
Yeah.

28:20.240 --> 28:27.240
Oh, I'll be able to answer that question at the next meeting.

28:27.240 --> 28:34.240
Um, I was not at the nursing home meeting in the last time, but Mike informed me that, uh,

28:34.240 --> 28:35.240
what are we embracing?

28:35.240 --> 28:41.240
We will be being fixed sometime this week.

28:41.240 --> 28:45.240
You get the state blessing that they're planning to go forward with it.

28:45.240 --> 28:46.240
So.

28:46.240 --> 28:53.240
And what was the deal with the inspection?

28:53.240 --> 28:56.240
The stage had to inspect something.

28:56.240 --> 28:57.240
Yeah.

28:57.240 --> 28:58.240
Take one out and put one in.

28:58.240 --> 28:59.240
That was my answer.

28:59.240 --> 29:00.240
They didn't like that.

29:00.240 --> 29:01.240
Hello.

29:01.240 --> 29:03.240
That does not sound like a government.

29:03.240 --> 29:06.240
And the EDA meets next week.

29:06.240 --> 29:07.240
So.

29:07.240 --> 29:12.240
Uh, Kara or Sarah, was there anything from the EDA?

29:12.240 --> 29:13.240
I don't remember.

29:13.240 --> 29:14.240
I don't know if we met.

29:14.240 --> 29:15.240
No.

29:15.240 --> 29:18.240
We, we, we, we, we, we meet next week.

29:18.240 --> 29:19.240
I don't remember.

29:19.240 --> 29:20.240
I don't remember.

29:20.240 --> 29:21.240
I don't remember.

29:21.240 --> 29:22.240
I don't remember.

29:22.240 --> 29:23.240
I don't know if we met.

29:23.240 --> 29:24.240
No.

29:24.240 --> 29:25.240
We, we, we meet next week.

29:25.240 --> 29:26.240
So we met.

29:26.240 --> 29:27.240
Yeah.

29:27.240 --> 29:28.240
Yeah.

29:28.240 --> 29:29.240
Yeah.

29:29.240 --> 29:30.240
Yeah.

29:30.240 --> 29:31.240
Yeah.

29:31.240 --> 29:32.240
Yeah.

29:32.240 --> 29:33.240
Yeah.

29:33.240 --> 29:34.240
We haven't met since last time.

29:34.240 --> 29:35.240
Oh boy.

29:35.240 --> 29:36.240
Me and Ivan.

29:36.240 --> 29:37.240
Yeah.

29:37.240 --> 29:38.240
Good.

29:38.240 --> 29:39.240
All right.

29:39.240 --> 29:42.240
Uh, that's the end of the council reports administrator.

29:42.240 --> 29:43.240
Let's see.

29:43.240 --> 29:50.240
I gotta find it.

29:51.240 --> 29:52.240
Okay.

29:52.240 --> 29:55.240
Uh, so you have your cash balance report.

29:55.240 --> 29:56.240
They had the last Friday.

29:56.240 --> 30:01.240
And I think as everyone knows, the golf course is voted best of Mankito.

30:01.240 --> 30:02.240
With it.

30:02.240 --> 30:03.240
Mankito.

30:03.240 --> 30:04.240
Yeah.

30:04.240 --> 30:10.240
So, um, there was an article in last week's journal.

30:10.240 --> 30:14.240
Um, we're supposed to be getting a certificate.

30:14.240 --> 30:15.240
Yeah.

30:15.240 --> 30:16.240
Yeah.

30:16.240 --> 30:21.240
And like week, week three and a half now of patiently waiting for it.

30:21.240 --> 30:23.240
But we are going to get it.

30:23.240 --> 30:26.240
We can put it on the wall out at the clubhouse.

30:26.240 --> 30:27.240
Mm hmm.

30:27.240 --> 30:28.240
Okay.

30:28.240 --> 30:30.240
Don't save a lot of space.

30:30.240 --> 30:32.240
I didn't think they were very big.

30:32.240 --> 30:33.240
Okay.

30:33.240 --> 30:35.240
Um, local government aid.

30:35.240 --> 30:38.240
The first half was received on July 20th.

30:38.240 --> 30:40.240
So a week ago today.

30:40.240 --> 30:43.240
So the other half will come in at the end of December.

30:43.240 --> 30:48.240
Uh, the small city's assistant aid, which is another state program.

30:48.240 --> 30:54.240
Where smaller communities, um, get money to work on alleys and roads and whatnot.

30:54.240 --> 30:57.240
Uh, we did receive that first half also on July 20th.

30:57.240 --> 31:00.240
Is that money targeted for anything at this time?

31:00.240 --> 31:03.240
We basically put that into the street reserve.

31:03.240 --> 31:07.240
And then, you know, Joel's going to look at some alleys this summer and things like that.

31:07.240 --> 31:09.240
So maybe we can use it for that.

31:09.240 --> 31:10.240
All right.

31:11.240 --> 31:14.240
Um, last, uh, when did I go?

31:14.240 --> 31:16.240
I don't know.

31:16.240 --> 31:17.240
I'll just say a month ago.

31:17.240 --> 31:18.240
D, you were there.

31:18.240 --> 31:19.240
Wow.

31:19.240 --> 31:20.240
That's close.

31:20.240 --> 31:23.240
I try to count a little bit less than that.

31:23.240 --> 31:26.240
So, uh, yes.

31:26.240 --> 31:31.240
We'll seek a county, um, they're putting together a group that can,

31:31.240 --> 31:39.240
it's called the emergency preparedness coordination for a health prepare for emergencies, respond,

31:39.240 --> 31:42.240
recover, things like that.

31:42.240 --> 31:43.240
It's a great program.

31:43.240 --> 31:47.240
Um, plans are, I believe, where are they going to be every other month or something?

31:47.240 --> 31:49.240
The next meeting is going to be in October.

31:49.240 --> 31:55.240
So I attached the information that was a handoff that we, that we had at that first meeting.

31:55.240 --> 31:56.240
Looking forward to that.

31:56.240 --> 31:58.240
It's going to be good.

31:58.240 --> 32:05.240
And if you remember at our last council meeting, um, the gentleman in tonight's crowd spoke

32:05.240 --> 32:09.240
at the public forum about the condition of the railroad on Main Street.

32:09.240 --> 32:15.240
Um, representative Keith Allen actually called Canadian Pacific that week and they called

32:15.240 --> 32:18.240
to set up a meeting.

32:18.240 --> 32:20.240
So, yeah, pretty impressive.

32:20.240 --> 32:22.240
That's pretty impressive.

32:22.240 --> 32:25.240
So they did, uh, they did look underneath the railroad.

32:25.240 --> 32:27.240
They did some cleaning and they made a couple repairs.

32:27.240 --> 32:29.240
So it's a lot better now.

32:29.240 --> 32:34.240
Um, there may be more plans in the future, you know, for a better fix.

32:34.240 --> 32:39.240
But I just wanted to publicly thank, uh, representative Allen for initiating that,

32:39.240 --> 32:40.240
making that phone call.

32:40.240 --> 32:41.240
I was pretty impressed.

32:41.240 --> 32:45.240
I would like to see a thank you card sent to him.

32:45.240 --> 32:46.240
Okay.

32:46.240 --> 32:48.240
Maybe even a really nice one.

32:48.240 --> 32:49.240
How about my email?

32:49.240 --> 32:50.240
You were really cool.

32:50.240 --> 32:52.240
I don't know.

32:52.240 --> 32:54.240
Something tack already texted him.

32:54.240 --> 32:55.240
Maybe with gold oil.

32:55.240 --> 32:58.240
Spent in the 30 cents for stamp and send it.

32:58.240 --> 33:01.240
One's less than you know the letter.

33:01.240 --> 33:02.240
Yeah.

33:02.240 --> 33:05.240
He got forever to spend the long time.

33:05.240 --> 33:06.240
Yeah.

33:06.240 --> 33:07.240
Oh boy.

33:07.240 --> 33:11.240
Um, and the only other item I do have, it's not on here tonight.

33:11.240 --> 33:16.240
But Paul Volgus called today, um, talking about the, the National Idol.

33:16.240 --> 33:20.240
He was just wondering if anybody would like to help volunteer with the hot dogs.

33:20.240 --> 33:22.240
You can think about it and let me know.

33:22.240 --> 33:26.240
He's going to come in here on, on Friday so I can give him the look.

33:26.240 --> 33:29.240
It's Thursday, August 6th.

33:29.240 --> 33:33.240
He's looking at handing out hot dogs on National Idol.

33:33.240 --> 33:34.240
Yep.

33:34.240 --> 33:37.240
And he's looking at council members volunteer.

33:37.240 --> 33:42.240
He's asked a number of times if we would all get involved and had that hot dog for you.

33:42.240 --> 33:43.240
One more.

33:43.240 --> 33:44.240
Yeah.

33:44.240 --> 33:46.240
You put your name in?

33:46.240 --> 33:49.240
Maybe get some risk for you.

33:49.240 --> 33:50.240
Yeah.

33:50.240 --> 33:52.240
Let's hope it's cooler.

33:52.240 --> 33:53.240
Yes.

33:53.240 --> 33:58.240
We should get our mayor pro tem day too.

33:58.240 --> 33:59.240
I don't know.

33:59.240 --> 34:03.240
It might be excommunity but I want to go.

34:03.240 --> 34:10.240
I'm going to do the council.

34:10.240 --> 34:13.240
Can we have there before we have to put a notice on it?

34:13.240 --> 34:16.240
The green that your illegal meeting.

34:16.240 --> 34:17.240
Yeah.

34:17.240 --> 34:18.240
Yeah.

34:18.240 --> 34:19.240
I'm asking you three.

34:19.240 --> 34:22.240
I'll be there for my required apartment.

34:22.240 --> 34:25.240
You'll be a fancy thing.

34:25.240 --> 34:26.240
The part is big enough.

34:26.240 --> 34:30.240
We're not going to talk to one another anyway.

34:30.240 --> 34:31.240
So.

34:31.240 --> 34:33.240
Emergency preparedness.

34:33.240 --> 34:36.240
It looks like they're concentrating on disease.

34:36.240 --> 34:38.240
Nothing else.

34:38.240 --> 34:39.240
Is that correct?

34:39.240 --> 34:40.240
No.

34:40.240 --> 34:41.240
They're similar.

34:41.240 --> 34:42.240
In this it says action.

34:42.240 --> 34:43.240
They protect health.

34:43.240 --> 34:44.240
Control disease.

34:44.240 --> 34:47.240
Bread and support community needs during an incident.

34:47.240 --> 34:49.240
That is the first.

34:49.240 --> 34:52.240
And then it says outbreak investigation.

34:52.240 --> 34:55.240
Health alerts and vaccination medication.

34:55.240 --> 34:58.240
That sounds like it's only concentrating on disease.

34:58.240 --> 35:00.240
And it's fed thereof.

35:00.240 --> 35:01.240
Yeah.

35:01.240 --> 35:04.240
And I'm not sure what you're talking about.

35:04.240 --> 35:05.240
Yeah.

35:05.240 --> 35:10.240
It's just an opposite of the circle of how things are done.

35:10.240 --> 35:14.240
And I think that's very narrow sighted if that's the concentration.

35:14.240 --> 35:16.240
It absolutely is.

35:16.240 --> 35:21.240
It says community health or public health emergency preparedness.

35:21.240 --> 35:23.240
This is only for public health.

35:23.240 --> 35:24.240
Oh, I see.

35:24.240 --> 35:25.240
Yeah, there's others.

35:25.240 --> 35:27.240
That's what I thought it was the synopsis, but it isn't.

35:27.240 --> 35:28.240
Okay.

35:28.240 --> 35:30.240
You know, it's only the community.

35:30.240 --> 35:31.240
Okay.

35:31.240 --> 35:32.240
Thank you.

35:32.240 --> 35:33.240
I'm clarifying that.

35:33.240 --> 35:35.240
The rest of it was we had churches there.

35:35.240 --> 35:40.240
We had, we talked about fire and wind and tomatoes and all of it.

35:40.240 --> 35:41.240
Thank you very much.

35:41.240 --> 35:43.240
I know you would know.

35:43.240 --> 35:45.240
And then the county has Midland.

35:45.240 --> 35:46.240
He's still alive.

35:46.240 --> 35:49.240
I think that city is talking about the hazard.

35:49.240 --> 35:50.240
The emergency.

35:50.240 --> 35:51.240
Yeah.

35:51.240 --> 35:52.240
That's all still there.

35:52.240 --> 35:59.240
The county just submitted our every five year hazard plan.

35:59.240 --> 36:04.240
And this is part of it, but not the whole thing.

36:04.240 --> 36:11.240
And so the time is behind the meeting so that we get our community partners in there because

36:11.240 --> 36:18.240
of course in small places like we have international people that are often due to the rescue.

36:18.240 --> 36:23.240
These are friends and neighbors and our mutual aid folks that are coming in the door.

36:23.240 --> 36:28.240
And so we want to make sure that we know each other's faces that we aren't just showing

36:28.240 --> 36:33.240
up at a church and saying do this for us and they've never met us and know how to do it.

36:33.240 --> 36:34.240
I agree with you.

36:34.240 --> 36:37.240
Having a face and a name and a contact.

36:37.240 --> 36:41.240
If you have face to face and you know that person, they recognize them.

36:41.240 --> 36:42.240
You, yeah.

36:42.240 --> 36:43.240
I agree with that.

36:43.240 --> 36:44.240
Yeah.

36:45.240 --> 36:51.240
Because we're having rooming to in the next few years here have a lot of turnover in those

36:51.240 --> 36:52.240
faces.

36:52.240 --> 36:53.240
Always is.

36:53.240 --> 36:55.240
We've got folks that are going to be retiring.

36:55.240 --> 36:59.240
And so we want to make sure we're meeting often enough to continue to know each other

36:59.240 --> 37:00.240
well.

37:00.240 --> 37:01.240
Yep.

37:01.240 --> 37:07.240
And it's always just a big turnover and the more chance that you have to mingle and to,

37:07.240 --> 37:09.240
what do they call that?

37:09.240 --> 37:10.240
Network.

37:10.240 --> 37:11.240
Network.

37:11.240 --> 37:12.240
There you go.

37:12.240 --> 37:13.240
I even learned that word.

37:13.240 --> 37:14.240
I might even know the meeting.

37:14.240 --> 37:15.240
I know.

37:15.240 --> 37:16.240
It's on Google right now.

37:16.240 --> 37:17.240
Google.

37:17.240 --> 37:26.240
The coalition in Minnesota is packages in there or the magazine.

37:26.240 --> 37:33.240
There are a couple of good meetings that one is maybe of interest to the park board.

37:33.240 --> 37:36.240
Another one may be of interest to the ADA.

37:37.240 --> 37:43.240
If it fits somebody's free time so they could maybe get a little education or pick up ideas

37:43.240 --> 37:50.240
from other communities, it'd be good for us.

37:50.240 --> 37:51.240
Let's see.

37:51.240 --> 37:52.240
Where are we?

37:52.240 --> 37:53.240
We are going to.

37:53.240 --> 37:54.240
Motion to approve.

37:54.240 --> 37:55.240
Oh, you're reading?

37:55.240 --> 37:56.240
You're reading?

37:56.240 --> 37:57.240
Yep.

37:57.240 --> 37:58.240
Yep.

37:58.240 --> 37:59.240
We're going to the election of judges.

37:59.240 --> 38:00.240
No.

38:00.240 --> 38:01.240
I motion to approve the.

38:01.240 --> 38:02.240
Oh, they just say.

38:02.240 --> 38:03.240
Okay.

38:04.240 --> 38:05.240
Okay.

38:05.240 --> 38:06.240
I'll second.

38:06.240 --> 38:11.240
We have a motion and second to approve the administrator's report.

38:11.240 --> 38:13.240
Oh, department had report.

38:13.240 --> 38:14.240
Prairie Ridge.

38:14.240 --> 38:17.240
Couple of gentlemen are here tonight.

38:17.240 --> 38:18.240
Yeah.

38:18.240 --> 38:19.240
That's the worst.

38:19.240 --> 38:20.240
Yeah.

38:20.240 --> 38:21.240
Well, gentlemen.

38:21.240 --> 38:22.240
Yeah.

38:22.240 --> 38:23.240
Yeah.

38:23.240 --> 38:24.240
But they qualify.

38:24.240 --> 38:26.240
Mind the tag team then.

38:26.240 --> 38:27.240
Is that better, right?

38:27.240 --> 38:28.240
A tag team.

38:28.240 --> 38:30.240
Good for you.

38:30.240 --> 38:31.240
Good for you.

38:31.240 --> 38:32.240
What's that?

38:32.240 --> 38:33.240
Well, that's what it is.

38:33.240 --> 38:34.240
Yeah.

38:34.240 --> 38:35.240
Well.

38:35.240 --> 38:36.240
Possible.

38:36.240 --> 38:41.240
Well, you already mentioned the, I mean, the honor we got at the Mankato Free Press there.

38:41.240 --> 38:42.240
So that was really cool.

38:42.240 --> 38:45.240
I'm expected to be in the new guy coming in.

38:45.240 --> 38:47.240
I'm trying to get a lot of credit to Jacob.

38:47.240 --> 38:48.240
And I really want that to go.

38:48.240 --> 38:49.240
Absolutely.

38:49.240 --> 38:50.240
That's what I hear in the clubhouse.

38:50.240 --> 38:52.240
They come in and say, how beautiful the course is.

38:52.240 --> 38:55.240
All of them and his staff take care of it out there.

38:55.240 --> 38:58.240
So they get a lot of that recognition, I think.

38:58.240 --> 38:59.240
Yeah.

38:59.240 --> 39:00.240
Yeah.

39:00.240 --> 39:01.240
I just wanted to mention the same thing.

39:01.240 --> 39:03.240
I wanted to recognize the whole team out there.

39:03.240 --> 39:08.240
Everyone working outside, everyone working inside.

39:08.240 --> 39:10.240
Not just Kevin and I.

39:10.240 --> 39:15.240
Everyone's there working hard and contributing and got a pretty high standard.

39:15.240 --> 39:18.240
And yeah, it's being recognized.

39:18.240 --> 39:27.240
So on top of that, during COVID, we have a lot of families, a lot of children, a lot of singles come out.

39:27.240 --> 39:38.240
And because of the acceptance, because of the quality, and because of the openness of the clubhouse, the community, they stayed.

39:38.240 --> 39:39.240
Yeah.

39:39.240 --> 39:41.240
Which is quite impressive.

39:41.240 --> 39:47.240
Because they came to have an alternative to everything else that's going on.

39:47.240 --> 39:48.240
And they stayed.

39:48.240 --> 39:53.240
That's a big tribute to your group of people.

39:53.240 --> 40:00.240
And the people that used that facility, because then they welcomed them and made it comfortable.

40:00.240 --> 40:05.240
So I think it's a community award as much as you were saying.

40:05.240 --> 40:06.240
Yep.

40:06.240 --> 40:07.240
Absolutely.

40:07.240 --> 40:10.240
Proud of the reputation.

40:10.240 --> 40:15.240
You'll have some projects going on out there, or you're looking at some?

40:15.240 --> 40:16.240
Yeah.

40:16.240 --> 40:18.240
We can go there.

40:18.240 --> 40:21.240
Our rain shelter project is underway.

40:21.240 --> 40:25.240
Headed up by the Janesville Area Golf Association.

40:25.240 --> 40:29.240
Structure is framed.

40:29.240 --> 40:31.240
Rope is on.

40:31.240 --> 40:36.240
Next phase of the project is pouring the concrete slab.

40:36.240 --> 40:41.240
Hoping that's getting finished here pretty soon.

40:41.240 --> 40:44.240
And we'll have to do some final grading and seed.

40:44.240 --> 40:46.240
But it's moving along.

40:46.240 --> 40:48.240
And yeah.

40:48.240 --> 40:50.240
Looking good.

40:50.240 --> 40:57.240
So at projects we have kind of where it's sitting in the face of the summer and hour.

40:57.240 --> 40:59.240
It's almost a tournament every weekend.

40:59.240 --> 41:01.240
We started with a big cup last weekend.

41:01.240 --> 41:02.240
That won't come enough.

41:02.240 --> 41:04.240
I think there's one weekend in August and now tournament.

41:04.240 --> 41:05.240
One in September.

41:05.240 --> 41:08.240
We even got just both one October to get a big tournament.

41:08.240 --> 41:10.240
We're kind of hitting that stride.

41:10.240 --> 41:12.240
Quite a few of those things coming up.

41:12.240 --> 41:14.240
So of course it's going to be pretty busy.

41:15.240 --> 41:20.240
It's probably once you're ready to evolve.

41:20.240 --> 41:24.240
Yes.

41:24.240 --> 41:31.240
Some of you may be wondering about the clubhouse siding project that we budgeted for.

41:31.240 --> 41:34.240
Still gathering bids on this project.

41:34.240 --> 41:41.240
I was quite surprised at how difficult it's been to get some bids.

41:41.240 --> 41:45.240
I've tried to only have local companies right here in Janesville.

41:45.240 --> 41:50.240
I've asked maybe five and I've heard back from one.

41:50.240 --> 41:56.240
So I may need to broaden that request and try to get to get two at least.

41:56.240 --> 42:05.240
So still working on that and watching the budget and seeing if we can still make it fit and everything like that.

42:06.240 --> 42:13.240
Still researching that.

42:13.240 --> 42:20.240
Just looking at some equipment for next year potentially.

42:20.240 --> 42:27.240
Our current fairway mower and our current greens mower are quite aged.

42:27.240 --> 42:33.240
I believe our fairway mowers at about 3000 hours right now,

42:33.240 --> 42:39.240
which is quite a bit for a machine that's so important to us.

42:39.240 --> 42:43.240
I believe our greens mower is at like 2,200 hours.

42:43.240 --> 42:49.240
Again, that's probably the most important piece of equipment we have.

42:49.240 --> 43:00.240
We are getting bids and gathering information in that regard and we'll start working the budget out for next season and see how that all works out.

43:00.240 --> 43:02.240
How old are those machines?

43:02.240 --> 43:06.240
It seems like you've bought them since I've been on the board.

43:06.240 --> 43:08.240
Yeah.

43:08.240 --> 43:12.240
I want to say 2013.

43:12.240 --> 43:14.240
We've been running those two.

43:14.240 --> 43:18.240
But some kind of mower since I've been here.

43:18.240 --> 43:19.240
Yes, yes.

43:19.240 --> 43:21.240
And maybe I sound like a real good record.

43:21.240 --> 43:28.240
I'm definitely the guy that's going to have to ask for purchases.

43:28.240 --> 43:33.240
But unfortunately, we've neglected that.

43:33.240 --> 43:39.240
I think in previous years and it's a constant cycle.

43:39.240 --> 43:40.240
It is.

43:40.240 --> 43:44.240
So this won't be the last time I mentioned that.

43:44.240 --> 43:48.240
I don't want to surprise you guys with something of that size.

43:48.240 --> 43:51.240
Feel free to bring it up.

43:51.240 --> 43:52.240
No.

43:52.240 --> 43:57.240
I requested with Clint that we sit down and review our five years.

43:57.240 --> 44:09.240
We'll plan and take a fresh plan and just get that all out in front of you guys so you know about it and you're not surprised.

44:09.240 --> 44:12.240
Okay.

44:12.240 --> 44:16.240
Any other questions?

44:16.240 --> 44:17.240
All right. Thank you.

44:17.240 --> 44:18.240
Thank you.

44:18.240 --> 44:24.240
And congratulations.

44:24.240 --> 44:26.240
Next.

44:26.240 --> 44:28.240
Now we're at the election judges.

44:28.240 --> 44:29.240
Yes.

44:29.240 --> 44:36.240
So resolution number 22 here names the election judges for the August 11th primary.

44:36.240 --> 44:40.240
Thanks.

44:40.240 --> 44:46.240
And before the election, we need to adopt the resolution hiring the judges.

44:46.240 --> 44:50.240
Would somebody like to make the motion to move?

44:50.240 --> 44:51.240
Okay.

44:51.240 --> 44:52.240
I'll second.

44:52.240 --> 44:55.240
We have a motion and Sarah seconds it.

44:55.240 --> 44:56.240
All in favor say aye.

44:56.240 --> 44:57.240
Aye.

44:57.240 --> 45:04.240
Aye.

45:04.240 --> 45:06.240
Various contributions.

45:06.240 --> 45:07.240
Yeah.

45:07.240 --> 45:15.240
So within the last couple of months here, we have received some contributions and donations to the fire department police department.

45:15.240 --> 45:16.240
Golf course.

45:16.240 --> 45:18.240
And the music in the park.

45:18.240 --> 45:25.240
So as you know, when we get these, we need to accept them by a resolution.

45:25.240 --> 45:30.240
I'll make that motion.

45:30.240 --> 45:31.240
Okay.

45:31.240 --> 45:34.240
Sarah is first and Kyle is second.

45:34.240 --> 45:35.240
All in favor.

45:35.240 --> 45:42.240
Aye.

45:43.240 --> 45:45.240
Oh, let's see.

45:45.240 --> 45:55.240
Now we're going to, uh, didn't reveal the general budget.

45:55.240 --> 45:56.240
Okay.

45:56.240 --> 46:00.240
So we're going to look at, uh, we're going to look at two budgets tonight.

46:00.240 --> 46:04.240
We're going to look at what we basically call the city hall budget.

46:04.240 --> 46:08.240
This is the budget that has different insurance line items.

46:09.240 --> 46:14.240
Building and repair office equipment operating supplies, basically for this building.

46:14.240 --> 46:25.240
Um, it did go up a little bit from last year, but that's mainly due to the insurance increases that we put in, which we obviously know what the insurance will be.

46:25.240 --> 46:30.240
You know, in November, so I'm predicting that those numbers will go down.

46:30.240 --> 46:33.240
So this budget's actually in pretty good shape.

46:33.240 --> 46:36.240
Um, any questions?

46:36.240 --> 46:56.240
Well, um, the, uh, we're showing a 16 and a half percent increase, but I'm not seeing anything other than the insurance that really goes up.

46:56.240 --> 46:59.240
I guess there is a couple items there.

46:59.240 --> 47:01.240
Down here, do some subscriptions.

47:01.240 --> 47:02.240
Yeah.

47:03.240 --> 47:04.240
Yes.

47:04.240 --> 47:10.240
We're, we're paying into the new GIS system, which includes all of our utilities and everything.

47:10.240 --> 47:13.240
Um, well, then they did the training for us.

47:13.240 --> 47:16.240
So there's going to be an additional cost for that this year.

47:16.240 --> 47:19.240
Um, you said that the utility system?

47:19.240 --> 47:20.240
Well, it's the street.

47:20.240 --> 47:21.240
It's low to the sidewalk.

47:21.240 --> 47:22.240
Fire heavens.

47:22.240 --> 47:23.240
Yeah.

47:23.240 --> 47:27.240
Is that just the payment for this year?

47:27.240 --> 47:31.240
And then the training for this year?

47:31.240 --> 47:32.240
Well, this is.

47:32.240 --> 47:34.240
That will be next year as well, too.

47:34.240 --> 47:39.240
It's not 43,000 for that, because we have other subscriptions.

47:39.240 --> 47:40.240
Right.

47:40.240 --> 47:41.240
Yeah.

47:41.240 --> 47:45.240
But, um, so the street sidewalk portion comes out of this budget.

47:45.240 --> 47:46.240
Water comes out of water.

47:46.240 --> 47:48.240
So it comes out of sewer.

47:48.240 --> 47:49.240
Okay.

47:49.240 --> 47:50.240
That makes sense.

47:50.240 --> 47:52.240
Um, and really, I've done that.

47:52.240 --> 48:00.240
You know, when we went out the insurance, uh, electric went up a little bit, the utility bill.

48:01.240 --> 48:06.240
And we bumped up.

48:06.240 --> 48:11.240
But for cell phones, because cell phones just keep getting more expensive.

48:11.240 --> 48:16.240
Does everybody have horizon or do you have different carriers for everybody?

48:16.240 --> 48:17.240
We have horizon here.

48:17.240 --> 48:19.240
The city's phones are horizon.

48:19.240 --> 48:22.240
Have you looked at any of the other carriers just to see if anything?

48:22.240 --> 48:27.240
I haven't really, because we're with the, it's called the public safety government plan with horizon.

48:27.240 --> 48:28.240
Yeah.

48:29.240 --> 48:33.240
I did say they're getting more expensive, but they are not retail.

48:33.240 --> 48:34.240
Yeah.

48:34.240 --> 48:37.240
I feel like 40 bucks a month.

48:37.240 --> 48:39.240
It's unlimited data.

48:39.240 --> 48:40.240
Yeah.

48:40.240 --> 48:41.240
I got you.

48:41.240 --> 48:42.240
Yeah.

48:42.240 --> 48:46.240
Um, you said North City cleanup or thinking.

48:46.240 --> 48:49.240
I was going to point that out in this budget.

48:49.240 --> 48:52.240
And I believe in the 2026 budget.

48:52.240 --> 48:53.240
Yeah.

48:53.240 --> 48:58.240
We did not put this annual spring cleanup in the budget.

48:58.240 --> 49:02.240
Let me go wait over it last year.

49:02.240 --> 49:03.240
I think we did.

49:03.240 --> 49:06.240
It's average about $4,500.

49:06.240 --> 49:09.240
The last, the last three or four times we did it.

49:09.240 --> 49:15.240
Well, they were quoting us at over six for 26.

49:15.240 --> 49:16.240
Yeah.

49:16.240 --> 49:18.240
Cause we paid that whole thing.

49:18.240 --> 49:21.240
We didn't have the residents pay anything.

49:22.240 --> 49:26.240
I think if we do it again, maybe we should do a charge.

49:26.240 --> 49:32.240
Well, we, we charge for like the electronics because that isn't a difficult cost.

49:32.240 --> 49:33.240
Right.

49:33.240 --> 49:34.240
We're going to bring them up to that.

49:34.240 --> 49:35.240
Yeah.

49:35.240 --> 49:36.240
But your regular stuff.

49:36.240 --> 49:37.240
But the regular stuff.

49:37.240 --> 49:39.240
Like his Nerf guns and stuff.

49:39.240 --> 49:40.240
It doesn't cost.

49:40.240 --> 49:41.240
Okay.

49:41.240 --> 49:42.240
Okay.

49:42.240 --> 49:48.240
If you notice last year's budget went down eight percent or almost 10 percent.

49:48.240 --> 49:55.240
So if you got from the actual from 25 and you got to adopt the 26, you were down $15,000.

49:55.240 --> 49:59.240
So now you're putting some of that back in is what it looks like.

49:59.240 --> 50:04.240
So if you bet, if you balance that out, it was probably only a eight percent from.

50:04.240 --> 50:05.240
Let's see.

50:05.240 --> 50:06.240
What's that?

50:06.240 --> 50:15.240
The 9,000 on 152, the 153 will be eight, nine percent from the actual from 25.

50:16.240 --> 50:20.240
So we need to look back two years.

50:20.240 --> 50:24.240
25 to 26 was a big reduction.

50:24.240 --> 50:26.240
And now you're putting some of that back in.

50:26.240 --> 50:32.240
So the 16.5 is, it looks worse than what it actually is.

50:32.240 --> 50:35.240
If you look at the history of the dollar amount.

50:35.240 --> 50:36.240
Yeah.

50:36.240 --> 50:37.240
Yeah.

50:37.240 --> 50:40.240
And then the other budget is called accounting.

50:40.240 --> 50:44.240
That basically covers a few employees here at City Hall.

50:44.240 --> 50:50.240
And it also covers the cost for the annual city audit, the cost for the city attorney,

50:50.240 --> 50:53.240
the city engineer, you know, things like that.

50:53.240 --> 50:57.240
We put that in here.

50:57.240 --> 51:00.240
You'll see that said five percent increase from last year.

51:00.240 --> 51:12.240
So that's, that's in really good shape.

51:12.240 --> 51:16.240
Last year, only you increased $2,000 on your adopted.

51:16.240 --> 51:20.240
Why would it jump about $14,000?

51:20.240 --> 51:24.240
I added some more for auditing services.

51:24.240 --> 51:28.240
And that's, it's realistic.

51:28.240 --> 51:29.240
Okay.

51:29.240 --> 51:33.240
It just seemed like a big jump.

51:33.240 --> 51:40.240
Yeah.

51:40.240 --> 51:44.240
I was being so late in the night because you're you.

51:44.240 --> 51:45.240
I walked this button.

51:45.240 --> 51:49.240
Texas Oldman, San Diego.

51:49.240 --> 51:51.240
In, in the margins.

51:51.240 --> 51:54.240
I can see, I can see the playing field.

51:54.240 --> 51:55.240
Yeah.

51:55.240 --> 52:03.240
In the margins, you've got increases of 20 and 10 percent in there.

52:03.240 --> 52:06.240
Is that not?

52:06.240 --> 52:11.240
I, I thought we had gone to three percent of press the board on.

52:11.240 --> 52:13.240
The wages are three and a half percent.

52:13.240 --> 52:17.240
This 10 percent you see is health insurance.

52:17.240 --> 52:20.240
Okay.

52:20.240 --> 52:30.240
All right.

52:30.240 --> 52:38.240
I'm looking for a motion to approve the motion to approve resolution 2026 24.

52:38.240 --> 52:39.240
Okay.

52:39.240 --> 52:41.240
Let me explain this quick.

52:41.240 --> 52:44.240
Oh, sorry.

52:44.240 --> 52:47.240
Go ahead yourself.

52:47.240 --> 52:48.240
Yeah.

52:48.240 --> 52:49.240
We're at the general fund.

52:49.240 --> 52:50.240
Sorry.

52:50.240 --> 52:51.240
Motion to approve the budget.

52:51.240 --> 52:53.240
Well, we'll do that in September.

52:53.240 --> 52:54.240
Whatever you need.

52:54.240 --> 52:55.240
I motion that.

52:55.240 --> 52:56.240
We don't need a motion tonight.

52:56.240 --> 52:57.240
There you go.

52:57.240 --> 52:58.240
Motion for nothing.

52:58.240 --> 53:05.240
I'm simmered out.

53:05.240 --> 53:07.240
Now we're at 2624.

53:07.240 --> 53:08.240
Yes.

53:08.240 --> 53:13.240
So our assessment policy that we have for three projects, three utility projects.

53:13.240 --> 53:16.240
Over the years, we've the assessment.

53:16.240 --> 53:23.240
The affected property owners were assessed 30 percent for the cost of water, sanitary, and street.

53:23.240 --> 53:29.240
The storm sewer, there was no assessment with the storm sewer because the town was cut in half.

53:29.240 --> 53:34.240
If you remember that, half the town paid whichever.

53:34.240 --> 53:39.240
But we changed the storm sewer funding a few years back.

53:39.240 --> 53:42.240
So we need to update the assessment policy work.

53:42.240 --> 53:50.240
This new policy states the same as water and sewer that we're going to assess 30 percent of the cost.

53:50.240 --> 54:05.240
And then each of the affected properties will have the same number of them.

54:05.240 --> 54:16.240
So everything in yellow would be the recommended changes.

54:16.240 --> 54:18.240
And this is only affecting storm sewer.

54:18.240 --> 54:27.240
Only storm sewer, correct.

54:27.240 --> 54:28.240
Questions?

54:28.240 --> 54:31.240
I told my dog I'd be willing to pee.

54:31.240 --> 54:34.240
I told my dog I'd be willing to pee.

54:34.240 --> 54:36.240
I'll make a motion.

54:36.240 --> 54:37.240
Sir, make some motion.

54:37.240 --> 54:41.240
Is there a second?

54:41.240 --> 54:45.240
I'll second it.

54:45.240 --> 54:47.240
All in favor, say aye.

54:47.240 --> 54:48.240
Aye.

54:48.240 --> 54:49.240
Aye.

54:49.240 --> 54:50.240
Aye.

54:50.240 --> 54:53.240
I don't have anything else tonight.

54:53.240 --> 54:56.240
All right.

54:56.240 --> 54:59.240
I had two things before we closed out.

54:59.240 --> 55:04.240
I want to thank you all for letting me fumble through this tonight.

55:04.240 --> 55:14.240
And for those listening at home, you'll have until four o'clock tomorrow afternoon.

55:14.240 --> 55:20.240
The file for five to file for public office.

55:20.240 --> 55:27.240
There's openings on the council on the mayor.

55:27.240 --> 55:29.240
Motion to adjourn.

55:29.240 --> 55:30.240
Jim.

55:30.240 --> 55:31.240
Yes.

55:31.240 --> 55:32.240
I move.

55:32.240 --> 55:34.240
We know you will, but do you?

55:34.240 --> 55:35.240
Not well.

55:35.240 --> 55:37.240
Or second.

55:37.240 --> 55:38.240
I can't.

55:39.240 --> 55:41.240
I'll second it again.

55:41.240 --> 55:44.240
All in favor, say aye.

55:44.240 --> 55:45.240
Aye.

55:45.240 --> 55:46.240
Aye.

55:46.240 --> 55:48.240
I don't know.

55:48.240 --> 55:53.240
It's 854.

55:53.240 --> 55:55.240
I'll put 754 on this.

55:55.240 --> 55:57.240
You can put 754.
