Before I get to the couple of proclamations that I have, I just wanted to say that our 10th annual car show at Conkel Park was over the weekend. I think we had well over 550 participants that registered, does that sound right? Yeah. There's a great show. I want to thank Park and Rec. They pulled it together great. We had some logistical challenges that a week out that were overcome, and it turned out to be a great show. The turf is open. The parking lot is in. The storm water system is in. The flag pulls are up. The parking lot lights and lights are in. We still don't have water, but we expect to get that on Thursday, hopefully, if we can get that done. We had an event there two weeks ago, I believe. Not a city event, but an event by the folks from creature skateboards. We had Eric Dresson, who's a Hall of Fame skateboarder there, probably three, four hundred people at the event skating the old bulls, which was kind of cool to watch. A lot of folks from out of town came in, flew in from out of town to attend. It was really quite the event. Power line three, the extension of the power line trail, which I think is going to be called the inner urban south trail or connection from roughly late or 99th and late to the hills corners municipal boundary on Edgerton. It used to be a trail that went through there a long time ago. We energies took the bridge out, so you couldn't use it as a trail. We received state grant funding. The bridge is back in. The path is in. The landscaping has been completed over the last couple of days. Might still have a little bit more to do, but that path should add to our trail network pretty quickly. 116th in Morgan, which is the old, it's known as the Alice Chalmers dump site. It was a site that was once a quarry a long time ago and was filled with industrial waste over the years. The company that owned it, and Carl, correct me if I'm wrong, the company that owned it, took no ownership interest. It didn't pay any taxes. Chris Abley, foreclosed on the property, took it back. If you drive up to 116th in Morgan, you will see that it looks like a barren field. It was an environmental disaster underground. They did the, the county did the, as ordered, did the approved DNR plan to cap the entire site. So that looks like it's getting close to done. I'm not sure if it is done yet. Spring Mall, the last I've heard about Spring Mall, and it's been vacant now for 10 or 12 years, partly because then Pick and Save continued their lease on it, so there wasn't any competition, and then it went through some ownership changes, including the city owning it. It sounds like that's on track to begin in January with Fingers crossed. There's some, the financial markets right now are a little bit chaotic, and the equity that's required requires a little bit more than it normally would. It sounds like finally at 894 in Loomis in what's known as TID-8, which is north and south of 894 at Loomis, the third apartment building is I think it's up to three floors that should be completed by spring. The area north where the old interchange was in the old park and ride lot, there will be, it sounds like, two technology, light industrial buildings, beginning construction there in three weeks or four weeks, I think. So that's good. Also under Mayor's report, I have two proclamations. The first one is Greenfield Classic lanes, which many people probably recognize as a long standing institution on Layton Avenue, right about 54th, 53rd 54th Street, celebrated their 30th anniversary. And it's because we have all these public hearings, I'm just going to say at the end, with all the good things that they've done, and it's in the proclamation that I, Michael Knight's, keep my virtue of the authority vested in me as mayor, and on behalf of all the citizens of Greenfield and the common council, do hereby proclaim September 15th, 2026 as Gina Dara Shuski and Classic Lane's Greenfield 30th anniversary day in the city of Greenfield. Gina has been a wonderful human being for all of the time that we've met her. She's always involved in everything I think everyone here would agree with that. It's the kind of business that you want in your community, and they're still a bit busy, and there aren't many bowling alleys left, but her seems to be very successful. And it adds something of value on our little main street there in our city center. Additionally, I would like to, by the authority vested in me as mayor on behalf of the citizens of Greenfield, proclaim November 2nd through the 6th, 2026 as crash responder safety week in the city of Greenfield, while I won't go through all these numbers and all the things that they do, the citizens of our community and their visitors and the folks that work here should be very proud of our EMS and police department services. I can assure you that they're busy, they're busy more than folks think handling issues that go well beyond the kind of mayor, mayberry stuff that you may remember on TV or even Adam 12, if you're old enough to remember, anybody remember Adam 12, somebody remember Adam 12, mark over there, remember Adam 12. So they've become social workers, they've become psychiatrists, they've become sharpshooters, they've become all negotiated, they're doing all sorts of things, mental health professionals, those kinds of things that are emergency responders and our dispatchers deal with on a daily basis would probably shock you all. I'm very, very proud of the folks in that if you're in an accident, you're in a crash, you're in something bad happens to you, that there will be the kinds of services that you need and expect promptly. I will just say because there's a full house here about a month ago, one of my very good friends had a heart attack at the turf and I won't get into his name and I won't get into the specifics, he coded twice there, he coded twice at the hospital, there were some volunteers that came and provided CPR, he cleared his mouth to provide breathing before the paramedic got there, it did not look good, I just wanted to say that at the event on Saturday he was back to skating at the turf, so no strokes, no nothing bad and a lot of those kinds of, a lot of that is the result of the people that provide those services to all of us, sometimes another pastor said you know we wish them well and all of that, those wishes really need to be there on a daily basis, they do wonderful things and in that case they save someone's life, it's not the first time, it won't be the last time, oftentimes it goes unrecognized, but I'm very, very proud of those folks and the services that they provide. Okay, next, automatic reports, are there any announcements? Citizen commentary, so typically during citizen commentary I see that there are four people here, you can come up and speak, usually we try to limit it to three minutes, I'm not going to hold you to that if you have something really important to say and it needs longer, you will certainly have that, I do know that I see a lot of people that are here for public hearings not trying to rush anybody, but that would be great, okay, Richard Bartz, 8700 West Forest, Tom was first, remember too that we can't engage with you, this is just, you're saying your piece. Avenue, I was here two months ago in regards to a written petition, in regards to the traffic control in our subdivision, and I have gone to another meeting that Mr. Bailey heads up and there has been no, to my knowledge, no work done on it. People from KinderCare continue to turn into the subdivision, people continue to speed through the subdivision, and I'm at which end with trying to figure out what else citizens are supposed to do. We come to this board, and I've spoken to you a number of times, and this has gone over for a number of years, and as far as I'm concerned, I think you guys do a good job, but on this thing here, it falls on deaf ears, and I'm disturbed about that. I still have the petition, a number of the people in the subdivision have signed that, we've gone through all the statutes that are in the Greenfield's protocol, and I've cited all those, and I've given that to all of you, and I still have not gotten a response, and without you saying, I don't know why or you can't, because you don't want to engage with me at this time, I want to know why something isn't being done about it. I need someone to tell me why this can't be done. I see in the Greenfield's website that this board has the authority to change things, and I brought that up to you guys two months ago, and at Phil on deaf ears at that time, said it was going to go in for another committee, the committee that I was told was going to get things done, and it still isn't done. Now, outside of what I've done so far, I'd like to see this put on the next month's agenda so that we can engage on it. For informational purposes, I'm not engaging with you, and I'm walking a fine line here. I can assure you that something is being done. The Common Council is generally a body that is by consent agenda. Things happen at committee, by design, that's where most discussion occurs. I can assure you that Mr. Katz and I have had discussions with regard to traffic flow, speed limits, all of the things that you've presented, and we had the discussion last Wednesday or Thursday, and we had it, if today's Tuesday yesterday. Very good. So, just so you, it doesn't fall on deaf ears. All right, I'm just looking for results, because it's been going on for years. I've talked to kinder care personally, I've talked to their patrons, I've talked to the police, and I've talked to you guys, and it's been over years now, and last time I was told to get the petition together, and I did that, and the neighborhood is waiting for results. I just had one other topic, and that's the landscaping on Forest Home Avenue on 87th and Forest Home, and that's on the frontage road. I've been directed to tell them that they said that it's owned by the state, the state contracts that are county, to take care of the landscaping, the county won't cut it, because the grade is too steep, and now we have grass and critters running through the grass that's 30 inches tall. Now, if a resident had that, they'd be fined, but because the state owns it, and it goes through the city of Greenfield, nobody does anything about it, but us, as homeowners, have that in front of our homes, and I'm going to ask you, hypothetically here, because I know you won't respond, do you want tar with weeds growing through it, and 20 and 30 inch grass growing in front of your house, and what do you think that will do to your property values? I want you to contemplate that when you decide what's going to be done about what took place as a finished project on Forest Home Avenue. Thank you. Thank you. I just want to say how wonderful this community is, and has been to my family and I, and I'm really proud of the people who live, work, and take care of our community to keep beautiful and safe. I've spent the last 13 years of my life serving older adults in a senior living community. They come from a generation, multiple generations of people who know the importance of humanity and also know the cost of liberty. I feel blessed to talk to and learn from these individuals and people who embody our nation's history and values. I decided to share my thoughts today on automatic license plate readers or ALPR cameras, including the flax safety cameras that are deployed in our city and how they pertain to our freedoms. I'm not here to tell you what the cameras do. I think everybody here knows exactly what they do and are acutely aware of the capabilities of these systems, but I really think we need to bring this topic into focus. I believe we'd all agree that we support a safer Greenfield, but if we lose our humanity in the process, what have we actually achieved? Is it worth trading our humanity and freedoms for surveillance cameras that the majority of people do not support? The majority of people who do support the cameras frequently say, what do you have to hide if you're following the law? What happens when the laws are changed, especially in the politically polarizing environment that we currently live in? Technologies like ALPR cameras are collecting data using artificial intelligence, and we don't know how it may be used in the future. There are virtually no regulations or guardrails in place for these law enforcement tools. Flock also offers AI powered drones that automatically follow suspects identified by these cameras. We already have well over 100 people that have been found across the country to be misusing these stationary, pole-mounted cameras to stalk their exes or worse. Let's try to imagine thousands of flying cameras in the future. It's not great. Your privacy won't be guaranteed and not necessarily even in your own home, which is a really dystopian future that we have the opportunity to stop here. I feel blessed to live here in the United States of America and in Greenfield, Wisconsin, and I long for a version of freedom in this country that our grandparents lived in. I want all of our children to grow up with more freedoms than we have today. Liberty like that is totally possible. If we take a stand now to stop our inevitable slide down the slippery slope of invasive surveillance equipment like Flock ALPRs and their counterparts. I just want to leave off with a quote from Thomas Jefferson that he wrote to James Madison 239 years ago this year. I prefer danger as freedom over peaceful slavery. Thank you. All these observations captured, indexed, and made searchable and shared, all in the name of safety. Imagine that timeline was an ordinary Greenfield family's Tuesday. Today. Now, let me tell you what actually happened. Less than 20 minutes from here on August 6, two people were subjected to a high-risk traffic stop on I-94 in Brookfield. Out of their vehicle, at gunpoint, all because a Milwaukee police failed to remove a flock safety alert after clearing that specific vehicle. One human error in Milwaukee was propagated through an automated system and to another jurisdiction, where innocent people were ordered out of their vehicle at gunpoint. In a separate case, a former Milwaukee police officer was convicted after using this exact same system for 179 personal searches, involving his romantic partner and that partner's ex. Good evening, mayor and common council members. And here today, to discuss Greenfield's contract with flock safety, just as Don was, for automated license plate readers or ALPR systems. In theory, the system sounds great. You deploy a bunch of cameras across the city to read license plates. Share this data with other agencies, cross-reference those plates against the hot list, generate alerts, and give officers investigative leads. Who wouldn't want to use a system like that to solve crime, right? Well, unfortunately, it's not that simple. The risks I described at the beginning are not hypothetical. The Brookfield stop and the Milwaukee misuse happened right here in southeast Wisconsin. Ordinary citizens who are suspected of no crime can have their vehicle movements captured, indexed, searched and shared across a network of law enforcement agencies across the country. I don't want my children to grow up in a society where simply moving through their community creates a searchable government record of where they've been and who they've been with. Every elected official sitting before me and before us today took an oath to uphold the Constitution of the United States and of Wisconsin and to faithfully discharge the duties of this office. Carpenter doesn't decide the constitutionality of the flock system or flock cameras. But the Supreme Court has recognized the privacy interest in the whole of a person's physical movement. When government technology makes it possible to cheaply catalog and retrospectively search those movements, I believe that this council should take that constitutional warning seriously. The question isn't whether an officer can see my vehicle on a public road. Of course he can. The question is whether a government should build a searchable database of vehicle sightings that can be used to reconstruct people's movements accessible across hundreds of agencies who without individualized suspicion. According to records provided by the police department, Greenfield shares its flock data with more than 563 external agencies. Locally we only have 70 active flock safety users in the city of Greenfield. Also the city is committed to a $276,350 five-year contract with flock safety. The police department says identifying a donor who contributed $10,300 to this system would erode public trust in law enforcement. I submit that concealing who privately helped finance a government surveillance system is itself what erodes public trust in our law enforcement and in our public officials. You see the cities of Fitchburg, Oshkosh, Kenosha, Sturgeon Bay along with the counties of Dane and the Racine County Sheriff have either ended or are ending their contract with flock safety. And just one week ago today, the Sheboygan Common Council voted unanimously to terminate its flock safety contract. Earn the public's trust. Uphold your oath, protect our constitutional rights and serve the people of this community. I call upon all of you today to place termination of the flock safety contract for the city of Greenfield on the next Common Council agenda for public discussion. Until that, until that public discussion occurs, I ask you to cover all of the cameras. Pause further deployment and suspend the outbound data sharing with these 563 agencies. Thank you. My name is Scott Poliska, 1-2-1-9-4 West Bullock Road. I have owned the property since 1998 to adjacent to the west of this proposed property combination. Before this rezoning application is granted, I'd like to voice a few concerns that I have about the project. My first concern is the driveway entrance to the property on Beloit Road. Beloit Road was basically taken down and completely rebuilt a few years ago. And we had many conversations with the lead engineer regarding the project expressing concerns about the 40-mile-an-hour speed limit and the minimal traffic control that existed on three stoplights between 124th Howard Avenue and Highway 100. We were told they would be monitored and the lights would be adjusted based on the data. We observed monitoring took place one afternoon for a couple hours in the middle of the day with minimal traffic. Can I just interrupt you? Was that by Milwaukee County or the state? It's a county highway, so I'm assuming it was the county. It was a pickup truck with the guy counting vehicles in the middle of the afternoon when it was a little traffic. The road was torn up for six or eight months, so. At present, it's common to see anywhere from five to 20 vehicles waiting at each of these intersections at a red light. There are a series of false islands that they painted on the pavement that we were told by the engineers would improve the flow of traffic to allow safe areas for turning into our driveways. With no stoplights and signs between 124th and Howard, Beloit Road continues to be a stretch of road where typical speeds in the morning and late afternoon exceed 50 plus miles an hour. Any future neighbors will incur the same hazardous traffic or worse given the proximity to the intersection of Beloit Road and Cold Spring Avenue. And at certain times of the day, perhaps even adding to the issue. The intersection of Beloit Road and Cold Spring has stopped signs on Cold Spring only, making this an even more dangerous span of road and intersection, causing drivers to accelerate significantly trying to cross the road westbound onto Beloit Road during heavy traffic periods. The addition of an entrance to a multi-family project just off this intersection has the potential to be a hazardous given the current state and speed of Beloit Road traffic. While a county highway issue, I still find it very concerning for the existing and future neighborhood safety. Like second concern would be the elimination of rain, water, and snow. With the addition of tens of thousands of square feet of additional hard surface added to this property from buildings and pavement, the huge reduction of green space will create a significant additional amount of water during rainfall. Adding this much additional water to the existing storm sewer system will likely cause issues. Snow removal could potentially create massive piles of salt laden snow creating environmental and runoff issues in the spring. There is nowhere for the snow on the property to go given the location with the intersecting streets. It cannot be plowed off the street or off the property. The corner of Beloit Road and Cold Spring Avenue is already one of the lowest spots in the area. So while the concept of a retention pool, which is in their proposal, might reduce some of these issues, I have safety concerns of having a body of water at the corner of Beloit Road and Cold Spring. Several questions regarding barriers to keep pedestrians, especially children in the area safe, and the potential of billions of mosquitoes to breed, are issues I would like to see addressed before the development of the retention pool. Portions of the existing draining culvert in the area still become fully saturated with water today, even after a 24-inch pipe was buried underground and the culvert was pulled up from the three-foot depth that it had initially. Additional runoff into the culvert may again cause flooding on Beloit Road like we saw before the road replacement, as there is currently no outlet for the existing surface of the culvert on Cold Spring. In conclusion, building several multifamily townhomes would not have been my first choice to see in the area as my immediate neighbor. However, I'm not opposed to it either. My neighbors and I have cut up many fallen trees and spent countless hours cutting overgrown grass on this property to retain visual appeal to our neighborhood for the past several decades that this land has basically been abandoned. We are all vested in the visual and environmental outcome of this development. It is our home and our shared community. The long-crest pie-shaped subdivision was created in the 1940s when it was the town of Greenfield with all single-family residences. Many of the homes were built in the 50s and 60s, our single-story ranch style, and likely are considered very small by today's building style. Most of these townhouses would actually have more square footage than several of the homes that exist. We all have abundant tree populations on our properties, creating natural privacy for our yards and environmental harmony. As the anchor point of our small pie-shaped subdivision community, I feel strongly that whatever is built on this site needs to respect that initial concept and design and all our neighbors living in it. And the hotel study, after 40 years, said that this is a good place to put one. So I think every single mayor, older person, going back as far as I can remember, has always wanted a hotel. And did you come three weeks ago? It wasn't two months ago, was it? It was last month's meeting. And then I went to the Public Works meeting after that. And then they said that there was going to put a survey together to find out what was going on. And then the next meeting was... The Board of Public Works meeting was the following week. Yes. We may have to have a special common council meeting in the future and go on a closed session with regard to contract negotiations related to health insurance and all that kind of stuff. Okay. That is a killer. No, it's really a killer. There was a big, beautiful bill that increased our initial, and maybe it's not the big, beautiful bill, I don't know. But our health insurance premiums for the last 21 years, other than the first year that I was in office and the year after, that was 20 and 21 years ago, and I inherited the previous mayors since then our health insurance has never gone up by double digits, 9.9 was, I think the worst year was usually in a low to mid single digits. This year's renewal came in at 34%. I want to just caution that every percentage, and I budgeted for 10, not knowing and hoping it would be less. Every percentage is about $50,000 to $52,000. So the additional $24,000 or 24% premium is the equivalent of roughly $1.2 million. I can raise taxes next year, the levy, not related to debt, but the operating levy by $130,000. That's a problem. Having $2.9 million of health insurance when increase is not inclusive of wages, 70% of our employees are unionized, get 3% raises, the other 30% get basically the same raises, 3%. Yeah, and I can raise the levy by $130,000. And I will hear people say, but my house property taxes have gone up. What are you doing with all that extra money? We're not getting any extra money. The property tax burden is being shifted to you because the property that's being spread over is to single family homes, which have accelerated in value. The businesses and all the medical office buildings and retail, which are not rising as fast as single family homes, their property taxes are declining or staying stagnant. That's a problem.
