WEBVTT

00:30.000 --> 00:35.800
fronts, the Trump administration is going hard against non-citizen voting ahead of the

00:35.800 --> 00:36.800
midterms.

00:36.800 --> 00:42.120
There's the work with the U.S. Postal Service to send out mail-in ballots only to voters

00:42.120 --> 00:44.480
on state citizenship lists.

00:44.480 --> 00:50.600
There's a purported U.S. Census Bureau report claiming that 500 non-citizen voted in Wisconsin

00:50.600 --> 00:56.800
in the 2020 election, and a new Department of Homeland Security investigative surge in

00:56.800 --> 01:02.000
states, including Wisconsin, to prosecute non-citizen voting.

01:02.000 --> 01:08.280
And yet, Wisconsin election officials describe non-citizen voting as vanishingly rare, because

01:08.280 --> 01:10.400
it's already illegal.

01:10.400 --> 01:11.520
What's going on?

01:11.520 --> 01:16.120
We turn to Marquette University Professor of Political Science, Philip Rocco.

01:16.120 --> 01:17.840
And thanks very much for being here.

01:17.840 --> 01:19.000
Good to be with you.

01:19.000 --> 01:22.080
So as to that question, what is going on?

01:23.080 --> 01:28.520
Well, I think what we're seeing is a kind of multi-layer effort by the Trump administration

01:28.520 --> 01:36.240
to kind of do January 6th every day, to keep alive the myth that there's widespread

01:36.240 --> 01:42.480
non-citizen voting, to kind of delegitimize elections.

01:42.480 --> 01:48.000
And it's not just kind of one instrument or one tool that they're using to do this.

01:48.000 --> 01:54.480
They're using information from the Census Bureau, using enforcement power from DHS,

01:54.480 --> 02:02.400
and using in a really irregular way the postal service in an attempt to gatekeep who votes.

02:02.400 --> 02:09.120
And so I think what that tells us is that the administration is really hedging its bets,

02:09.120 --> 02:17.560
both on what strategies it thinks it's going to be successful with, but also what the outcome

02:17.560 --> 02:20.800
in a way of all of these strategies is going to be.

02:20.800 --> 02:24.560
And they're kind of setting up, I think, some opportunities for themselves if one of the

02:24.560 --> 02:28.200
strategies doesn't work out that they can sort of fall back on another.

02:28.200 --> 02:31.320
Should ordinary voters be concerned about all of this?

02:31.320 --> 02:37.720
Well, I think it's important to distinguish being concerned from being vigilant and aware

02:37.720 --> 02:39.600
of what the facts on the ground are.

02:39.600 --> 02:45.000
State and local officials are the people who are responsible for administering elections

02:45.000 --> 02:46.400
in the United States.

02:46.400 --> 02:52.520
The White House is explicitly not an entity that is allowed to do that.

02:52.520 --> 02:58.560
The federal government is allowed in very limited instances to play a role in election

02:58.560 --> 03:03.560
administration, but not the things that are happening now.

03:03.560 --> 03:07.720
And so the information on how elections are going to run, how they're going to work comes

03:07.720 --> 03:09.360
from state and local officials.

03:09.360 --> 03:14.520
And in a way, those are the important people to be listening to and to make a plan to

03:14.520 --> 03:16.840
vote is really important.

03:16.840 --> 03:24.760
So I think to be aware, to be vigilant, but not to be sort of dismayed simply by looking

03:24.760 --> 03:30.440
at what's happening in Washington, but knowing that the authority rests at the state and

03:30.440 --> 03:31.600
local level.

03:31.600 --> 03:39.440
So the Census Bureau report showed 24,000 non-citizens voted nationwide in 2020 and 500

03:39.440 --> 03:40.440
in Wisconsin.

03:40.440 --> 03:44.360
What was your reaction when you saw that Census Bureau report?

03:44.360 --> 03:48.760
Well, my reaction was that it didn't show that at all.

03:48.760 --> 03:55.040
The Census Bureau's own research has time and time again done record matching studies

03:55.040 --> 03:57.600
of this kind and found false positives.

03:57.600 --> 04:04.480
In other words, purported matches that weren't matches at all between two different lists

04:04.480 --> 04:09.000
of individuals in excess of 6 percent of the sample.

04:09.000 --> 04:13.640
And what we see here is a number of people who are alleged to be non-citizen voters that

04:13.640 --> 04:14.960
is far smaller than that.

04:14.960 --> 04:19.520
And so really, you can't distinguish what the Census Bureau, if indeed the Census Bureau

04:19.520 --> 04:25.960
did this research, which is in doubt itself, found from no statistical evidence at all.

04:25.960 --> 04:31.000
So there's also the process being developed by the Postal Service to send ballots and

04:31.000 --> 04:35.760
envelopes with barcodes showing recipients are on state citizenship lists.

04:35.760 --> 04:40.480
I know Wisconsin officials say the new system is nowhere near ready and ballots are already

04:40.480 --> 04:42.920
being sent out.

04:42.920 --> 04:47.680
So this disrupts the midterm elections potentially, including in Wisconsin.

04:47.680 --> 04:56.600
Well, I think that if the courts are not successful in stopping this process from going forward.

04:56.600 --> 05:03.220
And I think we have some indications to think that it's going to be difficult for the Postal

05:03.220 --> 05:05.280
Service to play this role.

05:05.280 --> 05:12.520
If not legally, then certainly operationally, it is a really heavy operational lift that

05:12.520 --> 05:15.560
they are trying to pull off in a very short amount of time.

05:15.560 --> 05:18.920
But I do worry about chaos.

05:18.920 --> 05:26.240
And I worry about it not only because that's what might play out, but also because how the

05:26.240 --> 05:31.000
appearance or image of chaos can make it potentially easier for the Trump administration

05:31.000 --> 05:36.040
after the fact to say that this wasn't a legitimate election, and it's very similar

05:36.040 --> 05:43.440
to somebody lighting a house on fire and then saying, oh, wow, this is a terrible

05:43.440 --> 05:47.440
situation when they themselves have caused it.

05:47.440 --> 05:52.360
There's the new investigation into states, including Wisconsin, on the part of the Department

05:52.360 --> 05:54.800
of Homeland Security, as we mentioned.

05:54.800 --> 05:59.840
What do you know about that and what investigators will be looking at and what's your reaction

05:59.840 --> 06:01.560
to that?

06:01.720 --> 06:06.040
Well, I think we don't know very much about that effort at this time.

06:06.040 --> 06:13.520
It certainly seems to be an indication that the Trump administration, which has lost time

06:13.520 --> 06:20.440
and time again in federal court cases, trying to force states to produce information that

06:20.440 --> 06:27.360
is protected information about individual voters' personal details.

06:27.400 --> 06:32.280
The Trump administration doesn't seem to be interested in abandoning that effort simply

06:32.280 --> 06:34.960
because courts have said that it's illegal.

06:34.960 --> 06:43.040
They are now going to use seemingly every tool in their toolkit to try to intimidate state

06:43.040 --> 06:46.080
officials into giving them what they want.

06:46.080 --> 06:51.080
It's kind of an extortionary activity.

06:51.080 --> 06:56.680
But we don't really know exactly what these officials are going to be looking for and

06:56.680 --> 06:58.920
what that looks like.

06:58.920 --> 07:05.200
But I think it's another part of this multilayered strategy that we're seeing, which indicates

07:05.200 --> 07:10.200
to me that the administration doesn't seem interested in giving up.

07:10.200 --> 07:11.200
All right.

07:11.200 --> 07:12.200
We leave it there.

07:12.200 --> 07:13.800
Philip Rocha, thank you so much.

07:13.800 --> 07:14.800
Thank you.

07:14.800 --> 07:21.480
That was beautiful, bringing it all the way around.

07:21.480 --> 07:22.480
Yeah.

07:22.480 --> 07:23.480
Is that okay?

07:23.480 --> 07:26.640
I feel like sometimes it's hard to know if you're saying anything at all.

07:26.640 --> 07:27.640
Or nothing.

07:27.640 --> 07:28.640
Yeah.

07:28.640 --> 07:29.640
No, it was really good.

07:29.640 --> 07:36.640
It was super clear, and like I said, you started with the multilayered effort and ended

07:36.640 --> 07:37.640
with it.

07:37.640 --> 07:38.640
Yeah.

07:38.640 --> 07:39.640
Yeah.

07:39.640 --> 07:44.120
The other thing is it's like, obviously, we need to be on alert, but also it's like being

07:44.120 --> 07:45.120
freaked out.

07:45.120 --> 07:46.120
Yeah.

07:46.120 --> 07:50.720
I tried to strike a balance with like, listen to what St. local officials are saying.

07:50.720 --> 07:52.160
That's the main thing.

07:52.160 --> 07:53.160
Yeah.

07:53.160 --> 07:54.160
Hopefully that.

07:54.160 --> 07:55.160
It did.

07:55.160 --> 07:56.160
It did.

07:56.160 --> 07:57.160
It was hysterical, either.

07:57.160 --> 08:00.080
You know, it's just an interesting mix.

08:00.080 --> 08:04.560
Oh, we're in concerns, but yeah, Stairs doesn't help anybody.

08:04.560 --> 08:06.560
So anyway, thank you so much for getting to take care.

08:06.560 --> 08:07.560
Thank you.

08:07.560 --> 08:08.560
Have a good weekend.

08:08.560 --> 08:08.600
Bye.
