We also received approvals for the two CSMs that appeared for you. The first one was the St. Francis in 31st. that was the right-of-way vacation, as well as the three-parcel CSM over on 35th Street. And then the landscaping plan for 7800 West Layton was also approved. All right, thank you. Item four is the signage plan appeal for conversion and height extension of existing double-sided billboard. So I'm located 10521 West Layton, submitted by Matthew Gilson doing business as Lamar Central Outdoor LLC, represented by Frank Voss. Thank you. So the existing sign is shown on the right there. It's currently a static sign. It's also currently 52 feet. What we're looking at here is a conversion of that double-sided billboard to be digital. The Electronic Message Center, EMC, a portion of that must comply with section 1919 of the sign code that regulates brightness, how often it can change, motion, all of those items. In addition to the billboard being digitized, it's also going to be raised. The photos on the right show the current. And this is what is being proposed. It's going to be raised by 10 feet. To achieve this, a crane will be used to remove the existing static signs. And then the post will be modified to increase the height by 10 feet. And then the new signage will be installed. This does not go to Common Council. Plan Commission has the sole decision-making authority regarding signage. Staff recommends approval of the signage plan. You know, the ironic thing about this sign location is when Peterbilt was there and they decided to build the office complex, they promised that that sign would be removed from that location when they built the office building. And apparently our building inspector at the time didn't think that was an important part of Plan Commission's wishes. Albeit, I don't want an old static sign there anymore. I'd rather have a new funky digital one. But unfortunately, I think that may be seen from a neighborhood that might be more than 600 feet away, but it will be seen. Yeah. So it's kind of strange is the lower picture right there. I don't know if you can see. I don't know if there's no way to do the thing like that, right? That's where I live. We're going to cross from that red dot, literally. Yeah, I'm right there. I don't have an objection. I mean, whether it's the only thing that I would be concerned of with all of these billboards is the LED technology has improved dramatically to be certain that the way that the I use a guy from Walmart, you kind of look like a guy from Walmart. Yeah. It's the shade too nice. Subliminally, you know, that really worked well. I mean, the concern is that there was another billboard proposal, I think, on 102nd in Oklahoma, somewhere over there, or it's coming up. It's coming up. And there was one on 894 immediately east of where your old Lamar sign would was in the stadium interchange over there. I'm not sure if you're familiar with that, where the turf sign is now. The technology for the LEDs to stay focused on the lines of sight on the road, as opposed to the, I don't know what it is, the bleeding over is really important. Literally from the house that I reside in, I can see seven or eight billboards along the freeway. And the ones that are the newer ones tend to be less obnoxious and obtrusive compared to the older ones, the static ones, generally. So I hope you, you know, I mean, I think as a condition of this is that the staff is comfortable that that technology that I think we're more well aware of and cognizant of and have a little bit better expertise that that technology is used on this billboard than otherwise I'd have no objection. We did reach out to Wauwatosa to see how did it go. They said no issues. They said it basically operated at any one of their other parks and rock add-on activities in terms of how well we're in. Are they here tonight? They are going to have three barrel saunas. Those are located here. They're also going to have changing rooms with locking doors. They'll also have lockers. They have a cold shower that is located in the semi-heated greenhouse there. The cold shower is serviced by a hose and then the water is dumped over the individual. There's no soap or anything. So from a regulatory standpoint, it is not considered gray water. So it basically gets regulated like a splash pad would. I mentioned that just in terms of in case you care about sanitary and sewer lines and all that kind of stuff. But that is how it is run. The hours of operation, they are only open when bloom coffee garden is also open. So if bloom isn't open, they will not be open. So they're only open together. This is their proposed hours. They have two full-time employees. Bloom was reviewed back in April of 2024. There's no new issues. Staff recommended. Such nice people there, don't they? No. All right. Item 9A, 9B, Special East Front for Gold Coast Subs Food Truck, a proposed food truck home base located at 4263 West Lake and this is behind the business. This is also a site review for Gold Coast, which is leased from the food carol folks. So what we're looking at here, Gold Coast Subs is an existing limited service restaurant and they're just looking to add the food truck home base to this property for one food truck. The properties on C2, so it's special use. Cars of operation are 7 to 10. Daily parking requirements, 55 are required, 40 are provided, common council can waive that shortage. Site review, everything about the site seemed fine. The engineering staff here are working with the property owner regarding some concerns regarding gravel washout into a catch basin, but that is something that engineering is working with the property owner to address. The public hearing may be scheduled on October 20th. I just want to, before we vote on this, I want to point out that this gentleman here purchased the building when he was held for you, 19. He's a budding entrepreneur. This weekend, last weekend, on Saturday we had a pretty big event over at the turf. I think there are probably three or four hundred people or five hundred. There's a lot throughout the day. He had his food truck there. I think he did a pretty robust business and it was an honor having you there over the weekend. A local skateboarder kind of started it. Stage wasn't open like early on. The stage was open and music was playing from it, not bands though. We didn't get power to the turf until about one or two o'clock Friday afternoon or while. I want to point out that we would have had water. And although the Milwaukee Water Works Inspector was there throughout the entire construction process of the meter pit and said everything was great. And despite the efforts to get the water there and to get a meter installed so that we would have water at the turf, because there was water in the pit and there wasn't a ladder, even though the pit was designed consistent with Milwaukee Water Works and was approved by Milwaukee Water Works, even though there was a sump pump there that could have taken the water out. And even though there were other contractors on site that could have dropped a ladder into the pit to install the meter, the meter installer decided that he wasn't going to do it. So I want to thank... So we go through this, this is a learning exercise for especially the new ones. We spend a tremendous amount of time, staff spends a tremendous amount of time before we get to this point to make sure that everything's in order and everything is, you know, sometimes things change and sometimes we don't catch everything. But once it gets approved here and it gets approved by the council, there's another step beyond that, which is our inspectors, which is, you know, engineering stuff, and then yeah, there's all sorts of things that could happen. The thing that's disappointing to me and when other communities, maybe larger ones that are adjacent to us without naming names, do things like they did, potentially, by analogy with the water meter, you can ruin everything that you've done up until that point. As far as customer service and being, you know, getting folks to invest in your community. So it was extremely disappointing that we didn't have what, we had the bathrooms were done, the contractors, we were done. And somebody didn't want to wait around to go down a ladder that we could have, he should have a ladder in his truck, I would think. And that is just incredibly disappointing to me. So that being said, he was a rock star, he was there the entire day, I think he had a pretty good turnout, was really fun after the event. Everything was cleaned up, there were volunteers working with the folks, they had their own little orange things on, they were picking up, I went Sunday morning and looked around bright and early, the place looked spotless. Does the meter in? The meter is still not in. I did drive down the expressway coming back from the airport and did notice this big American flag from the road. Elder person Kastner was very instrumental in recognizing how important it is to provide mass to the site and thought that three flag poles would be there, there's an American flag with an eagle that goes with the wind, there's also a turf flag and a green field flag at that event on Saturday, literally had a dozen, two dozen people come up to me and say, how do I get one of them flags? The turf flag. But no, the site, the park, Eric Dresson, who was an escape boarding hall of fame was there over the weekend, really nicely, really great skateboarder. He said it's one of the top three parks in the country, the historical significance places near the top. So there were license plates from Illinois, Ohio, Michigan, Iowa, Minnesota, tons from Wisconsin, a lot of folks came up from Northern Illinois. That's any given weekend. You can go there, well, it's raining, potentially. But if you go there tonight, you'll see people from all over. That's awesome. They need a hotel to stay in. Well, we did a study and it was premature at the time, but, you know, because of, you know, but another quick thing, next door to the turf, and the reason I'm bringing this up is because he was at the turf, so I'm stretching what I can say, it sounds like the building's next door, the big tech, light industrial spaces that should be starting in three to four weeks or sooner, so that's a good thing. Thank you. For the Cobblestone Hotel and Suites of Provost Hotel to be located at 8,900 Cera Lane, submitted by Jeremy Grisbach, doing businesses, Cobblestone Hotel Development LLC. This is also the site landscaping and architectural review. This is a matter of first impression for most people, so. So what we're looking at is the final building pad in 84 South, which is incredibly exciting to really see it to the very end here. So, Cobblestone Hotel, in Suites, they're going to construct a four-story building. It'll be approximately 36,800 square feet. The property is on PUD, which is a special use. However, very similar to the other projects that have appeared in 84 South recently, such as Cooper's Hawks, Starbucks, Chipotle, all of that, because there was an intensive amount of public participation during the 84th South Creation Project. In the past, public hearings have been waived by Plan Commission for these projects. Therefore, Plan Commission may choose to waive the public hearing requirement for this as well. Five full-time employees, ten part-time employees. It's going to be not only a hotel, but it'll have an indoor pool. It'll offer continental breakfast, a fitness area, beer, and wine bar. It is a hotel, so the hours of operation are 24, 7, 365. The hearing requirement, 66, are required. They will provide 124 spaces that does include the ones down here as well. This, if the public hearing is waived, it could be expedited to next week's Common Council meeting on September 15th. Just looking through some elevations and materials, the elevations are shown. The South Elevation here is the primary entrance that faces into the 84 South property. The North Elevation is what is going to face the freeway. In terms of materials, they are proposing a thin-stone veneer, which is over here, and then they are going to have cement siding. Even though the color swatch is solid, it's a siding color, so there's going to be lots of lines. It's not going to look like ethos at all. Over on the right, I'm just showing a picture from their recent building that opened up in Waukesha. It has the same, the stone veneer is the same. This is Efis, so we won't have that portion of it, and they aren't proposing any of the dark color, but I just wanted to show kind of what this little square looks like when you put it on a whole building and a whole side of the building. Can we stop there and I complain maybe? See how that picture of the Waukesha building and the elevation of the brown area is higher than the rest of the building? I don't see any of that differentiation in the building that is being presented here, and I think that would help tremendously on the design and feel of the building. You're saying just before the dark area? Where the dark area is, similar to where the entrance, bring it up like this one is to give it more, because that's what you're going to see. You're not going to see the cars parked on the parking lot. You're going to see this beautiful building with this kind of, now you'll see kind of an up and down, it'll look, no, no, no, I'm just saying you just need that extra height above the roof light like you did in that one, exactly right there. I actually like the brown area. I think we can get a Hyperion, so I don't think that'd be an issue. Based on the, and I don't know what it is on top of my head, but the Aurora building's five stories, so yeah, so I assume that the PUD allows for up to five, so I don't think you'd be carrying on that. I like to be sharp as well. I like the brown, actually. I'm sorry, I'm not using the right terminology, and if one of our designers, they'd all are happy, but I think you'll understand what I'm saying. That's dimension. Yeah. I like that a lot better. So basically, the same design, the same design as Waukesha, except where the EFS is, it'll be the cement board, hardy board that we use, that'll give it the lines and draw it in. Yeah. Okay. So we're not looking to be a conference center or anything like that, but there are, you know, whether it's a gift openings the day after a wedding could be the get ready for the wedding room, you know, like the bridesmaids prep room can be rented out during the week for offsite meetings and the such. The weather is going to have to cooperate and we're going to have to have a few things go our way. So normally it's 15-ish months by the time we start pushing dirt actually opening the doors. Question for you. What's the going rate for? You know, it's really market by market. The feasibility study that was done suggested that the average daily rate should average somewhere around that 150-ish mark. And again, that season, there may be nights in the busy times where we're getting $300 a night, but there may be a Tuesday night in December, January, February, March that we'd be happy to rent your room for $109 or $119. So it's a commodity that expires every night and once you didn't sell it, you can't ever sell that night. Yeah. That's true. But I mean, we're upper middle class. Yeah. You know, I mean, it's very comparable to one of the big brands. We're based out of Nina, Wisconsin. We're 161 hotels open or under construction in 26 states. My partner and I own the brand or the franchise company, Cobblestone Hotels. We own a general contracting company that'll be the builder. We have a management company that we own that'll operate it out of the 161 hotels, about 30 of them are corporate stores and this will be another corporate store, where we'll be the majority owner. So I live in the Piwaki area, spend a lot of time over this way. And we started talking about this with the guys from Cobalt on the land and then I was introduced to Mayor Nitsky. It was interesting because 30 years ago, my wife lived in Overlook Farms when I started dating her and I drove by here all the time living up in Hartford and I never had a dream up building a hotel and now it's really cool because you guys have done a great job with the city, but that development also just, it's kind of really turned that whole area around. What does your son do? There's a lot of my money, racist stock cars. So there's an Allen Quikki connection there too, which whenever Greenfield pops up Allen Quikki and that's another thing to, with this Main Street prototype, we'll be building all the guestroom artwork, our local historical pictures. So there will be at least some way somehow an Allen Quikki picture and then there's actually a mural in the lobby, like a wallpaper mural on one of the walls of a local historical picture. So I normally don't get involved in that but I'll be big in a favor or two from our operations people to have a pick or two on some pictures. So his son is a pretty accomplished, new or younger accomplished race car driver. What, what, is he driving trucks now or super late models and then a Midwest truck series he's dabbled a little bit and some of the bigger truck stuff, NASCAR wise, but as he said, his dad doesn't love them that much. I just want to give a couple updates on a couple occupancy permits. The next month's big things come in Elizabeth presidents is going to come back for conceptual review. So they're going to be looking just for some feedback on that again. There is a new user going to VC beauty school. So pretty prepared for a rezone and a CSM for that. And then I just wanted to give a quick update on 33 22 West Layton Avenue. That is where Mr. Chicken is located after months of a lot of work from staff and the city attorney and emails and all that kind of stuff that they are implementing their landscape plan now and they are actively taking out the asphalt. If you remember that property over on Lumis it has the paved the whole back part has a really steep part coming right off the alley and that's being ripped out. It's going to have a retaining wall and landscaping and it's really just going to look a lot nicer. So after eight years we're finally getting what we were promised. Oh, I think it's longer than that. It's been 27 years. Well, I've been here for eight years. Since pizza. Yeah. We did. I did look at the old historical and since the building was built in, what was it, 67 70 something is all been paved. So we're very excited for it to not be entirely paved anymore. So that's all I got. Just one quick thing under community development report. So like when you're the mayor and stuff you want the city to be a better place and you want it to be active, activated. You want people to visit your city a lot, right? I think we all do. I mean that's kind of what we do what we do. So over the weekend I was at the turf event, right? And I left there and it was really active. And then I drove down Loomis to Layton and I took a right. And I drove by Conkel Park where the stuff was happening at the beer garden. And then I went past that and the miniature golf course was pretty active at that night. And then I went a little bit further and I got to the house of Harley event that was going on. It was pretty active. And then I went through the row construction of, you know, which is supposed to be done. It'll be done by October I think, right? And then I went, you know, past cops and it was it was hopping, right? And then I went, I kept going down late in Avenue and I looked at Cooper's Hawk and it was pretty darn crowded and like all of the stuff that we've been trying to do for a really long time. I can recall a time, you know, I could, I could take that trip 20 years ago and there would have been, you know, an old tool and die environmentally sensitive problem at the turf, right? And I could have taken a right and Conkel Park would have basically been a field with concrete blocks protruding from it with no activation whatsoever. And a volleyball court kind of off an asphalt thing, there might have been a softball game. The miniature golf course may have been going, but it didn't, even 20 years ago was, it was a little challenged, right? House of Harley, 20 years ago was part was a hardware store. If you'll remember that and a lampshade place, I think. Do you remember all that? That was an 80. It was a 20. Well, 25. 30. Right? But it doesn't look like it, 20 years ago, it didn't look like it looks now. I think the new house has definitely been in there. And you know, and cops probably look, I think it didn't have the corner was there with the gas station, which is why, you know, they can't build on it for a while. So that's kind of why it is what it is right now, you know, as a meditation kind of area. And 84 South was the old sign-offles on the corner and those homes, right? The landscape in 176th Street wasn't there either. No, wasn't there, and it needs to be kind of spruced up a little bit. Oh, yeah. Is there anything that's coming here? Coping with an 84th Street, right across the street from 84 South. Now there's a sign there that says development opportunity. So I'm not quite sure what that's about. Just to get into the parking lot, we had to wait 10 minutes for it to come in. Oh, my goodness. And there's eight percent acre in the park. We have over 120 pounds. Yeah. I just think. And you go inside. And it's all the wall people. It's a gas station. Yeah. Well, with a Walmart at the edge. Yeah. So, yeah. Pretty much like a, yeah. I don't know. I don't know. So, this is, I just, community, and I know we want to get out of here, but under community development report, I'm stretching it here a little bit. But back when 84th South was started, that was the same time that Akia was looking around, right? And it's like, why don't you put in Akia there, right, on the 40 acres? So, Akia would take the entire 40 acres. I don't know what Akia's are worth. So, do you want to, in Akia, 40 acres of your most valuable property? Or do you want sort of a really true mixed use development that's worth 200 million? So that's always the challenge with some of that stuff across the street, over at spring wall. And it sounds like that's still moving along. There was an article in the paper about Mandel last week, if you saw that, it should have no material impact on anything that's happened. Yeah, they sold off, right? And they sold off? I think they sold off parts of it. So, that stuff's all complicated, it's all taxes, and it's all this and that, but, so you could, you know, do you want to Woodmans or, and Woodmans isn't going there, although they looked at the site once. Do you want to Woodmans that's worth 18 million, or do you want housing that brings more people to your community? It's $56 million, so you kind of want, you know, and it is naturally mixed use, there's a pharmacy there, there's a grocery store there, right? Bike trail? There is a bike trail there, there's a restaurant there, that's going to- The access to Willard's fourth home in the fridge, or is it just a free spot? So you're constantly, oh, why don't you put a target there, right? Well, you, we can put a target there, but it's worth, right? And you could have other things, and, you know, maybe some of those communities like Oak Creek and Franklin that have a lot of land, you know, they can, once you put a target there, you know, we'll come visit, right? So just- And then there's such values, always a problem, right? They always- Yeah. Challenge to assess value, which also is a problem, right? With those big box stores or something. Yeah, so we, I don't know, this is under community development managers report. We have been involved in litigation with Walmart for a number of years. Yep. We received a decision last week that was advantageous to us at the trial court. I suspect that they're going to appeal, because it wouldn't be a good thing, necessarily, for them. But that's the other struggle is that these- That's why I'm trying to get the grass cut dude, seriously. It's like they have a lot of the property. We put a lot of resources into them on a daily basis, and then they turn around and come back and say, you know, our property is worth less than way less, way, way less than what we paid for it, not even the bill, just to buy it into environment, right? Yeah. I'm just saying, right? That's a struggle, right? A more diverse tax base that isn't reliant on one big thing is usually better. So, anyways. Hey, Gina, do you have an estimated time for that building that's on 51st and late in there across from Conkel? I do not. I mean, it's all in the inspector's hands at this point in the- Is it? Is this moving slower than I would expected? Having gone through the construction, I have a shelter recently at the turf, you know, which was supposed to be complete by the middle of July, but the block was this and they couldn't get that. Yeah. Contractors are really- They're stretched thin, so even his hotel, you know, 12 months, 15 months, 18 months to build this thing, right? Wow. Why can't you build it quicker, right? Because things just take time. I think the weather is- The lead time is on, like, electrical switches and a whole bunch of other stuff are incredible. Crazy. The buildings that I talked about on Loomis that are going to be going up, the precast, as I understand it, the precast concrete walls, right, have been pre-ordered for months. Just to get them in queue, to get there. So it's not like you can just go to Menard, just like, hey, throw some concrete panels on the back and let's go build something. It's- The tariffs, clearly, are going to have some challenges, I think, with Canada, with other prices, maybe, right? I mean, that's- That stuff is- I mean, that has real impact.
