You You You You You You You You Start. Call to order the common council meeting for Monday August 3rd, 2026. ette to directly reflect on his And the national council meeting please rise for a moment of silence followed by the Pledge of Allegiance. Tonight, I would ask everyone here to please keep in your thoughts and prayers, all those impacted by the severe weather in Manascha and Appleton this past week. Can I get a motion on the laptop for the approval of the minutes of the meeting held July 6th, 2026. It's been moving a second. They changed their corrections. Seeing none, all those in favor say aye. Aye. Any opposed? Motion carries. At this time, I'd like to call up the gentleman from the ninth to the podium, and Mr. Dean Jensen, can please come up to the podium. Good evening, sir. Good evening, everyone. It is my participating in eight operations against Vietnam. By the end of his second tour, he had completed more than 2,000 landings, transporting troops, equipment, and supplies under dangerous combat conditions. The USS Duluth played a remarkable role during the Vietnam War. On July 21st, 1967, the ship celebrated largely this 1,000th helicopter mission in support of operations in Vietnam. During the fierce fighting at Bastion Hill, the Duluth launch had astounding 94 helicopters from its flight deck in a single day, which simultaneously dispatched approximately 40 landing craft to Vietnam beaches. Dean was an important part of these historic operations. For his service and sacrifice, Dean received numerous military honors, including the meritorious unit accommodation of USS Duluth, LPG distribution, bringing holiday cheers to veterans living in local nursing homes. He also coordinates fundraising efforts that support the organization's mission and serves on a scholarship committee, helping invest in the education and future of young people in our community. Every independence name, Dean proudly joins his fellow Navy Club members in the Kenosha's annual 4th of July 7th parade, reminding our community that patriotism is not merely remembered, it is lived. His fellow members has recognized his extraordinary dedication by presenting them with the 2021 Navy Club of Kenosha ship for each service award, an honor reserved for those who consistently go above and beyond in service to veterans and their community. Dean's service also extends into healthcare and faith. He generously volunteers at Frainer South Hospital, welcoming visitors and assisting patients and families at the information desk with kindness and compassion. At St. Paul's Lutheran Church, Dean has swiftly served as in countless ways. He has greeted worshipers as an usher and a greeter, operating the PowerPoint presentations during the worship services, photographs, special events, and today continues to serve all of the evangelism, team and the multimedia team. He also leads in the church annual veterans appreciation weekend, helping ensure those who have served our nation receive the recognition and gratitude they deserve. Brass, one of Dean's greatest gifts is his willingness to share his story. In 2017, he spoke to students at Harborside Academy. Heroes program exists to celebrate individuals whose actions strengthen their community, inspire others, and preserve their grateful community. Thank you for your military service, your volunteerism, your leadership, and your unwavering commitment to others. It's with a great deep gratitude and great respect that we've probably recognized you as the Kenosha hometown hero's commission second quarter hometown hero. Congratulations, Dean. May he be inspired, for example. Thank you. Thank you. Thank you. First of all, I want to thank you to the hometown hero's committee, Mayor Bogdan, and members of the Common Council. This has truly been an honor to be selected as the hometown hero for the second quarter. As a Navy veteran, I feel very proud to be part of this growing Kenosha community. The support that we receive for the Navy Club Ship 40 Projects from the community and our fundraisers makes me very proud. To be a lifetime citizen of Kenosha. I will say that my time in the Navy and the tours my ship made during the Vietnam era helped me grow into the person that I am today. I want to thank my fellowship mates from Navy Club, my friends who came out tonight to this presentation, and my wonderful wife for all their support throughout those years. This has been a wonderful recognition and I'm very proud to have served my country. I want to thank all of you so very much for this honor. Thank you very, very much. Thank you very much. Thank you very much. Thank you very much. Well, if you notice, this is our council president's first time speaking is because there was a Navy person here, so I know he had to make sure to be here, to get fired up to recognize you, but Mr. Jensen, on behalf of the City of Kenosha, you are an amazing individual. You are the embodiment of why this recognition was founded, not only recognizing your military service and defense of this country, but also for coming home and helping guide young minds, helping guide this community as we've navigated different, difficult waters over the years, and we want to thank you greatly for all of your efforts, both abroad and at home. You are truly a hometown hero, and I'm proud to know you, and I'm proud of all the work that you've done. Thank you for all you've done for Kenosha. With that, I'd like to ask for a five-minute recess for some pictures. Move to the second. All in favor say aye. Aye. Anybody would like to come on up? We're going to take some pictures. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. We have 15 citizens that have signed up to speak. Each will have three minutes. When your name is called, please proceed to the podium and state your name and address for the record. The first speaker signed in as tornado. I got the one. My name is tornado. I'm president of the Wolfpack Motorcycle Club here in Kenosha. We just wanted to take a minute and bring awareness to tornado. I'm sorry. Can we get your home address for the record, please? Okay. We're headquartered out of the tipsy kiwi, 60-1575th street. Give them my home address with this. I'm too many, especially if this is live on YouTube. But that's not what we're here. So we have tornado. I hate to do it, but it's part of the ordinance. You're fine. 60-106-44th. I have Kenosha, Wisconsin, 53-142. I appreciate it. So the reason why we're here today, we have our annual backpack giveaway coming up on August 15th. This is 17th year that we've been doing it. And again, we just want to bring awareness to it. And maybe you see if you guys can bring awareness to it in your districts and in your inner circles. Because it's something that we feel very deeply passionate about. A lot of us are the kids that, or we were the kids that, you know, are benefiting from this event now. You know, the kids that on the first day of school, you didn't have a pencil or you didn't have a notebook, you didn't have a book bag, or you had the stuff that your brother used or, you know, six cousins before you used it, it was falling apart. This year, our goal is to fill and give away a thousand backpacks. We already have the bags, so we are still looking for school supply donations if that's, I'm not soliciting that now, but just to make that aware. And again, it's something that, like I said, we feel very passionate about it. It's our 17th year. Our club has been around since 94. So you can see more than half of our lifetime. We've been doing this. It's very important to us. We also do clothing drives throughout the year. And our main focus outside of our passion for motorcycles is giving back to our community and Kenosha is our community. So again, like I said, I just wanted to bring this to everybody's attention. Check us out on Facebook. If you want more information, not going to take up too much of your time. Miss Molly in the back does have some small versions of the flyer. If anybody would like one when you leave on your way out. But other than that, that's all I got. If anybody has any questions, I don't know how this works. Ask questions or whatever the case may be. That's all I got. Next speaker, Jared Hunt. Hello. My name is Jared Hunt. I live at 59216 Avenue. I spoke here two weeks ago regarding the Microsoft data center and at that time I reminded all of the members of the common council that we do live in a representative government. At that time, there were 10 speakers. I was the 10th speaker. So I know that nine of the 10 of us who spoke that day spoke against the AI data center. 70% of the country doesn't want it. 90% of the people who spoke here last week don't want it. Overwhelmingly, the opinion of people in Kenosha is that we do not want it. I would like to ask, by show of hands, who here is here to speak? Sir, as you do address the body, please. By show of hands, who is here to speak about the Microsoft data center? Who is here to speak in favor of the Microsoft data center? I think that that speaks for itself. And I would like, if there are any further doubts, I would like to remind people what the sound of an AI data center is. Sounds like this. That wasn't noise. It's constant. People don't want to hear it. We don't want to live near it. That's what democracy looks like. Thank you. Next speaker, Nick Prorak. Very recently, after Microsoft ended, the two-year NDA that it had with Kenosha, the city of Kenosha published a frequently asked questions page on their website. I would like to review some of those answers. One of the questions was, how will data centers affect my property values? The city has stated that there is significant research that residential properties values increasing in areas where data centers are built. It seems like this would only be the case in the immediate vicinity where a neighbor would have to sell their land to Microsoft so that more data centers could be built. Property value isn't going up because more people want to live there. It would be increasing because Microsoft wants to buy up the land. They want to build more data centers and data center infrastructure. For neighborhoods like Whitecaps, for example, where light and noise pollution along with air pollution from the toxic methane plants would lower the quality of life in that area. It would make it less desirable to live in. When it's less desirable to live in, property values go down. When residents are considering moving inside Kenosha, should they move closer to a toxic methane power plant in the harmful ultra-low frequencies of a data center? Or should they move farther away? That's the decision people have to make now when they're moving in Kenosha. Next question, what are the plans for discharge, including discharge monitoring plan? If I understand the answer correctly, there would be no requirements to treat any water containing toxic chemicals as long as those toxic chemicals are not above a certain threshold amount. Next question, has a water impact assessment been completed? The answer, no, because that's not typically what is asked of developments. The next question, has a complete environmental impact statement been developed? The answer, no, because that's not typically what is asked of developments. In reference to the last two questions, everyone knows that hyperscale AI data centers are not typical developments. What do you stand to lose by doing more than what you consider your typical due diligence? Which in this case would be studies. How is it going to impact residents? Slow down, study the potential side effects. Have public conversations about the project. Talk with people in public. Talk with experts in public. I don't understand why you would just talk to individuals one-on-one in your office. The one thing I do know, Microsoft is a giant, successful giant corporation. Anybody's ever worked for a really big, successful business notes. They don't care about the people at the bottom. They came to you guys because we have resources that they want. They didn't come with an altruistic idea saying, oh, we have this wonderful product that Kenosha absolutely must have because it's going to be so great for them. They came with advertisements. They came with ponies and rainbows. Look at how wonderful this is going to be. Everything is going to be fine. Our data centers won't do the damage that everybody else's data centers have done. Your water is going to stay clean. Your air is going to be clean. Your taxes won't go up. Property values won't go down. Your water is going to be wonderful. There's not going to be any light pollution. Everything is going to be fine. Common sense says that's not the case. It's just not. Especially when they say, oh, we have this wonderful thing we want you to put in your community, but two years, you can't talk to anybody about it. Non-disclosure. Your spidey sense should have been on fire running the opposite direction. And then when they're like, okay, and just to show you how honest we are, here's a bunch of money upfront just in case something goes wrong, but it won't. We want to invest in your schools. We want to invest in your community. We love you guys. No. Kenosha doesn't need Microsoft. Microsoft needs Kenosha. They want our resources. Of course they're going to blow smoke up our butts and say everything's going to be great. What needs to happen? Common sense says before anybody tasked with giving these guys the green light, gives them the green light, forget everything Microsoft said or anything they're still whispering in your ear. Go to the source. Go to the people who are currently the collateral damage. Go to their homes. Feel the tonal frequencies that are buzzing their central nervous system 24-7. Listen to the noise pollution that they have 24-7. Go there at night. 30 seconds. So you can see how bright it is. And then before you leave, drink the water from their taps. Go there a couple of times. Go there for like two weeks straight. Drink water from their taps every single day. And then get a jug. Fill it up. Bring it home. And if you've arked that confident, give it to people you care about and have them drink it too. Before you ever make any decisions about giving these guys the green light, please fight for us. Because you're the only thing standing between that big successful company and us. Next speaker, Jerry Moore. Good evening, Mayor and Councilman. Council people. Industrial scale development and massive infrastructure. Jerry Moore, 10-9-1869 street, Kenosha 53142. Industrial scale development and massive infrastructure is changing our aerial landscapes in real time. With gas plants, substations, transmission lines, backup generators, road expansions, stormwater systems, and permanent land use changes. Placed in areas that were never built for this scale of demand. Causing environmental, public health concerns, and citizen involvement with ordinary people like myself and those behind us and youth getting involved. Neighbors, talking to neighbors, which is a really good thing. People showing up, asking questions. Together trying to make a difference. We don't want a data center. We don't want another data center. Hyperscale doesn't drive tourism and new resident growth. With people saying or singing, I love Paris, Wisconsin in the summer. I love summers in the winter. It is imperative that our communities and the people of our county, even though they're not part of this, they should be, that they are protected from the impacts. Representation in this issue crosses city county lines and it needs to somehow represent all people's interests and vote. Not the power of tech developers with their slick presentations and well memorized talking points. Perporting how supposedly good hyperscale centers are. For who? Not the Laska family in Paris or my friends who live on MB or those who frequent Wolfman's Lodge where a four lane road is scheduled to be built. But then these builds are not in your backyard. Affecting your family fun and casting at night a stretched out low to the horizon. Acronistic cold white light over your barbecues and family gatherings. For what looks small at approval doesn't stay small, it grows, it changes, gets amended and becomes something entirely different and new. We are alarmed and have every right. Our country is on fire, tornadoes, floods, outages and you want to add toxicity to the mix and put our fire people at harm's way and when our healthcare is already being gutted, we aren't about stopping growth but about getting it right. And why we ask for a pause, a moratorium, this would do so much to assuage all of us who are fighting for this. Please, I got to use my bees. Be kind with your footprints. Let's have dairy air, not data centers, cold white glare. Thank you. Next speaker, Rachel Kirschner. Hundreds of megawatts, powering it with gas plants. Did you know how much water a gas plant uses? Red Oak Ridge Energy Center will use a maximum of 335,000 gallons of water per day. The pollution from the gas plant could cause over a billion dollars in healthcare costs. So I have four interesting facts for the day. Did you know the gas plant proposed in the village of Summers will run a pipeline over the Kenosha growth area? Making the gas plant part of Kenosha too, because you can't have a gas plant without a pipeline. Probably should update the Kenosha Q&A for the pipeline because that's part of the gas plant. Did you know the servers, probably the most expensive part of the data centers, won't be considered as part of the property value. Servers are personal property, not part of tax base, so you will not get tax money on the servers. Third fact, did you know there are over 50 homes on 136 avenues? All homes north of Microsoft purchased land are not part of the growth area. This is a suburban rural area, not a farm street. Did you know there is a proposal to build three more homes on 136 avenues in the town of Paris? Ma'am, you have 30 seconds. Did you know there are no other development that has occurred in Des Moines by the data centers, besides data centers? Forty percent of Kenosha runs, so we will see little to no benefit from Kenosha's deal with Microsoft. In fact, most likely hurt due to the low number of jobs per acre. Microsoft will be no Chrysler plant where people are working there with their families. Thank you for listening tonight. Next speaker, Tony Ruka. Tony Ruka, 7727 Fifth Avenue, Kenosha. Good evening. I'm a retired dental professor from Marquette University and have a master's in bioethics from the Medical College of Wisconsin. I'm here to voice my opposition to the hyperscale Microsoft data center proposed in the annex land from Paris Township as well as the red oak ridge gas plant proposed to power it. I know the gas plant is in Paris and that the spotty does not have jurisdiction over it currently, but in reality the two cannot be separated. I'm asking our aldermen and women to propose and approve a one year moratorium on the data center project so that further research can be conducted assessing the impact on the health of our human and animal neighbors, the community's quality of life, and the environment in general. As elected officials, you take an oath to the Constitution of the United States as well as Wisconsin within 10 days of your entering office. You may recall Article 1, Section 1, which states, all people are born equally free and independent and have certain inherent rights among these are life, liberty, and the pursuit of happiness. And to secure these rights, governments are instituted, deriving their just powers from the consent of the governed. There has been no consent to this project from the community. The NDAs made sure of that. While there is law and there are current laws that may or may not have been followed in this circumstance, there is ethics. Ethics is a higher standard. I believe the way this project has been handled is unethical and for what I have read perhaps unconstitutional. As a community has not consented to it as a major decision that affects so many people, animals, and the land that it sits on, that it would sit on. My ethical question to you is this. As elected officials, if you knew something could potentially cause grave, irreversible harm to the community you represent, do you have a responsibility to do something about it? Do you have an ethical obligation to ensure that all potential harm and benefits are weighed? The best possible outcome for most people affected is considered and the right choice is made. You took an oath so I believe that you do. A one-year moratorium would help you navigate this complex question. As a dentist and educator, I have practiced and taught my students over my entire career at Marquette that dental professionals are expected to put our patients first and above all else to do no harm in patient care. I know you expect that from your dentist too. As elected stewards of our community, including your constituents well-being, I would ask that you do the same for us. Lastly, there's an environmental ethical principle called the precautionary principle, mainly it states that in the past humans were a part of nature, that we are integral to it and we felt that we belong to it. Now that we have the technology to permanently destroy it and cause irreversible harm to human health, this is an unfair and unbalanced proposition. We should never be pitting the environment against people. That is just wrong. So please consider a one-year moratorium on this data center proposal so that the effects on all of us in this community and the environment can be properly assessed. Thank you. Next speaker, Molly Gray-Mores. Molly Gray-Mores, 60-39, 14th Avenue. I'm here about the data center. I'm here to talk about a little more emphasized on the guys that were here earlier from the Wolfpack. So I have just recently started supporting them for the last, this is my second year. And I truly also believe in giving back to the community. And what these guys are doing is more than just giving back to the community. They are also supporting our kids. They're also supporting women that are being abused. They're there when some of our police officers can't be there. So this is an event I would love for a comic council to come out, each and every one of you, to come out because it's to help your neighborhood and your community too. So it's not just for the Lincoln area, I just need you all to know that. So that means the north side people come as well. It's for each and every one of y'all to start supporting events that are happening in this city. Connections need to be known for more than the data center. It needs to be known for us coming together, working together, listening and making positive decisions and making positive things happen. And I'm also here to support the Kingfish. This is the first big event at the Kingfish. It's a wrestling event. Joe have poured and Ryan have poured so much stuff back into the city. I support our first responders whenever I host my chili cook off. These two, this organization that was here tonight, and along with the guys that's going to be doing the event at Kingfish, they support me. I don't have a 5-1-1-3-C. I am a voice for the people, but I am also a voice for the men and women that are doing great things to make our city be put on a map besides the city that's supposed to be getting the data center. And also, I would love to have more of you all involved in coming to the neighborhood clean events. It shouldn't just be the downtown business, along with myself, I don't have business downtown, but that are supporting these clean events. I lived in big cities before, and downtown became a hot mess after an event. So, common council members, you might not have an address downtown, but I'm quite sure you come down to get your cocktail, a burger, or something, so support some of the clean events that they have downtown. One of my biggest reasons for still being here in Kenosha is to change things. We could talk all day, but if we don't choose to get our hands dirty, why bother to open your mouth and say anything? You, 30 seconds. Oh, I'm sorry, girl. Why bother to open your mouth and say anything? So, please start supporting the clean events that they have downtown, because y'all are quick to get them a license and permit to do something down there. I'm just saying. Next speaker, Greg Kishland. Greg Kishland, 8638, 32nd Avenue. Last week, he declared the Democratic Party Communists literally. This week, Trump continues his pursuit of unlimited power and wealth, and he's making real progress. Todd Blanche's recent letter declaring the death of the $1.7 billion slush fund is toothless and non-binding. Trump will repackage his illegal demands, including these, the Save America restrictions on voting rights, the slush fund compensation of taxpayer dollars for Trump's followers, and the Trump family IRS immunity package. Trump, last week, declared, I will get it done. It's right out there in the open, people. What is this? When does his disregard of the Constitution become too much for America to stomach? At what point does American public lose full faith in the rule of law? If the other two branches of government haven't yet reached their breaking point, what will it take for their check-and-balance meter to go into the red? The explicit intent of Project 2025, pardon me, is to trim the level of government assistance to those in extreme need, to radically reduce the number of civil service positions, and most importantly, to increase and concentrate presidential authority. Cancel FEMA, cancel SNAP, dismantle USAID, chop the Medicaid program, and tax breaks for the wealthy? What can we do? Take action, do peaceful pushback, write to newspapers and your representatives, demand town hall meetings and listening sessions and attend them. Don't just ask questions, tell them how you feel and why. Tell them what you want them to do. Citizen comments like these are opportunities. We face two elections here in Wisconsin, learn the candidates, then cast an informed vote. If you're concerned, get active. A second comment here. If you're changing the limits on citizen comments, could you please post it, maybe on the agenda? Thanks for the opportunity. Next speaker, Dan Laska. Hi, guys. My name is Dan Laska, 2403 136th Street. This is personal improvement for me because I share a property line with Microsoft. I'm opposed to the data center. What's happening? Tax benefits. Like I said before, there will be no taxes on the things that go inside the building. Can also we'll be receiving only property taxes, and when pressed upon this by the mayor, he said, well, the money be used for tax relief from its community. I looked into how many people in town actually own property, and it breaks down this way. Honor-occupied houses, and this is from the 2024 American Community Survey, the data oner-occupied houses is 58%. They would benefit. Renter-occupied is 41%. They would not benefit. So a little under half of your community would not benefit for that plan. The highest ownership districts are 14, 15, 16, 17. These are, contain many division developments, housing divisions, rural, residential areas, and are the closest to the we energy and Microsoft's development site. They're most likely are concerned about issues that affect property taxes, traffic, noise pollution, and long-term neighborhood impacts. The districts with the lowest property ownership are one, two, three, four, and five. I didn't make that up. I just kind of way it came. These are farther from the effects, but they do not receive any benefits from the property taxes. A lot of this needs to be a city of bookends. You have old town versus new developments, east versus west, and benefiting and not benefiting and rewarded. I would also like to appeal to the levels of view of faith. I grew up in a Polish Catholic community in Northern Wisconsin. My parents sent me to Catholic school for nine years. My teachers are priests and nuns, so I know a little bit about the Bible's teachings. The Ten Commandments, one of the few times God has directly sent down to his followers and given him direct guidance. Commandments 9, 10, 8, 9, 10 should be considered. Commandment 8 is thou shall not steal. Reasoning Paris land is a theft of property. And it also affects our community, because it affects our tax base, because you took land away from us. So you're here 30 seconds. Command 9 is thou shall not bear false weather, or do not lie. We saw in the frequently asked questions, it's Microsoft's points that you're talking about, not your own. Thou shall not covet. Thou shall not covet number 10. You covet the land west of the eye. There's plenty of land between the eye and the lake. That's uneven. Acres of it, but you want to take our land. And for those of you who are in favor of retribution, I'll leave you this. Believers are Commandments, Romans 1219, not to seek revenge. So your time is up. Trusting. Pay. Basically, if you're scared of retribution, don't be. That's your hard guide to you. Next speaker, Montana, Montana Peterson. Montana Peterson, 7102 Pershing Boulevard. 80 members of the U.S. current U.S. Congress have APAC as our all-time top contributor, 8 senators, 72 representatives, 36 Republicans, 44 Democrats. This is bipartisan failure at the highest level to residents of the United States to receive funding from a foreign nation to push their ideals, fund their subsidization of healthcare, education, housing, and continue wars of attrition at the expense of our tax dollars and our sons, daughters, and loved ones overseas. In Wisconsin, according to track APAC, nine of our elected officials receive money from pro-Israel PACs, including Ron Johnson, Tammy Baldwin, Brian Steele, Derry Van Orton, Gwen Moore, Scott Fitzgerald, Glenn Grothman, Tom Tiffany, and Tony Weed. Collectively receiving over $1,692,252 from pro-Israel interest groups. Thank you to Mark Pokken for having a backbone because he does not receive any money from them. Our representatives, current, recently voted to merge our military with Israel under section 219 in the 2027 NDAA fiscal year proposal, Tammy Baldwin voted against it, and Ron Johnson voted for it. It passed in the House and is now stalled in the Senate, merging our military with a foreign nation and anyone voting to do so is committing treason. Hiding this within the 3,000 page document is beyond sneaky. And speaking of sneaky, pushing an agenda regardless of what your constituents want by signing NDAs, bullying people within bad faith conversations and withholding information to control a narrative is sneaky. With these private surveillance companies, with contracts across the country at the local, state, and federal level, now a foreign government has access to all of our data and the centers that store that information is in the works to consider data centers, military installations. Building a surveillance state directly violates our Fourth Amendment rights as private citizens. We do not want flock or any other company freely recording us at all hours of the day and night. We must ask ourselves why our Fourth Amendment constitutional rights are being squandered. Why are there now over 124,971 LPRs mapped in the USA per deflock.org that are constantly recording our faces, likeness, walking patterns, and travels, many of which are not pointed at the road but in a private residences, children's parks and spaces not designed for vehicles. There are almost 140 flock cameras within the 30 minute radius of this location. Only 91 cities are rejecting contracts with LPRs working to deactivate the cameras. Kenosha is not on that list currently. And the contract with flock do not let another company in and deactivate the cameras. Roughly 71% of the world is covered in water according to USGS.gov that translates to about 96.5% of all the water on earth is ocean. National Geographic Society states of the 3% of earth's water. Thank you. I reclaim my time. Of the 3% of earth's water that is fresh, only 1.2% is accessible. Of that 1.2% of accessible fresh water in the world, our Great Lakes make up 21% of the globe's surface fresh water. These data centers are poisoning this ancient natural wonder of the world that we have the privilege of having in our backyard. These big corporations come into our small communities and take advantage of us to steal from us to poison the water, to poison the land, poison the air, and poison our bodies. These pollinate one in three foods that we consume and if the bees die, entire ecosystems will collapse. It's also proven that over usage of generative AI decreases the gray matter in our brains, literally infecting us. Less intelligent and capable of critical thinking skills, forcing the adaptation of AI usage into our lives and our children's lives will cause generational disruption and problems. Thank you. Reading truly is fundamental and almost 60% of US Americans cannot read above the sixth grade reading level. Those that are on the side of Microsoft are betraying Kenosha residents. Please call the next speaker. Next speaker Paul Jensen. Ma'am, ma'am, I'm asking you very politely, please. Do the air pollution while you're calling mental physical and emotional health due to interest and admission. Ma'am, ma'am, your time is done and you're being very disruptive. We've listened to you, your time is done. Please, thank you. Next speaker, please. No, you are not making a whole list. Next speaker, please. Please. Next speaker, please. Ma'am, please. Chief. I urge all the people to vote in favor of a one year moratorium to slow down this infestation of data centers, data centers, data centers, food, food, food, food. Next speaker Paul Jensen. Next speaker, please. Please sir, name and address for the record, please. Mr. Paul Jensen, 47, 15, 67th place, Kenosha, which being a resident makes me a member of the government. While the city of Kenosha workers are government employees, as in public servants for the purposes of the government, the government of the city of Kenosha pays their employees well. And all residents ask for in return is for their employees to perform their mandated job duties, not abuse their authority, not commit crimes while they are working for us. Would you be surprised if a city of Kenosha employee was committing felonies against residents? Until proven otherwise, the person is Kenosha Police Department Chief Patton. Under Chief Patton's leadership, he is not only having people arrested that never committed a crime, he has selective law enforcement, and if that's not bad enough, city of Kenosha police officers are also forced to arrest people that never committed a crime. Who is protecting the city of Kenosha police officers that are committing these felony crimes of false arrest, in lying their reports to support their felony crimes of false arrest? The answer is nobody. On September 23rd, 24, a day that I was home educating two of my children, Officer's Elm and Raleigh, came to my home for a family matter. I did not call the police nor did my wife. My wife, Sharon, has been dealing with her mental health issues at that time. And during that time, she had been physically and verbally abusive to her two youngest children. She admitted to police officers about her abuse to her family. Nobody touched each other. No one threw anything nor hit anyone. Yet I was arrested for disorderly conduct while obeying the law. Former Officer Raleigh declared in his field case report that he arrested me based on my wife's statement. The issue is my wife never gave a statement. The felony crimes I am a victim of by Elm and Raleigh are in layman's terms of false arrest. Because of the lies by these two police officers, the court kicked me out of my house. I cannot get my personal belongings. But worst of all, I am not allowed to have contact with my children and have been separated from them for 670 days. All because of the felony crime of false arrest by two city Kenosha police officers and chief patent refused to arrest after I reported their phone. Chief patent cannot pull off his felony crimes of arresting people that have never committed a crime by himself. It is a team effort. First he needs city attorney Matthew Knight and city administrator John Morrissey to not perform their mandate to do job duties of making sure all city employees are observing and obeying the law. Then he needs a corrupt HR director. Then he needs a corrupt district attorney, which we have that in Xavier Solas. Then he needs corrupt Kenosha County judges and he has that in this case with Judge Jody Meyer and Judge Chad Kirkman. If Mayor Bagdala performs his statutory duties per state statute 69.098 this week, the city of Kenosha can get rid of the wolves in sheep's clothing and we can be our way to making city of Kenosha great again. This is not Israel. Thank you for listening. Next speaker, Colton Roberts. Hello, my name is Colton Roberts, 4710 18th Ave. First off, coward. You should let that lady speak. But I am here to speak about the FLOT cameras and Microsoft data center. As we know, FLOT cameras are a playground violation of our Fourth Amendment rights because they create a searchable database for all police officers, members of state law enforcement and federal law enforcement, as well as foreign law enforcement, in some cases, to track and surveil us. I politely ask that each and every one of you have a FLOT camera installed outside of your homes. I know there's one like right outside here, so we get you on your way to work. Perfect. Can we get some more, please? If we all have to be subject laws, shouldn't y'all? Second, I would like to formally ask that we name the data center the David F. Bagdala data center. Mr. Mayor, as you've said, you are very proud of this project. You are very passionate about it. And if you are so passionate, as you said, when we spoke together, which I appreciate, we should have your name on it. You should be proud to say, that's my plan. I did that. When our children grow up and they're like, Dad, what's that building? Well, that's a data center. Mr. Bagdala built that in 2026 to 2028. I don't know. But hopefully we don't have to have that. And I can tell my children, what's that? That is a beautiful park. That's a park. Let's go for a walk. That's a playground. Let's go play tag. That's a school. You'll go there one day. I politely ask that we have a one-year moratorium on said data center. We know the effects. We can't deny them. Last thing before I go, I've asked this question and I haven't got an answer. When the data centers built and power rates go up, which they will, what will the deflationary effect be on consumer spending? If power bills go up 30, 40, or 50%, national average is currently 30%, that will have an impact on consumer spending, which is a noticeable part of GDP. If consumer spending goes down as much as 5%, that's instantly a recession. Yes, we will get investment from Microsoft. That investment dries up the moment construction is done. Will we see a massive recession due to the increase in costs from utility companies? I rest my time. Thank you. Next speaker, J.R. Pratcher. Good afternoon, Honorable Mayor and Honorable Counsel. J.R. Pratcher, 2018, 89th Street. In 1933, a company called International Business Machines, IBM, developed the Hollerith tabulating machine. It used punch cards filled with holes to sort and identify large populations. The technology was first built for American senses, but when Hitler and the Nazis came into power, IBM's German branch supplied the machines and custom cards that let their government catalog Jewish men, women, and children by their language, occupation, and residence. It even logged their relationships, network, hair color, their items they possessed, and the data processing power turned census collection and identification into the machinery of the Holocaust. Fast forward to 1994, Rwanda. The Belgians implemented and left behind their National Identity Card Program. It listed ethnicity, occupation, residence, and other identifiers. The residents and other identifiers. The Tutsi, Hutu, and Tuaw were the main ethnic groups during the time. When the Hutu extremist seized control of the government and National Identity technology, those cards became death warrants. The Tutsi created roadblocks where they would check everybody's card. Radio broadcasts would label the Tutsis cockroaches and the National Identification System. The Belgians had imposed, was used to carry out a genocide the Hutus used on their own people. Fast forward to 2002, in Afghanistan. Afghan refugees returned from Pakistan. The United Nations and coalition forces deployed biometric devices and scanners. Facial images collected facial images and even fingerprints along with other personal data. Years after the United Nations and the Americans left Afghanistan, the Taliban seized those same devices and databases. The technology once again used for registration became a tool to hunt down and eliminate the interpreters and many other Afghans who helped the Americans and coalition forces. Today we have E-Verify, Real ID, Facial Recognition, Flock cameras, license plate readers, and similar systems that record every pedestrian and car. They log the time, the location, they log the color, the speed, the unique identifiers like NFC, RFID, and Bluetooth. This information is fed into data centers that process and map out patterns of power lives. 30 seconds. Along with metadata, history is consistent. Identification systems created for administration or security have been repeatedly turned into instruments of mass targeting. I'm asking the council to please protect our privacy, please protect our data, and please serve the people of Kenosha. Thank you and thank you for your time. Take care, God bless. Next speaker, Lewis Ragani. Good evening, I'm Luke. Excuse me. I'm Lewis Ragani, live at 4526 29th Avenue. Thank you for the opportunity to speak. Kenosha has become a tourist magnet. The city county area, Kenosha County area, got over a quarter billion, catch the B dollars last year, and it's growing. And if you talk to anybody on the street, you see him downtown, up town, you ask where they're from, chances are they're from somewhere else, they're visiting. So we become like, like Lake Geneva. Maybe Lake Geneva is something they will say. We'd like to be like Kenosha West, who knows? Well, anyway, I want to salute the people on the Landmarks Commission last year, who supported denying the wrecking permit for the Eagles Club. That's why I'm here. The Eagles Club has had more important people visit than any other community treasure. All the theaters, we had Bob Hope several times at the Eagles Club, Red Skelton, President-elect Truman, Guy Lombardo. Glenn Miller appeared many times. Duke Ellington was there every week. This was in the 60s. I could go on and on, but the point is, it's part of the downtown entertainment district, and today we read again that it's threatened and nothing seems to be happening. My question to you that I know you can't answer openly. What's happened since I was here last month? Has the city put together a committee to deal with the owners? Has the city contacted any developers that would buy it? Has anybody contacted Scott York? Or anybody else from Cobalt Partners? Has anybody contacted Gorman? All the other great developers around here that are doing things in Milwaukee? I don't have the answer, and you can't answer right now legally because of your structure. I'm only saying that the clock is ticking and that this landmark seems to be on the verge of going away forever. It's right down on the most valuable part of downtown, the lakefront. Sir, you have 30 seconds? Yeah. And I want to thank you for that and keep in touch. By the way, if you want to beat the data center, you want to do what Kamwe did back in 1990, put together a binding resolution, binding referendum under Wisconsin's initiative and referendum statute. Look it up and I don't have time to tell you. You can do your own research. Alderman Pazala and I work together on that. And we won. We beat Medellin. They walked out of here. So your time is up. So anybody once you get on board, please do. I have my permission. Recovery month highlights individuals who have reclaimed their long-term recovery and honors the treatment and treatment centers and a buildings around town. This is near and dear to my heart. I am on a 12-step program and a half for the past 43 years. So. 23.5 million people are in recovery. That's 10% of the population of America. 27.9 million people have an alcohol disorder. 28.2 million people have a drug disorder. It's an epidemic. It starts at an early age. But there is hope. This resolution helps people who are desperate. They need hope. And there is no cure for drug or alcohol addiction. It's only a daily reprieve that we have. This is the 27th, the 37th year of national recovery month. And I'm looking to having unanimous support on this. It's near and dear to me. Thank you. Thank you, sir. Gentlemen from the 7th. And people do need to help out there. So I'm fully supportive of this. Thank you. Thank you, sir. Motion on the floor is approved. Item I-2, any further discussion? Seeing none, roll call please. Motion carries 14 to zero. All other contracts and agreements. All one software service agreement between Life Safety Inspection Vault LLC and the City of Kenosha. Gentlemen from the 5th. Make a motion to approve. Sorry. Who's the second? Thank you, sir. You're welcome. It's been moved and seconded to approve item L1. Any discussion? Seeing none, roll call please. If I may, I would like to call the deputy chief, fire chief up for explain this a little bit to everybody. In case they don't know what it is. Chief. So this is a software agreement for a new company for our compliance engine. And the compliance engine deals with the tracking, the maintenance and repairs of fire suppression systems within the businesses in Kenosha. Right now, the company we have does a good job. This new company offers a little bit more benefits with more of a robust platform. They're coming up with a new inspection database. So that's the benefits of switching. There's no cost to the city with the new platform. Thank you, Chief. I was at the meeting when the company came into town. I was very impressed on, they were paid great ahead of me and stuff they were talking about, but it was very interesting. And like the deputy chief said, there was no pay increase, cost increase for the city. Thank you. Thank you, sir, gentlemen, for the 10th. Thank you. I'm not a tech guy, nor do I pretend to be one. Does this interface with our new system or is this another standalone system? Chief. So this is a web-based portal. It's completely separate of our city systems. The Live Company, the new company, runs a platform. And how it works is when a business has maintenance or repairs on their fire suppression system, the company doing the repairs reports back to Live and they keep a database. And then we have access into that database for tracking. Okay, when I looked over the contract, I did see a provision that it must meet the open records law. So we know that a record has to be retainable and searchable. How does that would work if we needed to pull the record on the fire suppression system if we were trying to be compliant with the open records law? For that, I would have to run it by legal. I would think that since we don't keep the records, we're not the keeper of the records, it wouldn't apply to us. The contract says it realizes it must do this. One other thing it said is if we terminate the contract, they would provide an Excel spreadsheet with all the information to us. Is that normal? You're walking me through this and I appreciate it. Yeah, so the data that would be in there, if we do decide to leave, would come to us for historical purposes. Thank you, Mr. Mayor. Thank you, sir. Thank you, Chief. Anyone else? Seeing none, motion on the floor is approval of L1. Roll call, please. Motion carries 14 to zero. M recommendations from the Committee on Finance, M1, disbursement record number 13, 26,899,420 dollars, 26 cents. Finance recommended to approve four to zero. Jump from 13. It's been moved and seconded to approve item M1. Any discussion? Gentlemen from third. Thank you, Your Honor. This is one of the things that adds a lot of charm to our lakefront and I think everybody appreciates it. But just so everybody knows, there was already an approval of a sculpture in Civic Center Park that has been approved by the Parks Department and also the Historic Preservation Commission. That's part of this whole collection. Thank you. Thank you, sir. Anyone else? Seeing none, motion on the floor is approval. Roll call, please. Motion carries 14 to zero.
