exciting things they've been doing there as well, and 01:58.240 --> 02:01.360 it's been fun to be able to watch what they've been doing. 02:01.360 --> 02:05.920 Anyway, I've just completed my freshman year at the Capitol. 02:05.920 --> 02:08.360 A lot of stuff ended up happening this last year. 02:08.360 --> 02:13.400 I had the opportunity to be able to serve on the bonding committee, which did a huge focus 02:13.400 --> 02:18.560 on public infrastructure, and as you probably have heard, the City of Wasik is going to 02:18.560 --> 02:23.040 be getting some upgrades to their wastewater treatment plant, which has been drastically 02:23.040 --> 02:28.760 needed and impacts local communities specifically around some of the businesses that you end 02:28.760 --> 02:32.720 up utilizing that and employing people in the local communities as well. 02:32.720 --> 02:37.920 But there was a huge focus on wastewater treatment and water delivery systems, and as you dig 02:37.920 --> 02:43.360 down into the entire state, it is not just that community, but it is hundreds of communities 02:43.840 --> 02:47.480 throughout our state that are impacted by this. 02:47.480 --> 02:53.760 It's been impressive to watch what Jeansville has done as a community, specifically around 02:53.760 --> 02:58.200 what you've done as far as your infrastructure for wastewater and what you've done for water 02:58.200 --> 03:02.000 and fresh water delivery systems here. 03:02.000 --> 03:07.440 Talking to the City Administrator here has just been amazing what you've done, and really 03:07.440 --> 03:12.120 shows as a great example of what other communities need to be looking at long-term as far as 03:12.200 --> 03:16.160 they're working and trying to keep up with those systems as their communities are growing. 03:16.160 --> 03:21.680 So hats off to you as a board for making those tough decisions many years ago. 03:21.680 --> 03:23.800 It's incredibly impressive. 03:23.800 --> 03:32.800 We also did some public safety investments as far as local safety infrastructure improvements 03:32.800 --> 03:38.520 and initiatives, ended up doing some bipartisan housing packages that were aimed at increasing 03:38.520 --> 03:41.160 housing production statewide. 03:41.160 --> 03:47.440 Property tax relief, we were pushing exceptionally hard on that, didn't get everything through 03:47.440 --> 03:49.880 that we were hoping to be able to get. 03:49.880 --> 03:52.080 You also heard about the car tabs. 03:52.080 --> 03:55.200 We were able to get some relief for one year. 03:55.200 --> 03:59.280 Some of my colleagues were trying to push to quadruple them over what they were currently 03:59.280 --> 04:03.520 at, and that was a non-starter for a lot of us up the Capitol. 04:03.520 --> 04:07.400 We were able to, with the fraud that was happening in the state of Minnesota, we ended up getting 04:07.440 --> 04:12.440 the, finally got the officer, the inspector general across the finish line, which was 04:12.440 --> 04:14.520 something that was drastically needed. 04:14.520 --> 04:21.520 It's going to be a nonpartisan watchdog that's going to go in and actually go through books, 04:21.520 --> 04:24.840 find where there's fraud happening in the state of Minnesota, and actually have teeth 04:24.840 --> 04:29.440 and law enforcement capability in order to be able to brick claw that money back, and 04:29.440 --> 04:34.600 hopefully be able to stop that from getting out of control like we've seen. 04:34.640 --> 04:38.760 Some of the other things that we were able to stop was there was an unrealized capital 04:38.760 --> 04:44.160 gains tax, which would have impacted a lot of rural communities, specifically small business 04:44.160 --> 04:49.600 owners, farming operations, and then there was also the climate super fund that was trying 04:49.600 --> 04:56.760 to get passed, which would have gone back to a year before I graduated, 1995, and anybody 04:56.760 --> 05:02.400 that would have used any kind of carbon source fuel, LP gasoline, diesel fuel, you name it, 05:02.400 --> 05:05.760 it would have been a tax that would have been leveraged back against every single household 05:05.760 --> 05:08.720 in the state of Minnesota to the tune of about $8,000 a year. 05:08.720 --> 05:14.560 I don't think anybody can afford that, so especially with us in the rural communities, 05:14.560 --> 05:19.600 the livestock that we raised, the crops that we produce, it would be a huge, huge impact 05:19.600 --> 05:21.600 on everybody. 05:21.600 --> 05:28.000 But with that, I'd like to thank you for your activity at the capital for making your voices 05:28.000 --> 05:29.640 heard on a regular basis. 05:29.640 --> 05:33.920 You guys have an amazing administrator, you have an amazing county commissioner, a set 05:33.920 --> 05:38.600 of county commissioners that have been actively up at the capital, advocating on behalf of 05:38.600 --> schools. 11:46.680 --> 11:52.680 We wanted to, it worked out great to be here at the same night as Representative Allen to 11:52.680 --> 11:56.680 talk about some more legislation that's really going to impact schools if it passes. 11:56.680 --> 12:03.680 So I just wanted to give you a city leader some information about this proposed constitutional 12:03.680 --> 12:07.680 amendment on the permanent school fund and help us kind of get information out to the 12:07.680 --> 12:12.680 voters and help make sure that the voters find this ballot question that will be coming up 12:12.680 --> 12:13.680 in November. 12:14.680 --> 12:18.680 I did not know anything about this permanent school fund until I started working at a 12:18.680 --> 12:19.680 school. 12:19.680 --> 12:25.680 So on the next slide, I'll give you a little background on what it is and how it works. 12:25.680 --> 12:33.680 The permanent school fund and permanent land trusts were set up in 1858 when the Minnesota 12:33.680 --> 12:34.680 Constitution was written. 12:34.680 --> 12:40.680 We've got a legacy of valuing education in Minnesota and it was set into our Constitution right 12:40.680 --> 12:46.680 away that land, there were two parcels in every township that were set aside to generate 12:46.680 --> 12:50.680 revenue for funding public education in perpetuity. 12:50.680 --> 12:57.680 And the DNR manages those parcels and in the last 170-ish years some land has been swapped 12:57.680 --> 12:59.680 around or sold off. 12:59.680 --> 13:05.680 Today there's about 2.1 million acres primarily in the northern part of the state that is 13:05.680 --> 13:06.680 in this land trust. 13:06.680 --> 13:12.680 And then I found this is new for D. I presented at the county commissioners meeting a couple 13:12.680 --> 13:17.680 weeks ago, but I found also there's about a million acres also that are called severed 13:17.680 --> 13:22.680 rights acres, severed rights lands, and we have a little bit of that in Waseka County. 13:22.680 --> 13:27.680 Basically that is the surface of the land, does not belong to the state, but any mineral 13:27.680 --> 13:32.680 extractions or resource extractions from that land helps fund the trust. 13:32.680 --> 13:35.680 So there's another million acres of that land as well. 13:35.680 --> 13:38.680 So the DNR manages all that. 13:38.680 --> 13:45.680 They generate revenue from those lands on mineral extractions, timber harvesting, land leases, 13:45.680 --> 13:46.680 etc. 13:46.680 --> 13:53.680 So that's been one of their big jobs in the last 170-ish years is to generate revenue on 13:53.680 --> 13:58.680 the school land trust parcels. 13:58.680 --> 14:03.680 Any revenue that's generated then goes to the state investment board and the state investment 14:03.680 --> 14:06.680 board manages this trust fund and all these dollars. 14:06.680 --> 14:11.680 They also manage some other trusts like our public employees retirement trust and the 14:11.680 --> 14:12.680 teachers retirement trust. 14:12.680 --> 14:15.680 So they do a lot of work on investing Minnesota dollars. 14:15.680 --> 14:23.680 And in the Constitution are some very specific rules about how those distributions from the 14:23.680 --> 14:26.680 endowment fund are sent to the Minnesota Department of Education. 14:26.680 --> 14:32.680 Today, that fund for this permanent school fund, this endowment fund is valued at about 14:32.680 --> 14:35.680 $3 billion right now. 14:35.680 --> 14:40.680 So then once the Minnesota Department of Education gets that annual distribution, they look at 14:40.680 --> 14:44.680 how many students are in Minnesota and they come up with a per pupil amount. 14:44.680 --> 14:49.680 And then they allocate those dollars out, that distribution out to the school districts based 14:49.680 --> 14:52.680 on how many students are in that district. 14:52.680 --> 14:59.680 So Minnesota Department of Education in recent years has gotten about $58 million from that 14:59.680 --> 15:00.680 endowment fund. 15:01.680 --> 15:03.680 So that's kind of how this all works. 15:03.680 --> 15:10.680 And a couple, several years ago, a couple issues were brought to the legislature. 15:10.680 --> 15:14.680 One of them is that this fund's value has been growing substantially. 15:14.680 --> 15:19.680 And it has far outpaced the distributions that have been going to the school districts. 15:19.680 --> 15:22.680 And that the distributions can vary from year to year. 15:22.680 --> 15:23.680 The market's great. 15:23.680 --> 15:24.680 We get a lot of money. 15:24.680 --> 15:25.680 The market's poor. 15:25.680 --> 15:27.680 Don't get so much. 15:27.680 --> 15:31.680 So it's been difficult for the Minnesota Department of Education to help the districts understand 15:31.680 --> 15:34.680 how much we'd be able to get year to year and help us budget. 15:34.680 --> 15:41.680 So in May 2024, the legislature put together a task force to kind of look at the past performance 15:41.680 --> 15:47.680 of this endowment fund, look at what other states are doing, do some projections, and come up 15:47.680 --> 15:53.680 with some recommendations on how to best calculate and distribute funds from this endowment fund 15:53.680 --> 15:59.680 to help preserve it, but also see if there was a way to increase or level out or have 15:59.680 --> 16:06.680 some better practices since funding vehicles and investment practices and things have changed 16:06.680 --> 16:07.680 in 170 years. 16:07.680 --> 16:09.680 So what could we do today? 16:09.680 --> 16:11.680 That might be better. 16:11.680 --> 16:15.680 So the task force has some recommendations. 16:15.680 --> 16:21.680 There's a link on the bottom of this slide to the permanent school fund task force report. 16:21.680 --> 16:26.680 It's about 86 pages long, and you'll get all the information on all the studies they did 16:26.680 --> 16:29.680 and the work they did. 16:29.680 --> 16:34.680 But all the work that they did, they brought three recommendations to the legislature in 16:34.680 --> 16:35.680 January. 16:35.680 --> 16:38.680 And the first two recommendations kind of go hand in hand. 16:38.680 --> 16:44.680 The first part of the recommendation is to pull those directions and directives and instructions 16:44.680 --> 16:47.680 on how this distribution happens out of the Constitution. 16:48.680 --> 16:53.680 So they want to propose an amendment to the Constitution to make the language allow for 16:53.680 --> 17:00.680 the legislature to make changes and look at how this fund is working and have them follow 17:00.680 --> 17:07.680 best practices and make law that way rather than have this all so specific in the Constitution. 17:07.680 --> 17:09.680 So that's kind of what the first two recommendations are. 17:09.680 --> 17:14.680 And then the third recommendation is their recommendation on how these distributions ought to be 17:14.680 --> 17:15.680 calculated. 17:16.680 --> 17:21.680 So rather than taking just the interest and dividends from a particular year, the task force 17:21.680 --> 17:26.680 recommends taking a look at the fund balance and the value over three years and taking an 17:26.680 --> 17:33.680 average of that value and then taking a four and a half percent portion of that and distributing 17:33.680 --> 17:34.680 that to the schools. 17:34.680 --> 17:37.680 So it would really even out the dollars that we're getting. 17:37.680 --> 17:43.680 And so year to year we could kind of have a better guess as to what the distribution would 17:43.680 --> 17:44.680 be to the schools. 17:45.680 --> 17:51.680 So that link there, if you really want to read it all, it's stimulating and interesting. 17:51.680 --> 17:54.680 There's a lot of charts and graphs in it too. 17:54.680 --> 18:04.680 So from that came some bills that we'll go into effect if this ballot question passes. 18:04.680 --> 18:10.680 So one of the bills was to have this proposed amendment and have a ballot question. 18:11.680 --> 18:16.680 And then if it's votes yes, there's some more bills that will go into place to help, you know, 18:16.680 --> 18:19.680 once that language is out of Constitution, it would now be in law. 18:19.680 --> 18:25.680 So the question is, you know, shall the Minnesota Constitution be amended to increase the funding 18:25.680 --> 18:29.680 going to school districts from the permanent school fund, which is a fund that supports 18:29.680 --> 18:34.680 school districts without raising individual income or property taxes effective July 1, 18:34.680 --> 18:35.680 2027. 18:35.680 --> 18:38.680 So that will be a yes, no question on the ballot. 18:38.680 --> 18:45.680 Historically, yes, no questions on ballots are skipped a fair amount of the time. 18:45.680 --> 18:47.680 You know, people maybe don't have the information. 18:47.680 --> 18:49.680 I'm not really sure what to vote on. 18:49.680 --> 18:51.680 I'm not sure if they support it or not. 18:51.680 --> 18:56.680 So we're really asking as a school district that, you know, as you're out talking to your constituents, 18:56.680 --> 19:02.680 talking to coffee, talking to your family that they seek out some information. 19:02.680 --> 19:06.680 There's a lot of information and resources, which I'll get to in a little bit too. 19:06.680 --> 19:09.680 And have them look for this question on their ballot in November. 19:09.680 --> 19:13.680 And, you know, Mark, yes or no, whether they would like to support it or not. 19:13.680 --> 19:16.680 Again, this has no impact on any taxes. 19:16.680 --> 19:21.680 There's no income tax or property tax change at all if they vote yes. 19:21.680 --> 19:24.680 If they vote no, things would just stay the same as they are. 19:24.680 --> 19:28.680 We'd continue to just get our distributions based on the Constitution. 19:28.680 --> 19:33.680 If they vote yes, it would update and modernize the way the fund is handled. 19:33.680 --> 19:37.680 So then that's kind of the big overview. 19:37.680 --> 19:41.680 If we kind of look at what's that going to do around here, 19:41.680 --> 19:44.680 I pulled together some of our neighboring districts. 19:44.680 --> 19:49.680 Jamesville's on the second row there and the JWP district is on the second row. 19:49.680 --> 19:56.680 But we've got our neighboring districts too to kind of show if we were to move to this new calculation 19:56.680 --> 20:00.680 to the distribution how this could impact our districts. 20:00.680 --> 20:05.680 That third column there, that's the final ADM 202324. 20:05.680 --> 20:08.680 ADM stands for average dealing membership. 20:08.680 --> 20:15.680 And so basically on any given day in 2324, you'd find that many students getting instructed in our districts. 20:15.680 --> 20:23.680 So JWP ended up with 623.87 students on average on a given day in 2324. 20:23.680 --> 20:30.680 And then in 2425, we received this 42,529 based on the number of students we had. 20:30.680 --> 20:35.680 And that year, the per pupil amount was at $68.17. 20:35.680 --> 20:41.680 So you can see what all of our districts received from this endowment fund in fiscal year 25. 20:41.680 --> 20:47.680 So if we take those same numbers and say we had looked at what we had in 2324, 20:47.680 --> 20:53.680 what we could have received in 25 with that new calculation, 20:53.680 --> 20:59.680 that would have put us at about $96 per pupil calculation from that distribution with
